Nghe An proposes 6 solutions to implement 2-session/day teaching
From this school year, the implementation of teaching 2 sessions/day will be implemented at all levels of education in the whole province. Thereby, it aims to contribute to improving the quality of comprehensive education in ethics - intelligence - physical fitness - aesthetics, building a safe and healthy educational environment.
Policyteach 2 sessions/dayhas been implemented in primary schools across the province for many years. Meanwhile, from the 2025-2026 school year, following the guidance of the Ministry of Education and Training, schools in Nghe An have begun implementing 2-session teaching/day at secondary and high school levels.
After the first 2 months of implementation, 100% of secondary and high schools in the province have implemented the contents of session 2, including tutoring for poor students, nurturing excellent students and reviewing for final year students. The remaining contents such as life skills education, financial education, art education, physical education, STEM/STEAM, career guidance, artificial intelligence, foreign languages, etc., in the direction of comprehensive development suitable for students' psychology at each level, are difficult to implement due to lack of teachers, lack of facilities and resources.

In fact, with these limitations, the implementation of 2-session teaching/day has not achieved the set goal. Many schools teach 2 sessions/day but mainly adjust the timetable, transferring the content of session 1 (main curriculum) to session 2. This, more or less, causes difficulties for schools in implementing the timetable and organizing teaching. On the parents' side, students also face difficulties in picking up and dropping off students and commuting. Students study more sessions but the content and curriculum have not been supplemented according to the goal of the 2-session/day teaching program.
To resolve the above shortcomings, on October 8, 2025, the Provincial People's Committee issued Plan No. 846/KH - UBND on continuing to implement 2-session teaching/day for general education institutions across the province.
Accordingly, the implementation of teaching 2 sessions/day must closely follow the direction of the Prime Minister, the Ministry of Education and Training, be suitable to local resources, practical situation and conditions of facilities, and teaching staff. At the same time, it is necessary to ensure the rights of learners, effectively implement the policy of socializing education, ensure the principles of voluntariness, transparency, and compliance with the provisions of law.

To achieve the set goals, Nghe An has also proposed 6 specific solutions. That is, it is necessary to raise awareness of all levels, sectors, education managers, teachers, students and parents. In addition, it is necessary to ensure the teaching staff to organize teaching and learning such as arranging and regulating teachers between educational institutions to overcome the situation of surplus, shortage and local teachers. Implement teacher recruitment according to the number of positions granted to ensure sufficient quantity and structure of teachers.
During the implementation process, schools need to develop specific plans, ensuring the 5 clear principles: "Clear implementation roadmap, clear resources, clear teaching methods and content, clear responsibilities of subjects, clear results and quality of education". In addition, it is necessary to strengthen inspection and supervision work to promptly detect, resolve, and advise on difficulties and problems, and correct manifestations of chasing after achievements and violating regulations.
In particular, the province will also have solutions to arrange funding sources to implement 2-session teaching/day such as arranging local budget sources, effectively integrating programs and projects, and promoting socialization. Units and localities will prepare annual budget estimates to ensure 2-session teaching/day.
During the implementation process, the province also assigned the Department of Finance to base on the implementation funding needs compiled by the Department of Education and Training from units and localities to preside over budget balancing and advise competent authorities to arrange implementation funding according to the roadmap.
The Department of Home Affairs coordinates with the Department of Education and Training and the People's Committees at the commune level to advise on balancing, arranging, and staffing the education sector to meet the need for teaching 2 sessions/day and advise competent authorities to supplement staffing.
