(Baonghean.vn) - With a bright appearance, mature demeanor, and good speaking skills, when Nguyen Cong Hoan claimed to be a criminal police officer in charge of the line and offered to borrow money to "serve his work", many victims were easily fooled.

Information from the Department of Investigation Police on Social Order Crimes (PC45) of the Provincial Police said that the unit is temporarily detaining Nguyen Cong Hoan (born in 1983, registered residence at Hamlet 9, Cao Son Commune, Anh Son, Nghe An) to clarify the act of fraud and property appropriation.

Recently, the Department of Investigation of Crimes on Social Order (commonly known as the Police Department) - PC45, received information about a person named Hung, working at PC45, in charge of National Highway 48, often appearing at coffee shops, entertainment centers along National Highway 48, with many reasons: sometimes the brothers are on business trips and do not have enough money for food, need money to solve work or hold the car to give money to the boss to borrow money from many people.

Hung also introduced himself as having the ability to get jobs in the police force, if anyone needed, Hung would help at a reasonable price. Trusting Hung, many people lent him money (from 5-10 million VND) or gave him money to ask for jobs. He even created a close relationship to trick and appropriate 30 million VND from an 84-year-old woman.

Major Gian Thanh Son - Deputy Head of Team 2, PC45 Department said: "Determining that this is a subject impersonating a criminal police force with the purpose of fraud and property appropriation, PC45 deployed 100% of its force to arrest him before he could commit more fraud and property appropriation cases. Besides, it is also the task of maintaining the reputation of the department and the image of the people's police force."

Through professional measures, through inspection and verification, it was determined that the above-mentioned Hung's real name is Nguyen Cong Hoan (born in 1983, residing in Hamlet 9, Cao Son Commune, Anh Son, Nghe An). Nguyen Cong Hoan used to be a local Youth Union officer, considered to be promising, with a gift for speaking, and a bright face, so he easily won the sympathy of many people. Hoan has a wife and two children, but no one knows where he currently lives and works.

After a period of information gathering, PC45 determined that Hung (aka Nguyen Cong Hoan) brought his wife and children to rent a house in the mountainous commune of Quynh Chau (Quynh Luu, Nghe An) to live. He did not live with his wife and children but rented a room in Thai Hoa town to "work". Not only did he pretend to be a criminal police officer to borrow money and then embezzle money from people, but he also recklessly met with police officers from several districts, claiming to be a criminal, drug or wanted police officer to show off his power.

Using professional measures, PC45 determined that Nguyen Cong Hoan would return to his rented house in Quynh Chau commune to visit his wife and children, so they arranged forces to intercept him. At around 5 p.m. on June 2, Nguyen Cong Hoan appeared at the rented house and was arrested by the criminal police force. When the real police caught him at home, Nguyen Cong Hoan's face changed color. "He stammered, 'I accidentally introduced myself as a criminal police officer. I knew I was wrong and obediently put my hands in handcuffs.' Only then did Hoan's wife realize her husband's true identity and burst into tears," Major Gian Thanh Son recounted.

At the investigation agency, Nguyen Cong Hoan initially confessed to committing fraud and appropriating property of 15 victims for an amount of about 100 million VND. He also admitted to using the "label" of a criminal police officer three times to intervene and ask for overloaded vehicles at the mobile weighing station in Quy Hop and calling the traffic police on Route 48 three times to ask for vehicles violating the law.

“This is just the number that Nguyen Cong Hoan confessed to, the reality could be much higher. We are continuing to collect documents and evidence to soon handle the subject according to the law. Anyone who is a victim of Nguyen Cong Hoan should come to Department PC45 to report and provide more evidence to clarify the criminal behavior of the subject,” said Major Son.
