On the morning of November 14, in Hanoi, the Provincial Planning Appraisal Council for the period 2021 - 2030, with a vision to 2050, held a meeting to appraise the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.

Comrade Nguyen Chi Dung - Member of the Party Central Committee, Minister of Planning and Investment, Chairman of the Provincial Planning Appraisal Council chaired the meeting. Attending the meeting were comrades: Tran Quoc Phuong - Deputy Minister of Planning and Investment, Vice Chairman of the Appraisal Council, members, members of the Appraisal Council and reviewers.

On the side of Nghe An province, there were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; and leaders of departments, branches and sectors of the province.

IMPORTANT TOOL IN ORIENTATION AND DEVELOPMENT MANAGEMENT

Provincial planning is an important step in the national planning system and an important tool in orienting and comprehensively managing socio-economic development activities and territorial space development in each province and city.

Therefore, immediately after the Law on Planning and legal documents related to planning were issued, Nghe An province urgently organized the task of developing the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, and submitted it to the Prime Minister for approval according to Decision No. 1179 dated August 4, 2020.

Nghe An identified the content of the Provincial Planning as the first key task in the Action Program to implement the Resolution of the 19th Provincial Party Congress to focus on leadership and direction for implementation.

Speaking at the opening of the conference, Minister of Planning and Investment Nguyen Chi Dung - Chairman of the Provincial Planning Appraisal Council emphasized that Nghe An still has a lot of room and potential for development. Therefore, the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, must exploit all potentials and build and develop the province to become a driving force, a leading locomotive, and a spreading region of the North Central region.

Speaking at the conference, Provincial Party Secretary Thai Thanh Quy affirmed: Nghe An identifies planning quality as a particularly important content. The consistent idea in the planning is to persistently implement the orientation of sustainable development.

The Secretary of Nghe An Provincial Party Committee hopes to continue receiving appraisal opinions and suggestions from the Appraisal Council and experts to have a basis to complete the next steps, soon submit to the Prime Minister for approval; create an important legal corridor in orienting and comprehensively managing socio-economic development activities and territorial space development in the province.

The planning is also the basis for Nghe An province to develop rapidly, comprehensively and sustainably in the future, realizing the goals set forth by the Resolution of the 19th Nghe An Provincial Party Congress for the 2020-2025 term, striving to build Nghe An into a fairly developed province by 2030 as President Ho Chi Minh wished for his homeland, marking the 1,000-year milestone of the name Nghe An.

The planning of Nghe An province for the period of 2021 - 2030, with a vision to 2050, is based on 5 development perspectives. It emphasizes the construction and development of Nghe An on the basis of appropriate and creative application of the Party's guidelines and policies, the State's policies and laws; ensuring consistency and synchronization with the national planning system, national sectoral planning and planning of the North Central and Central Coast regions; developing Nghe An province to be worthy of its role as the central province of the North Central region.

Nghe An identifies economic development as the center; cultural development as the spiritual foundation of society associated with promoting cultural values ​​and people of Nghe An; building a strong political system; expanding foreign relations, proactively integrating internationally, creating convergence, diffusion and development.

Development goal: By 2030, Nghe An will become a fairly developed province of the country, with a dynamic, fast and sustainable economic development; a center of trade, education - training, science - technology, healthcare, industry and high-tech agriculture in the North Central region. By 2050, Nghe An will become a comprehensively developed, high-income, modern and civilized province of the country.

Specific goals for the 2021-2030 period and vision to 2050 of Nghe An according to the rapid growth scenario: prioritize industrial development to become a breakthrough driving force; modern trade and services are the spearhead; clean agriculture is the foundation.

Accordingly, the plan also established specific goals for 2030 in various fields, including 9 economic goals, 11 socio-cultural goals, 6 environmental goals and 1 group of goals for national defense and security.

Accordingly, some important economic targets are: The average economic growth rate in the period of 2021 - 2030 will reach about 11.1%/year. Of which, the period of 2021 - 2025 will reach about 10.2%/year; the period of 2026 - 2030 will reach about 12.0%/year. The average GRDP per capita in 2030 will reach about 8,000 USD (current price). The State budget revenue in the area will increase by an average of over 12%/year.

The planning for key development orientations includes: 2 growth driver areas, 3 strategic breakthroughs; 4 economic corridors; 5 development pillar areas, 6 urban centers.

In which, 2 growth driving areas are identified as Vinh City expansion (merging Cua Lo town and some communes of Nghi Loc district, Hung Nguyen district into Vinh city) and Nghe An Economic Zone (expansion).

3 strategic breakthroughs include: Completing synchronous institutions and policies; strongly improving the investment and business environment with outstanding competitiveness associated with promoting administrative reform. Focusing on building and creating a breakthrough in the economic and social infrastructure system in a synchronous and modern direction to meet development requirements. Comprehensively developing human resources, science, technology, innovation associated with promoting the cultural values ​​and people of Nghe An.

The four economic corridors are the eastern coastal area (connected to National Highway 1, North-South Expressway, coastal road, national railway and sea route); Ho Chi Minh road; National Highway 7 and National Highway 48A.

The five pillars of development are: industry; trade and services; tourism; high-tech agriculture; marine economy associated with ensuring national defense and security.

6 urban centers include: Vinh urban expansion as the center; Hoang Mai urban area (developed in association with Quynh Luu); Thai Hoa urban area (developed in association with Nghia Dan); Dien Chau urban area; Do Luong urban area and Con Cuong urban area.

The plan also provides specific development directions for important sectors and fields, including: industry, services, tourism, agriculture, marine economy, human resources, education and training, health care, culture, sports, science and technology, economic zones, and four economic corridors. The plan also identifies the development orientations for urban and rural areas, functional areas, districts, and inter-districts; and the development orientations for technical infrastructure.

At the conference, experts, members of the Appraisal Council and reviewers gave many comments on the planning of Nghe An province on viewpoints, goals, development scenarios, key tasks and breakthroughs, urban development plans; clarified the basis for analysis and forecast of favorable factors in the new period, factors that will create new momentum for the development of the province such as: strategic traffic infrastructure; the development and expansion of Vinh City into a coastal city, factors to build Vinh City into a regional center.

Opinions also suggested further clarification of development space; expansion of the Southeast Economic Zone; indicators on marine economy, tourism, etc., especially clarifying key tasks and breakthroughs in line with the ability to mobilize resources for implementation; promoting the coastal axis in combination with connecting with National Highway 1A and the North-South Expressway to develop the marine economy.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung emphasized that Nghe An identified the establishment of provincial planning as a particularly important political task, therefore the province is making great efforts to complete the planning to submit to the Appraisal Council.

Thanking and appreciating the opinions of experts who are very close to Nghe An, especially the experts who not only contributed to the planning but also expressed many opinions wishing Nghe An to make efforts to realize the planning when approved, because the planning not only creates the premise and goals but also the development space, the Chairman of Nghe An Provincial People's Committee affirmed that the province will seriously and receptively accept the comments; at the same time, affirming that it will make great efforts to attract and create motivation and resources for Nghe An to achieve the set goals.

Concluding the conference, Minister of Planning and Investment Nguyen Chi Dung - Chairman of the Provincial Planning Appraisal Council highly appreciated the leadership and direction of the Provincial Party Committee, People's Council, and People's Committee of Nghe An province in the planning work and said that the Provincial Planning Appraisal Council voted to approve the draft planning report of Nghe An province for the period 2021 - 2030, with a vision to 2050 and related reports.

Emphasizing the role and position of Nghe An to become the center and growth pole of the North Central region; this is also the belief, expectation and desire of the Party, State, ministries, branches and experts, the Chairman of the Provincial Planning Appraisal Council requested the province to absorb, study and explain the opinions of ministries, branches and experts.

In particular, Minister Nguyen Chi Dung requested to clarify bottlenecks that hinder the province's development; at the same time, clarify the role, position, and vision of Nghe An in determining it as the center of the North Central dynamic region, as well as the dynamic growth centers within the province.

The Chairman of the Provincial Planning Appraisal Council especially noted the need to highlight the development philosophy, to have a “bold” and breakthrough priority order of the province; clarify the regional linkages between Nam Thanh - Bac Nghe, Nam Nghe - Bac Ha and the connection with Laos, the issue of forming the urban system of Nghe An, especially building Vinh City as a coastal city, the center of the entire North Central region;...

Minister of Planning and Investment Nguyen Chi Dung - Chairman of the Provincial Planning Appraisal Council also noted that after the appraisal council approves, relevant parties need to complete the planning dossier and draft the approval decision to submit to the Prime Minister.
