Nghe An mobilizes English teachers to support inter-school online teaching
This is the solution proposed by the education sector to address the shortage of English teachers across the province, especially at the primary level.
Nghe An Department of Education and Training has just decided to transfer 82 teachers.Englishin 52 primary schools across the province to participate in inter-school English teaching in the form of online teaching. These teachers mainly come from schools in favorable areas such as urban areas, central communes, and plains such as Minh Hop, Thanh Binh Tho, Yen Thanh, Dong Thanh, Yen Xuan communes, Truong Vinh, Vinh Hung, Vinh Phu, Thanh Vinh wards.
According to the plan of the Department of Education and Training, after being assigned, each teacher will be in charge of teaching a class with a duration of 4 periods/week. During the implementation process, the principals of the 2 schools will unify the study time to suit the teaching schedule of the schools and teachers.
The regime for teachers teaching inter-school is implemented according to Circular 21/2025/TT-BGDDT dated September 23, 2025 of the Ministry of Education and Training regulating the regime of paying overtime wages for teachers teaching in public educational institutions; guidance of the Department of Education and Training in Official Dispatch No. 2677/SGDĐT-TCCB dated September 15, 2025.

This is the first time the Department of Education and Training has mobilized English teachers to support primary schools across the province to help schools due to teacher shortages.
Previously, since the previous school year, some localities such as Do Luong district, Dien Chau and Vinh city (old) also sent English teachers to support primary schools in Tuong Duong, Ky Son and Que Phong districts (old). However, the implementation was in the form of "rooms helping rooms, schools helping schools" and there was no common consensus in the implementation.
The form of inter-school teaching support aims to implement Official Dispatch No. 8837/UBND-TH dated August 26, 2025 of the Provincial People's Committee on recruitment, reception, mobilization, secondment, and transfer of teachers and education officials in the province, due to the local shortage of teachers for schools in the 2025-2026 school year. Before implementing online teaching, the Department of Education and Training also mobilized nearly 900 teachers at preschool, primary and secondary levels to transfer teachers from places with surplus to places with shortage to balance teachers between schools.

Currently, according to calculations by the Department of Education and Training, although teachers have been rotated at the beginning of the school year, as of September 30, 2025, there are still 23 primary schools without English teachers, mainly focusing on schools in mountainous areas, ethnic minority areas, and areas with especially difficult socio-economic conditions.
Meanwhile, schools in the area near the above mentioned schools no longer have English teachers to carry out the assignment and arrangement of inter-school teaching. At the same time, there is no source of English teachers to carry out teaching contracts.
To implement online teaching, the Department also requires educational institutions with students studying online to prepare and ensure conditions in terms of facilities, internet connection, etc. to organize teaching; arrange teachers to serve and manage classes.
In the process of assigning tasks, schools need to limit the arrangement of English teachers to hold other jobs to prioritize the arrangement of English teachers to teach the compulsory program for grades 3, 4, and 5. The remaining number of hours according to the weekly teaching quota of teachers will be arranged to teach online inter-school at the above-mentioned schools according to the plan of the department, then arrange to teach elective English for grades 1 and 2.
