Nghe An province proposes 6 solutions to implement two-session-per-day teaching.

Meanwhile, from the 2025-2026 school year, following the guidance of the Ministry of Education and Training, schools in Nghe An have begun implementing two-session-per-day teaching at the secondary and high school levels.

After the first two months of implementation, 100% of junior and senior high schools in the province have implemented the contents of the second session, including tutoring for weak students, enrichment for gifted students, and exam preparation for graduating students. The remaining contents, such as life skills education, financial education, art education, physical education, STEM/STEAM, career guidance, artificial intelligence, and foreign languages, are facing difficulties in implementation due to a shortage of teachers, facilities, and resources, all aligned with the holistic development needs of students at each educational level.

In reality, with these limitations, the implementation of a two-session-per-day teaching schedule has not achieved its set goals. Many schools implement a two-session-per-day schedule, but mainly by adjusting the timetable and transferring the content of the first session (main curriculum) to the second session. This, to some extent, creates difficulties for schools in implementing timetables and organizing teaching. Parents and students also face difficulties in transportation. Students attend more sessions, but the content and curriculum have not been supplemented according to the objectives of the two-session-per-day teaching program.

To address these shortcomings, on October 8, 2025, the Provincial People's Committee issued Plan No. 846/KH-UBND on continuing to implement two-session-per-day teaching for general education institutions throughout the province.

Therefore, the implementation of a two-session-per-day teaching schedule must adhere to the directives of the Prime Minister and the Ministry of Education and Training, be consistent with local resources, practical circumstances, and the availability of facilities and teachers. At the same time, it is necessary to ensure the rights of learners, effectively implement the policy of educational socialization, and guarantee the principles of voluntariness, transparency, and compliance with the law.

To achieve the set goals, Nghe An province has also proposed six specific solutions. These include raising awareness among all levels and sectors, education administrators, teachers, students, and parents. In addition, it is necessary to ensure an adequate teaching staff by arranging and distributing teachers among educational institutions to overcome the problem of teacher shortages and surpluses. Furthermore, teacher recruitment should be carried out according to the allocated staffing quotas to ensure sufficient numbers and a balanced teacher structure.

During implementation, schools need to develop specific plans, ensuring adherence to the five clear principles: "Clear implementation roadmap, clear resources, clear teaching content and methods, clear responsibilities of stakeholders, and clear educational results and quality." Furthermore, it is necessary to strengthen inspection and supervision to promptly identify, resolve, and advise on difficulties and obstacles, and to correct instances of chasing after achievements and violating regulations.

Specifically, the province will also implement solutions to allocate funding for the two-session-per-day teaching schedule, such as allocating local budgets, effectively integrating various programs and projects, and promoting social mobilization. Units and localities will prepare annual budget estimates to ensure the implementation of the two-session-per-day teaching schedule.
