JICA shares experience in restructuring state-owned enterprises

On October 4, at the headquarters of the Ministry of Finance, Deputy Minister Tran Van Hieu had a working session with the Chairman of the Advisory Board of the Japan International Cooperation Agency (JICA), Mr. Toshiro Mutoh, and Mr. Fujita Yasuo - Chief Representative of JICA in Vietnam and the working delegation.

At the meeting, the two sides shared issues of mutual concern regarding a number of JICA recommendations related to the implementation of State-owned enterprise (SOE) restructuring in Vietnam in the 2016-2020 period, such as: Recommendations on the ownership and management functions of SOEs; solutions to promote equitization and restructuring of SOEs as well as discussing policy commitments for the Japanese Government's budget support in the field of restructuring SOEs and banks in Vietnam.

Deputy Minister Tran Van Hieu said: In the field of restructuring state-owned enterprises, JICA has supported the Vietnamese Ministry of Finance in implementing the Project on Strengthening Corporate Financial Management Capacity, implementing SOE restructuring to improve institutions as well as supporting the improvement of corporate management capacity, supervision and corporate financial management in Vietnam. Deputy Minister Tran Van Hieu hopes that the Ministry of Finance will continue to receive JICA's attention in the process of coordinating the implementation of these projects, to ensure that these loans are used effectively and achieve the expected results.

Sharing about these issues, Chairman of JICA Advisory Board - Mr. Toshiro Mutoh said: The equitization of SOEs is a matter of great concern to the Vietnamese Government. JICA highly appreciates the great efforts that the Government as well as the Ministry of Finance of Vietnam are pursuing in the equitization process of this SOE.

At the working session, the two sides shared issues of mutual concern regarding restructuring state-owned enterprises in the 2016-2020 period.

Mr. Toshiro Mutoh said: To support the process of developing and implementing policy actions to promote the restructuring of SOEs, JICA is considering continuing to provide technical assistance to the Government of Vietnam, including 02 technical assistance projects for the Ministry of Finance to complete the legal framework for applying the book building method to promote the restructuring and divestment of SOEs and build a legal framework for the debt trading market in Vietnam. JICA is committed to continuing to support Vietnam in implementing the SOE Restructuring Project in the coming period.
