Hoang Mai: Only 14% of administrative procedures are carried out through 'one-stop shop'

Is the administrative reform ranking on the decline?
According to the self-inspection report of the People's Committee of Hoang Mai town, every year, this locality self-evaluates and classifies administrative reform work and sends it to the Department of Home Affairs for appraisal and classification, and at the same time strictly classifies administrative reform work for administrative reform advisory civil servants of the People's Committees of communes and wards.
However, Mr. Pham Van Luong - Head of Administrative Reform Department, Department of Home Affairs expressed concern about the results in 2016, with 10 civil servants classified as having completed their tasks well, 7 People's Committees of communes and wards classified as average, and 3 People's Committees of wards classified as good.
In 2017, 2 civil servants were classified as HTNV but still had limited capacity, 8 civil servants were classified as HTNV, 9 commune and ward People's Committees were classified as average, 1 ward People's Committee was classified as good. "I see that the data seems to be on a downward trend, I request the People's Committee of Hoang Mai town to clarify this content," said Mr. Luong.
On behalf of the People's Committee of Hoang Mai town, Mr. Hoang Danh Tan - Head of the Department of Internal Affairs explained that the classification and evaluation of civil servants is being implemented by the town in a more specific and substantial manner, in accordance with the spirit of Decree 56, and does not mean that the quality of cadres is going down.
“Give accurate and close scores so that communes can strive, but support and evaluate them as average is not acceptable. Many people are still hesitant to complete their tasks but still have limited capacity, but we have explained that this is the exact phrase according to the decree,” Mr. Tan shared.

The rate of administrative procedures (AP) carried out through "one-stop shop" is low.
One of the directions and tasks of administrative reform that the People's Committee of Hoang Mai town sets out in the coming time is to effectively implement the one-stop mechanism at agencies and units at all levels.
Specifically, agencies and units must strictly implement the regulations on implementing the one-stop mechanism; 100% of administrative procedures must be implemented according to the one-stop mechanism...
However, speaking at the meeting, Ms. Hoang Thai Tra My - specialist of the Administrative Reform Department, Department of Home Affairs, member of the working group, said that through unannounced inspections at 2 wards and communes of Hoang Mai town, the inspection group found that the rate of performing administrative procedures through the one-stop department is currently very low, many administrative procedures are still performed at specialized departments.

Regarding this issue, Head of the Administrative Reform Department, Department of Home Affairs Pham Van Luong further analyzed: "Nghe An dropped 17 ranks in the administrative reform ranking last year. Whether it can improve this year or not depends on the efforts of the localities.
The rate of administrative procedures performed through the one-stop department of Hoang Mai is only 14%, and administrative procedures are still being performed at the office, while next year this criterion will reach 100%, and will get points, and below 100% will get no points. If many other units are like that, it is clear that Nghe An will lose points!”
Mr. Pham Van Luong also requested the leaders of Hoang Mai town to pay more attention and urge the above issue more strongly.

Accepting the recommendations of the working group, Mr. To Huy Hung - Vice Chairman of Hoang Mai Town People's Committee requested relevant departments and offices to have monthly reports on this issue, in order to promptly rectify and achieve the set goals, contributing to improving the quality of administrative reform work, bringing satisfaction to the people. Regarding some other contents, Mr. Hung also committed to make efforts to overcome as soon as possible in the near future.
Concluding the meeting, Deputy Director of the Department of Home Affairs Le Dinh Ly said that the goal of the administrative reform inspection is to promptly record achievements, promptly point out the shortcomings and limitations of agencies and units, assess the actual results of each locality and each sector, advise the province on general leadership and direction, improve the effectiveness of administrative reform work, and contribute to the overall development.
“In 2018, the assessment of administrative reform work will apply a new scoring criteria set with very high requirements. Hopefully, localities will work together to improve Nghe An's administrative reform ranking,” Mr. Ly emphasized.

The Deputy Director of the Department of Home Affairs also positively assessed Hoang Mai's attention to the work of building, promulgating, checking, implementing and processing legal documents; building and promulgating regulations regulating the functions of departments for effective operation; consolidating and perfecting the one-stop department at the commune level; seriously implementing the recruitment, appointment, training, evaluation and classification of civil servants...
The head of the inspection team said that the locality had honestly and receptively assessed its limitations and shortcomings, and hoped that the town would make efforts to overcome them in the coming time.
The Deputy Director of the Department of Home Affairs proposed a number of key solutions that the town needs to implement to improve administrative reform work, emphasizing the need to increase the rate of administrative procedures resolved through the one-stop department and publicly post administrative procedures.
Regarding the recommendations of Hoang Mai town, Mr. Ly said that the working group will take note and forward them to relevant agencies for early resolution.
