After 3 months of operating the National Public Service Portalia (National Public Service Portal), from December 9, 2019 to the afternoon of March 9, 2020, there were over 77,200 logged-in accounts; over 20.9 million people accessed to find service information; over 2.6 million records synchronized status, of which over 13,100 online records were made from the National Public Service Portal. This is a positive result when the National Public Service Portal is supported by people and businesses.

People and businesses are interested and responsive.

"This result shows the interest and response of people and businesses, and recognizes the initial results of the process of building and operating the National Public Service Portal," Minister and Head of the Government Office (VGP) Mai Tien Dung assessed.

Through the report on the initial implementation results of the National Public Service Portal of the Government Office, the Prime Minister sent words of encouragement and motivation to all officials of ministries and agencies who actively participated in contributing to the strong administrative procedure reform process of the Government.

At the present time when the whole country is fiercely fighting the COVID-19 epidemic, according to the Minister and Head of the Government Office, adding more than 15 integrated public services to the National Public Service Portal is even more important as these public services focus on online payments.

“This limits direct contact and creates convenience for people and businesses,” said the Minister and Head of the Government Office.

The common point of the public services to be put on the National Public Service Portal in the near future focuses on the issue of electronic payment, which are services related to: Collection of fines for handling administrative violations in the field of road traffic; payment of personal taxes; collection of fees and registration fees for cars and motorbikes; declaration and payment of corporate taxes; issuance of budget relationship unit codes and declaration of receipts of transaction records for online expenditure control and one-stop transactions with the State Treasury; Customs declaration cancellation service, Additional declaration of customs records; Labor supply contract registration service; birth registration service and issuance of judicial records...

One of the important public services integrated into the National Public Service Portal tomorrow is the service of collecting fines for administrative violations in the field of road traffic.

Immediately upon integration into the National Public Service Portal, the service of collecting fines for administrative violations in the field of road traffic will be piloted in 5 localities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang and Binh Thuan.

The Road Traffic Police Department said it had sent working groups to work in 5 pilot localities, and the software had basically been installed and successfully tested. The unit had also completed technical guidance documents and organized training for traffic police forces in 5 pilot localities so that they could implement the service immediately upon putting it on the National Public Service Portal.

"This is the coordination and efforts of relevant ministries and branches in joining hands to build and deploy the National Public Service Portal," the Minister and Head of the Government Office emphasized.

Government Information System saves 460 billion VND/year

Also tomorrow, the Government Office will launch a number of subsystems of the Government Reporting Information System (TTBC). Mr. Ngo Hai Phan, Director of the Department of Administrative Procedure Control (VPCP), said that the Government Office has coordinated with ministries, agencies, VNPT Group, and Viettel to build and standardize the overall processes of the system, the process of connecting reporting regimes; and the process of sharing reporting data.

Calculations by the Department of Administrative Procedure Control show that if all regulatory reports from commune, district, provincial and ministerial levels reporting to the Government are digitized and connected to the Government Reporting Information System, the estimated cost savings for the State Budget will be about 460 billion VND/year.

The Government Information System is a system that collects and integrates reporting data of state administrative agencies, in order to synthesize and analyze data, serving the direction and administration of the Government and the Prime Minister.

The system aims to ensure a close connection between innovation in working methods and the application of information technology (IT) in serving the direction and administration of the Government and the Prime Minister. Enhance publicity, transparency, and enhance accountability of state administrative agencies in providing information and data to serve the direction and administration of the Government and the Prime Minister.

In addition, the Government Information System helps improve the comprehensive advisory capacity of the Government Office in serving the direction and administration of the Government and the Prime Minister.

The goal of the Government Information System is to innovate and improve the effectiveness of IT application in consulting, synthesizing and reporting; contributing to transforming the direction and management methods based on digital data that is synthesized, analyzed in real time, and displayed visually through information systems and display boards.

“The Government Information System was born, but it is not easy for the System to “survive”, so it needs the support and cooperation of ministries, branches and localities for the System to operate effectively after operation”, said the Minister and Head of the Government Office.
