More than 90% of people recruited under the meritocracy policy are specialists.
More than 90% of people recruited and attracted under the policy of attracting and promoting talents and high-quality human resources in 24 ministries, branches and localities are holding specialist positions.
This is a remarkable figure from the survey results of the Ministry of Home Affairs on the quantity and quality of civil servants and public employees recruited and attracted according to the policy of attracting and using talents and high-quality human resources.
Statistics from 24 ministries, branches, provinces and cities (3 ministries, 21 provinces and cities) show that 3,128 people were recruited according to the policy of attracting and using talents and high-quality human resources. Up to now, 2,903 people are still working, accounting for 92.8%; 225 people have quit their jobs, accounting for 7.2%.

Of these, Da Nang attracted the most with 1,269 people, 102 of whom have now retired. Next is Quang Ngai province, which attracted 346 people, 41 of whom have now retired. Hanoi is also one of the three localities that attracted many high-quality human resources with 173 people, 2 of whom have now retired.
About professional qualificationsWhen attracted, there were 68 PhDs, 853 masters, and 1,899 university graduates.
On the level of political theory:The number of people with elementary political theory level accounts for the highest proportion with 1,421 people, accounting for 76.94%; 316 people with intermediate level, accounting for 17.11% and 110 people with advanced level, accounting for 5.96%.
About age structure when attracted:From 20 to 25 years old, there are 1,180 people, accounting for 42.5%; from 25 to 30 years old, there are 1,115 people, accounting for 40.1%; over 30 years old, there are 484 people, accounting for 17.4%.

About the profession trained and fostered after attracting:The largest sector is the Health sector with 842 people, accounting for 30.97%; the Science and Technology sector has 363 people, accounting for 13.35%; the Economics sector has 231 people, accounting for 8.5%; the Finance sector has 219 people, accounting for 8.05%. Other sectors have 1,064 people, accounting for 39.13%.
Regarding the present positions of those attracted:The majority still hold positions as specialists and equivalent with 2,375 people, accounting for 90.13%. Only 1 person holds the position of provincial People's Committee leader or equivalent (Da Nang), accounting for 0.04%; 36 people are department leaders or equivalent, accounting for 1.37%; 223 people are department leaders or equivalent, accounting for 8.46%.
About the current rank structure:2,534 people have specialist ranks, accounting for 91.88%; 200 people are senior specialists and equivalent, accounting for 7.89%; 5 people are senior specialists and equivalent, accounting for 0.11%; 21 people have staff ranks and equivalent, accounting for 0.76%.
No prejudice, narrow-mindedness, jealousy and discrimination
The draft National Strategy on attracting and utilizing talents clearly states: Talents are defined as people with political qualities, ethics, and lifestyle; outstanding qualifications and creativity, a spirit of dedication, excellent completion of tasks, or merits and achievements, creating progress and development for an organization, an industry, a field, or a specific locality.

The draft strategy also clearly states the view that talent is a special and very important resource. If attracted and utilized, it will create great strength to promote the rapid and sustainable development of the country.
One of the notable points in this draft is the unification of innovation in thinking about talent and attracting and using talent. Specifically, the search for and attraction of talent does not discriminate between regions, hometowns, ages, people in the Party or outside the Party, people in the country or Vietnamese people abroad, foreigners, without prejudice, narrow-mindedness, jealousy and discrimination.
Utilizing talents includes selection, placement, use and treatment. In which, the policy of utilizing talents is considered the key to attracting talents.
The leader must be responsible for finding and discovering talented people to employ. If the employment policy is good, talented people will come to them and voluntarily contribute. On the contrary, if the employment policy is not good, no one will come to them. Even if there are talented people, they will work for a while and then leave.
