Nghi Loc district was assessed and recognized as a new rural district.
(Baonghean.vn) - After reviewing and evaluating the results of Nghi Loc's new rural district construction, members of the Central Appraisal Council for reviewing and recognizing the district as meeting new rural standards unanimously recognized Nghi Loc district as meeting new rural district standards.
On the morning of October 1, in Hanoi, the Central Appraisal Council held a meeting to consider and vote to recognizeNghi Loc district, Nghe An province achieved the new rural standards in 2020. Attending the appraisal conference on the Central side were comrades: Tran Thanh Nam - Deputy Minister of Agriculture and Rural Development, Chairman of the Central Appraisal Council for reviewing and recognizing the district as meeting the new rural standards; Truong Thi Ngoc Anh - Vice President of the Central Committee of the Vietnam Fatherland Front.

Authorized by the leaders of the Office of New Rural Development Coordination of Nghe An province, comrade Nguyen Tien Dung - Deputy Secretary of the District Party Committee, Chairman of the Nghi Loc District People's Committee, briefly reported on the results of new rural construction by 2020 in Nghi Loc district. The report stated: After 10 years of building new rural areas, the scale of the economy and budget revenue of Nghi Loc have grown quite high, the economic structure has shifted strongly towards increasing the proportion of industry, services and trade, and rapidly reducing the proportion of agriculture.
Production value by 2020 reached 16,868 billion VND, an increase of 12,657 billion VND compared to 2010 and ranked 3rd in the province in 2020. The proportion of agriculture in 2020 was only 16.9%. The proportion of industry, services and trade increased from 63.06% in 2010 to 83.1%.
Budget revenue by 2020 reached 452.7 billion VND, 4.25 times higher than in 2010. Notably, in agricultural production, a concentrated high-quality vegetable production area with an area of over 600 hectares has been formed; 8 production models in greenhouses with an area of over 40,000 m2 applying high technology have been built. By 2020, the production value will reach 103 million VND/ha/year, an increase of 45 million VND/ha compared to 2010 and an increase of 21 million VND/ha compared to 2015. Livestock farming has been transformed from small-scale farming in residential areas to concentrated industrial and semi-industrial farming.

In constructionnew ruralNghi Loc takes infrastructure investment as a lever for development in other areas. After 10 years of construction, the infrastructure in the area has been invested synchronously. Social and cultural areas such as health, education, vocational training and social security are guaranteed, the level of access to social services and cultural enjoyment of the people has improved significantly. The ecological environment of rural areas is increasingly spacious, clean, preserving and promoting the traditional values of village identity of rural Vietnam.
The political system from district to grassroots level is built clean and strong. The state apparatus operates effectively and efficiently. In 2020, Nghi Loc district was ranked 3rd out of 21 districts, cities and towns in the province in terms of administrative reform. Political security and social order and safety in the area are maintained.

Determining that building a new rural area has a starting point and no ending point, Nghi Loc maintains the achieved new rural criteria in a sustainable manner, while striving to have 3-5 advanced new rural communes, 1-2 model new rural communes by 2025 and gradually turn Nghi Loc district into a model new rural district right after 2025.
The meeting was attended by representatives of the Department of Environmental Quality Management, representatives of the Department of Economic Cooperation and Rural Development - Ministry of Agriculture and Rural Development, who commented on the results of building new rural areas in Nghi Loc district; members of the Central Appraisal Council discussed and evaluated the results of overcoming the shortcomings of Nghi Loc district in terms of some criteria that the Central Appraisal Council's working group had mentioned during the appraisal process in Nghi Loc district.
Concluding the meeting, Mr. Tran Thanh Nam - Deputy Minister of Agriculture and Rural Development, Chairman of the Central Appraisal Council emphasized: Nghi Loc needs to pay attention to agricultural production in the direction of concentrated production associated with agricultural services, craft villages and OCOP products; pay attention to planning and managing public land to serve the public purposes of localities in the district. Nghi Loc is a district with dynamic economic development, an urban area in the near future, so the district needs to pay attention to building advanced new rural areas in terms of urbanization development.
The Central Appraisal Council has conducted a vote of approval. The members unanimously proposed that the Prime Minister issue a decision to recognize Nghi Loc district as a new rural district in 2020, and at the same time requested that Nghi Loc district complete the dossier before the Prime Minister makes a decision.
