Workshop on industrialization and modernization on the basis of new science and technology

On the morning of April 15, at Vinh University, the Central Theoretical Council, Nghe An Provincial People's Committee, National Economics University and Vinh University organizedNational Science ConferenceIndustrialization and modernization on the basis of new science, technology and innovation: International experience and lessons for Vietnam.
Attending the workshop, on the Central side were Dr. Hoang Xuan Hoa - Assistant to the Chairman of the National Assembly, Dr. Nguyen Manh Hung - Member of the Central Inspection Committee, Dr. Nguyen Huu Xuyen - Deputy Director of the Institute for Science and Technology Strategy and Policy Research - Ministry of Science and Technology. On the Nghe An province side, there was Dr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee.
Also attending were Prof. Dr. Nguyen Huy Bang - Rector of Vinh University, Assoc. Prof. Dr. Bui Huy Nhuong - Vice Rector of National Economics University and more than 100 managers, research experts, postgraduates and graduate students.

In his opening speech at the conference, Prof. Dr. Nguyen Huy Bang - Rector of Vinh University mentioned the four industrial revolutions of the world and affirmed that any country that stays out of these revolutions will be slower to develop compared to the world.
Currently, the 4th industrial revolution has developed globally and affected all aspects of the world. In the face of the new situation, the 13th National Congress of Delegates also affirmed "Continue to promoteindustrialization, modernization“On the basis of scientific and technological progress and innovation, this is a direction suitable for the new context and is considered the key for Vietnam to seize opportunities, resolve and overcome challenges of the times, and make good use of the opportunities of the fourth industrial revolution to make breakthroughs and surpass in a number of industries and fields.”

With the characteristics of Vietnam, a country that has developed from small-scale production, lacking modern production tools. Therefore, industrialization and modernization are extremely necessary.
In that context, the National Scientific Conference on Industrialization and Modernization on the Basis of New Science, Technology and Innovation: International Experience and Lessons for Vietnam will be a valuable opportunity for scientists from the National Economics University and Vinh University, together with experts from state management agencies, to share many theoretical and practical issues on the contents related to industrialization and modernization on the basis of science and technology.

Previously, after 3 months of preparation, the Organizing Committee of the conference received many articles related to practical experiences in the process of industrialization and modernization of the country on the basis of science, technology and innovation in countries around the world and localities in Vietnam with many different perspectives. In particular, a number of research works have clarified the role and policies for developing intellectuals and high-quality human resources in the development process based on innovation and industrial science; clarified the role of universities and enterprises in the national startup ecosystem and in the process of turning knowledge into assets with great added value.
At the workshop, the discussions will also focus on three main issues, which are lessons learned in developing new science and technology and innovation to serve the country's industrialization and modernization; Industrialization and modernization on the basis of new science and technology and innovation in Vietnam and some localities in the North Central region; Current situation, orientation and development perspectives.
These contents will be distilled by the research team into a recommendation report sent to relevant agencies to contribute to the effective implementation of the Party and State's guidelines and policies as well as achieving the aspirational goal of becoming an upper-middle-income country by 2030.
In his welcoming speech, Vice Chairman of the Provincial People's Committee Bui Dinh Long highly appreciated the practical significance of this workshop and affirmed that this is an opportunity for Nghe An province to listen to and learn more experiences and good and effective practices in the industrialization and modernization of the country from the international community and Vietnam.

Comrade Bui Dinh Long also pointed out the potential and achievements of Nghe An province in recent years. He also emphasized the work of attracting investment with many positive changes in terms of scale, quantity and quality of projects, especially attracting FDI projects after VSIP, WHA, and Hoang Mai 1 Industrial Parks came into operation. Currently, the whole province has attracted 118 FDI projects from 15 countries and territories with a total registered capital of over 2.58 billion USD. In 2022, for the first time, Nghe An was included in the top 10 localities attracting the largest FDI in the country.
In recent years, Nghe An has also proactively implemented and concretized the Party's guidelines and policies and strategies on the development of science, technology, innovation and creativity, and issued many mechanisms and policies in the fields of science, technology, innovation and creativity development. However, according to the Vice Chairman of the Provincial People's Committee, compared to internal resources, the achievements have not been enough to make a rapid and sustainable breakthrough.

From the above reality, through this workshop, Nghe An province also hopes that from the current situation, there will be breakthrough orientations to develop industrialization and modernization of the country on the basis of new science and technology and innovation. At the same time, providing a lot of information, scientific arguments, recommendations and solutions nationwide, for Nghe An province in strategic planning, socio-economic development, contributing to bringing the country's economy in general, Nghe An province in particular to a new height, commensurate with its potential and advantages./.
