Kissing a 13 year old girl, fined 300,000 VND

The victim's family did not agree with the administrative fine of 300,000 VND, so they filed a complaint with the police requesting a reconsideration.

The police determined that Vu Van Q. (29 years old, residing in Ky Anh town, Ha Tinh) had committed acts, words and gestures that offended the honor and dignity of LThTr (13 years old, residing in Ky Anh district) and imposed an administrative fine of 300,000 VND. However, Tr.'s relatives did not agree with the above fine and filed a complaint.

On the morning of November 4, Tr.'s mother said she had filed a complaint with the Ky Anh Town Police regarding the handling of her child's abuse.

According to Ms. V., at around 2:00 p.m. on October 13, only Tr. was home when Q. came over and said to Tr., "Let me borrow your phone charger." After hearing that, Tr. ran into the room to get the phone charger, and Q. followed him into the room. There, Q. touched Tr.'s armpits, his body, and then held his hands and kissed his neck.

At that time, Tr. was scared and cried loudly, so Q. went home. That same afternoon, after hearing her child recount the incident, the mother filed a complaint with the Ky Anh Town Police.

After verification and investigation, on October 24, Lieutenant Colonel Nguyen Thanh Thien, Deputy Head of the Investigation Police Agency of Ky Anh Town Police, signed a notice to resolve the case and sent it to the family and the People's Committee of the commune where Tr. lives.

According to the announcement: On October 13, the Investigation Police Agency of Ky Anh Town Police received a complaint about Mr. Q.'s physical assault on Tr.

"The Investigation Police Agency has conducted an investigation and verification, based on the collected documents, showing that Q's actions have not reached the level of criminal prosecution. On October 24, Ky Anh Town Police imposed an administrative penalty on Q," the announcement stated.

It is known that Ky Anh Town Police and Ky Anh Town People's Procuracy have agreed to administratively fine Q. according to Decree 167/2013/ND-CP for the act of "having rude gestures and words, provoking, teasing, insulting the honor and dignity of others" with a fine of 300,000 VND.

According to Ky Anh Town Police, Q. tickled Tr.'s armpits, then stroked the victim's arms and legs and kissed her neck. When Tr. cried, this person stopped and left, so he handled the situation as above.
