Conclusion of the Standing Committee of Nghe An Provincial Party Committee on streamlining the organizational structure at agencies and units

At the meeting on January 21, 2025, after listening to the Provincial Party Committee's Organizing Committee and the Provincial People's Committee's Party Committee report on the plan to arrange and streamline the organizational apparatus at agencies, units and localities in the province, the Provincial Party Committee Standing Committee discussed and concluded as follows:

1.Agree to submit to the Provincial Party Executive Committee for consideration and decision: (1) Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; (2) Establish the Provincial People's Committee Party Committee; (3) Establish the Provincial Party Committee of Party agencies; (4) End the operation of the Provincial Cadre Health Care and Protection Committee; (5) End the operation of the Provincial Agencies Party Committee, the Provincial Enterprises Party Committee, the Party Executive Committees, and Party/Unions.
The Provincial Party Committee's Organizing Committee shall preside over and coordinate with relevant agencies and units:
- Complete the draft Project and advise the Provincial Party Standing Committee on the Submission to the Provincial Party Executive Committee for consideration and decision on the above contents along with other related contents.
- Coordinate with relevant agencies and units to thoroughly review and complete: (1) Regulations on functions, tasks, and organizational structure of the Provincial Party Committee's Propaganda and Mass Mobilization Department; (2) Regulations on functions, tasks, organizational structure and draft Working Regulations of the two newly established Party Committees, submit to the Provincial Party Committee Standing Committee for signing and promulgation after the Provincial Party Committee Executive Committee concludes and approves related contents.
- Guide the Party Committees of provincial Party agencies and the Provincial People's Committee to issue regulations on the functions, tasks, and organizational structure of specialized agencies to advise and assist the Party Committee.

2.Basically agree with the projects/plans to reorganize the apparatus of the local government at the provincial and district levels as proposed by the Party Committee of the Provincial People's Committee.
Meeting of the Party Committee of the Provincial People's Committee:
- Develop a submission with draft plans for reorganizing the government apparatus at agencies, units, and localities (continue to complete according to the directions in Official Dispatch No. 05/CV-BCĐTKNQ18, dated January 12, 2025 of the Government Steering Committee), send it to the Provincial Party Committee's Organizing Committee before February 6, 2025 for synthesis and submission to the Provincial Party Committee Executive Committee for comments before submitting it to competent authorities for approval and implementation.
- The leaders of the Provincial People's Committee directed agencies, units, and localities to continue researching and proposing the arrangement of public service units and associations assigned by the State to ensure streamlining, effective and efficient operations.
3.Agree on the plans to reorganize the apparatus of the Provincial Fatherland Front Committee, the Provincial Labor Federation and the Provincial Women's Union.
Assign the Party delegations of the units to lead and direct the completion of projects, promulgate and implement them according to their authority.

4. Agree with the project to merge the Propaganda Department and the Mass Mobilization Department of the district-level Party Committee and the plan to end the activities of the District-level Cadre Health Care and Protection Department in localities.
The Standing Committees of the District, City and Town Party Committees shall complete projects and plans to submit to competent authorities for promulgation according to regulations for implementation.

5. About time progress
- Regarding the arrangement of party agencies and the establishment of provincial-level party organizations (decision-making authority of the Provincial Party Committee): The Standing Committee of the Provincial Party Committee announces the decisions of the Provincial Party Committee on the merger of the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; establish two new party organizations under the Provincial Party Committee; end the activities of two bloc party committees under the Provincial Party Committee; end the activities of party delegations and party executive committees; end the activities of the Provincial Cadre Health Care and Protection Board before February 15, 2025.
-For the arrangement of district-level party agencies: Complete the arrangement of the organizational apparatus before February 15, 2025.
- Regarding the arrangement of government agencies: The Provincial People's Council and the District People's Council meet to pass the Resolution and announce decisions on the arrangement of government apparatus to be completed no later than February 21, 2025.
