At around 5:00 a.m. on October 7, dozens of officers from the Department of Administrative Management of Social Order (Ho Chi Minh City Police) suddenly inspected Happy Restaurant (No. 139, Nguyen Van Cu, Ward 2, District 5, Ho Chi Minh City).

In the restaurant's 8 VIP rooms, amidst the loud dance music, the inspection team discovered more than 100 "partygoers" swaying to the music, with many bottles of shisha and strong alcohol on the table.

Seeing the inspection team coming, many young people hastily threw plastic bags containing white and pink crystals under the table to destroy the evidence. Some plastic bags containing suspected drugs were found and brought to the headquarters for verification. The working groups quickly made a record, classified each subject and requested a quick drug test.

Dozens of “flyers” who showed signs of drug use were taken to headquarters. The working group drew up a record to handle the acts of operating karaoke without a license, operating past the prescribed hours, parking vehicles encroaching on the sidewalk, and allowing customers to use drugs.
