According to the agenda of the 4th session, on November 4, after finishing the question and answer session on the Construction sector, the National Assembly continued to question a group of issues in the fields of Information and Communications and Home Affairs.

Overview of the meeting on the afternoon of November 3.

The questioning session will focus on the following contents: Application of information technology in State management, building digital government, digital administration, construction, connection, sharing, and exploitation of national databases; access to information and development of information technology human resources in ethnic minority and mountainous areas; management of subscribers and network operators; inspection and management of websites, electronic information pages and other online platforms; handling of individuals and organizations that post distorted and untrue information on electronic information pages, and illegally collect and trade personal information data.

Deputy Prime Minister Vu Duc Dam and the Ministers of Planning and Investment, Finance, Home Affairs, Public Security, Justice, Science and Technology, Culture, Sports and Tourism; the Minister and Chairman of the Ethnic Committee, the Minister and Chairman of the Government Office participated in answering questions and explaining related issues.

In the afternoon session of November 4, after the question and answer session of the Minister of Information and Communications, from 2:40 p.m. to 5:00 p.m., the National Assembly conducted questions on the third group of issues in the field of internal affairs with the following questions:

Firstly, the arrangement of the organizational apparatus, streamlining the payroll, restructuring public service units, building a system of job positions associated with restructuring the team of cadres, civil servants and public employees, and implementing salary policy reform for cadres, civil servants and public employees.

Issuance of documents implementing the provisions of the Labor Code on retirement age for cadres, civil servants and public employees.

Second, solutions to improve the quality of staff and civil servants, especially recruitment, training, fostering, commenting, evaluating, and handling violations.

Third, the causes and solutions to the recent increase in the number of civil servants and public employees quitting their jobs, especially in densely populated areas and areas with high work pressure (such as health workers, etc.). Ensuring staffing for the education sector to meet teaching and learning requirements.

Fourth, solutions to solve the difficulties and shortcomings of the team of communal-level cadres, civil servants and non-professional workers at the communal, village and residential group levels (regarding the number of employees, regimes, policies, etc.), especially communal-level civil servants who are redundant after the rearrangement.

Minister of Home Affairs Pham Thi Thanh Tra is responsible for answering the main questions.

Permanent Deputy Prime Minister Pham Binh Minh and the Ministers of Finance, Education and Training, Health, Labor - Invalids and Social Affairs also participated in answering questions and explaining related issues.

Previously, in the morning session on November 3, the National Assembly discussed in groups the draft Land Law (amended).

In the afternoon, the National Assembly held a plenary session in the hall, listening to the opening speech of the question and answer session by National Assembly deputies by Permanent Vice Chairman Tran Thanh Man.

Then, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly questioned Minister of Construction Nguyen Thanh Nghi on the first group of issues in the construction sector. Minister of Planning and Investment Nguyen Chi Dung; Minister of Transport Nguyen Van Thang; Governor of the State Bank of Vietnam Nguyen Thi Hong also participated in answering questions on related issues.

At the question and answer session, 36 delegates asked questions and one delegate debated, focusing on the following contents:

Current situation and solutions to improve the quality of urban planning and development management in Vietnam, especially in large cities (causes of flooding and congestion in urban areas; State management responsibilities of the Ministry of Construction in urban planning, construction and development; consulting the community on planning issues; solutions for degraded urban projects that have not yet been handed over; management and operation of apartment buildings; causes and solutions to overcome the current delay in approving provincial-level planning; handling violations in urban planning, illegal and unlicensed construction; causes and solutions for suspended planning and planning lacking vision; progress of building the Law on Urban Development Management; development of urban green space; relocation of ministry and sector headquarters from the inner city of Hanoi (current situation and solutions to speed up the relocation progress; use of land after relocation).

Real estate market management; handling of organizations and individuals violating the law in real estate transactions, capital mobilization, and business (forecasting the development trend of the real estate market in the coming time; the Ministry of Construction's viewpoint on handling of organizations and individuals violating the law in real estate transactions, capital mobilization, and business).

Construction of social housing for low-income people and workers, especially in economic zones, industrial zones and large cities (social housing development policy in the coming time; support level for social housing; solutions to reduce social housing prices, remove shortcomings in investment procedures and construction of social housing; causes and solutions to handle the situation of abandoned resettlement housing; solutions to remove obstacles in the project to build a trade union institution model; feasibility of the Project of 1 million social housing units for low-income people and workers in the period of 2021-2023; responsibility of the Ministry of Construction in converting social housing projects to commercial housing projects).

State management responsibilities of the Ministry of Construction in the construction, issuance and implementation of technical standards, unit prices and norms in basic construction.
