Plan to deploy health insurance appraisal information system

(Baonghean) - Recently, Vietnam Social Security issued Decision No. 784/QD-BHXH approving the plan to deploy the health insurance appraisal information system.

With the goal of deploying the health insurance appraisal information system to connect and exchange data between medical examination and treatment facilities and social insurance agencies nationwide to serve the health insurance computerization, completed before June 30, 2016.

The plan sets out the following contents: Deploying infrastructure systems and software to connect data between health insurance examination and treatment facilities and social insurance agencies; implementing the construction and updating of a shared catalog system; deploying a health insurance appraisal software system; transferring, training, managing and operating the system; developing regulations on the implementation of computerization of appraisal and payment of health insurance examination and treatment costs; inspecting and supervising the implementation and operation of the health insurance appraisal information system.

The plan also clearly defines the responsibilities of the implementing units:

Industry Construction Investment Project Management Board: Takes the lead and coordinates with relevant parties to properly deploy the health insurance appraisal information system according to the contract and resolves problems arising during the implementation process; checks and monitors the progress of contract implementation; synthesizes, evaluates, reports on implementation results and proposes solutions to resolve difficulties during project implementation...

Information technology center: Receive source code, software, manage and operate the system; preside over and coordinate with relevant units to develop and submit to competent authorities for promulgation regulations on computerization in health insurance appraisal and payment... Coordinate with relevant units to develop plans, content, appraise documents, participate in training programs for information technology staff and health insurance appraisal staff of the industry...

Health Insurance Policy Implementation Board: Directs Social Insurance of provinces and centrally run cities to coordinate with medical facilities and Viettel to deploy the health insurance appraisal information system; coordinates with departments and bureaus of the Ministry of Health and related units to develop and update the shared list; coordinates with information technology enterprises to complete the health insurance appraisal software; coordinates with related units to appraise the plan, content and training materials for the health insurance appraisal software. Participates in training programs for information technology staff and health insurance appraisal staff of the industry...

Other Departments of Vietnam Social Security, based on their functions and tasks as prescribed, are responsible for coordinating, advising and proposing implementation contents when participating in the deployment of the health insurance appraisal information system.

The document also clearly states the responsibilities of the Viettel – Tecapro joint venture contractor; Social Insurance of provinces and centrally-run cities, Social Insurance of the Ministry of National Defense, Social Insurance of the People's Public Security, etc.
