Nghe An's terrain has a dense system of rivers, ponds and lakes, plus water storage structures that pose many potential safety risks. Organizing this training course is part of a series of specific actions to improve professional capacity, while spreading safe living skills to each student through a team of well-trained teachers.

The course includes a variety of practical contents, such as: disseminating legal documents related to drowning prevention and control; instructing on popular swimming methods; developing a plan to implement a safe swimming program at the unit; organizing initial swimming classes for students; instructing on drowning rescue skills and first aid for victims in water environments.
