Hung Nguyen focuses on creating a source of party members in special regional party cells.

(Baonghean) - Nghe An Newspaper discussed with comrade Hoang Van Phi - Member of the Provincial Party Committee, Secretary of Hung Nguyen District Party Committee about the implementation of Project 01 DA/TU on "Building Party cells, developing Party members in blocks and hamlets without Party cells, without Party members and blocks and hamlets at risk of no longer having Party cells".

PV:Could you please tell us some notable issues regarding the work of building party organizations and developing party members in the area?

Comrade Hoang Van Phi:Hung Nguyen District Party Committee currently has 58 grassroots party organizations, 334 party cells directly under the grassroots party committee, of which 252 are in the commune and town blocks. In recent years, the Party building work has always been focused on and improved by the Party Committee and the government of Hung Nguyen District. Most of the current grassroots party organizations have maintained and promoted their role as political cores at the grassroots level.

Party building work has had positive changes, the quality of party organizations, cadres and party members has been improved, 55.2% of grassroots party organizations have developed party members, 51% of party cells under commune and town party committees have admitted party members.

If before 2010, the district party committee had 25 hamlets without party cells, now 100% of hamlets have party cells (90.5% of hamlets have party cells with local party members; 9.5% of hamlets have party cells with reinforced party members). To achieve this result, the district party committee has directed the commune party committees to strengthen 76 party members who are committee members, heads and deputy heads of departments and unions, commune officials and civil servants, and some party members of other party cells to establish party cells to spread the party's leadership.

The Party Committee and Executive Committee of Hamlet 6, Hung Trung Commune (Hung Nguyen) discussed solutions to build a model of solidarity between religions and non-religious people to build new rural areas.

Party development work is respected and put into practice, focusing on developing party members in the hamlet, especially in hamlets without local party members. The number of party members admitted every year increases, each year higher than the previous year.

During the period 2010 - 2016, 745 party members were admitted (including 5 religious party members), bringing the total number of party members in the entire party organization to 6,491 comrades; 2 hamlets with no party members were eliminated on the spot. Party member work has become orderly, and the activities of the Party Committee and Party cells have strictly implemented the principles of democratic centralism, self-criticism and criticism. The content and nature of activities have been innovated by many Party cells, gradually showing positive changes.

PV:So what are the current difficulties and shortcomings of the political system of blocks and hamlets in the district, comrade?

Comrade Hoang Van Phi:Currently, 100% of the blocks and hamlets in the district have party cells, but there are still 24 hamlets that do not have enough local party members, so it is necessary to increase the number of party members to establish party cells, and there are 5 hamlets that are at risk of no longer having party cells.

In 24 hamlets that do not have enough local party members and 5 hamlets that are at risk of having no party cells, 100% of hamlet chiefs are not party members. Some hamlets are also lacking positions such as secretary of the youth union branch and head of the war veterans association.

The cadres of the political system in some communes and hamlets in special areas are still weak in practical mobilization capacity, so the work of mobilizing people to implement the Party's guidelines and policies and the State's laws is not really effective; the work of training and helping the masses to strive to join the Party is still limited. The socio-economic situation in special areas still has many difficulties. Currently, there are 12 hamlets without land and 19 hamlets without cultural houses, 2 hamlets have cultural houses but they are damaged and dilapidated.

PV:As one of the three localities selected as pilot units in implementing Project 01-DA/TU on building Party cells and developing Party members, what specific solutions will the district have to bring the project into life, comrade?

Comrade Hoang Van Phi:Immediately after the Provincial Party Committee issued Project No. 01-DA/TU dated August 10, 2016 on "Building Party cells and developing Party members in blocks, hamlets, and villages without Party cells or Party members and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020", the Standing Committee of the Hung Nguyen District Party Committee issued Plan No. 20-KH/TU to implement Project 01; organized a conference to disseminate the basic contents of the project from the district to the grassroots level.

At the same time, a steering committee for Project 01 was established, headed by the Secretary of the District Party Committee; a grassroots working group was established to help the steering committee closely follow and support the grassroots in consolidating the political system in communes and hamlets; discovering and nurturing outstanding masses to join the Party. In addition, the Standing Committee of the District Party Committee also assigned the District People's Committee to study and develop a number of mechanisms and policies for the blocks and hamlets under the project in economic development, building rural infrastructure; allocating land and supporting funding for the construction of cultural houses in blocks and hamlets, etc.

To effectively implement the goals, tasks and solutions of Project 01, the district will focus on improving the quality of Party cell activities in conjunction with effectively implementing the work of training and developing new Party members, gradually reducing the number of hamlets without Party cells or local Party members, ensuring the inheritance and development of the Party organization, creating a source of cadres for the Party, especially at the grassroots level.

Building a contingent of cadres and party members with sufficient qualities, capacity and responsibility, solidarity, close attachment to the people, proactively detecting and promptly and effectively resolving difficulties and problems occurring at the grassroots level. Promoting the role of the contingent of party members who are cadres and civil servants at the commune and town levels participating in activities at residential hamlet party cells.

However, it is important that Party committees and Party organizations at all levels must strengthen innovation in propaganda and education work to raise awareness and responsibility of Party committees, authorities, the Vietnam Fatherland Front and political organizations, cadres, Party members and the masses about the purpose, meaning, requirements and importance of consolidating the political system and developing Party members.
