Chief Accountant of Vietnam Oil and Gas Group Arrested
Mr. Mau and three other officials were accused of intentionally violating state regulations on economic management, causing serious consequences.
On September 26, a source said that the Ministry of Public Security's Security Investigation Agency had prosecuted and temporarily detained Mr. Le Dinh Mau (45 years old), chief accountant and head of the finance, accounting and auditing department of the Vietnam Oil and Gas Group - PVN.
The Security Investigation Agency also issued a decision to prosecute three other people for the same crime as Mr. Mau, including: Vu Hong Chuong, former head of the management board of the Thai Binh 2 oil and gas power project (under PVN); Tran Van Nguyen, chief accountant of the management board of the Thai Binh 2 oil and gas power project and Nguyen Ngoc Quy, former vice chairman of the Board of Directors of the Vietnam Oil and Gas Construction Joint Stock Corporation (PVC).

The above defendants were prosecuted for the act of "Intentionally violating State regulations on economic management causing serious consequences", occurring at PVC and its member units.
According to the authorities, Mr. Mau and the defendants showed signs of violations in making advance payments before signing the EPC Contract of the Thai Binh 2 Thermal Power Plant project.
BeforeSeptember 15, 2016Investigating the loss of nearly 3,300 billion VND at PVC, the Investigation Police Agency (C46, Ministry of Public Security) has initiated a criminal case of "intentionally violating state regulations on economic management causing serious consequences".
On the same day, authorities prosecuted, searched, and detained four former key officials of the company, including: Mr. Vu Duc Thuan (member of the Board of Directors and General Director), Nguyen Manh Tien (deputy general director), Truong Quoc Dung (deputy general director), and Pham Tien Dat (chief accountant).
On the evening of September 16, 2016, the Ministry of Public Security issued an international arrest warrant and wanted notice for Mr. Trinh Xuan Thanh, former Vice Chairman of Hau Giang Province and former Chairman of the Board of Directors of PVC.
On July 31, the press reported that Mr. Trinh Xuan Thanh "came to the Criminal Investigation Department of the Ministry of Public Security to surrender"; the authorities carried out procedures to receive the criminal's surrender in accordance with legal regulations.
Mr. Le Dinh Mau, born in 1972, has been working at the Finance, Accounting and Auditing Department of PVN since 2003. In 2012, Mr. Mau was appointed as Head of the Board of Supervisors of Vietnam Oil and Gas High-class Services Joint Stock Company; in 2014, as Deputy Head of Finance, Accounting and Auditing Department of PVN; in 2016, as Chief Accountant and Head of Accounting and Auditing Department of the Group. Following Mr. Mau's arrest, PVN has temporarily suspended the work of this chief accountant and arranged a replacement to ensure the group's operations. |
