Expected new names of ministries and branches after streamlining
The Government is expected to have 14 ministries: National Defense; Public Security; Justice; Industry and Trade; Culture, Sports and Tourism; Foreign Affairs; Education and Training; Health; Finance; Construction; Agriculture and Environment; Science and Technology; Home Affairs; Ethnicity and Religion.
Minister of Home Affairs Pham Thi Thanh Tra said that she has just reported to the Government Steering Committee on the summary of the implementation of Resolution No. 18 on supplementing and perfecting the plan to arrange and streamline the Government apparatus according to the conclusion of the Politburo.
The following 4 sets merged and kept the same name.
Accepting the Politburo's opinion on the names of some ministries after the merger, the Ministry of Home Affairs said that 4 ministries will keep their original names after the merger.
Specifically, the name of the Ministry of Finance will be kept the same after merging the Ministry of Planning and Investment and the Ministry of Finance; the name of the Ministry of Home Affairs will be kept the same after merging the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs; the name of the Ministry of Construction will be kept the same after merging the Ministry of Transport and the Ministry of Construction; and the name of the Ministry of Science and Technology will be kept the same after merging the Ministry of Information and Communications and the Ministry of Science and Technology.

In addition, the Ministry of Culture, Sports and Tourism also kept its name after taking over the state management function of the press from the Ministry of Information and Communications.
Only the Ministry of Agriculture and Rural Development merged with the Ministry of Natural Resources and Environment, the expected name after the merger is the Ministry of Agriculture and Environment.
Along with that, the Government also established the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the State management apparatus on religion from the Ministry of Home Affairs.
Other ministries, branches and agencies continue to keep their old names, including: Ministry of Foreign Affairs, Ministry of Health, Ministry of Education and Training, Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Government Office, Government Inspectorate, State Bank of Vietnam, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam, Vietnam News Agency.
Minister Pham Thi Thanh Tra also informed that, accepting the Politburo's opinion on transferring some functions, tasks, and organizational structure, the Ministry of Home Affairs said that the functions, tasks, and organizational structure of the State management of the press will be transferred from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
In addition, the functions, tasks, and organization of the State management apparatus on poverty reduction from the Ministry of Labor, War Invalids and Social Affairs were also transferred to the Ministry of Agriculture and Environment.
Along with that, the functions and tasks of the Institute for Economic and Financial Policy and Strategy Research are adjusted and revised, not including the functions and tasks of the Central Institute for Economic Management Research (because the Politburo has decided to transfer this Institute to the Central Policy and Strategy Committee).
Transfer 3 functional groups and tasks to the Ministry of Public Security for management
In addition, the Government also plans to end the operation of the State Capital Management Committee at enterprises; transfer 18 groups and corporations currently under the management of the State Capital Management Committee to the Ministry of Finance for management.
Mobifone Telecommunications Corporation was transferred to the Ministry of Public Security for management (the Party organization of the Corporation was transferred to be directly under the Central Public Security Party Committee).
Regarding some functions and tasks proposed by the Ministry of Public Security, it is expected that the Government will transfer 3 groups of functions and tasks to the Ministry of Public Security for management (without increasing the number of focal points of the Ministry of Public Security).
Specifically, transferring the functions and tasks of State management of drug addiction treatment and post-treatment management and prevention and control of social evils (currently assigned to the Ministry of Labor, War Invalids and Social Affairs).
The task of State management of criminal records and implementation of public services of issuing criminal records (currently assigned to the Ministry of Justice); the task of testing and issuing road motor vehicle driving licenses (currently assigned to the Ministry of Transport) has also been transferred to the Ministry of Public Security.
Regarding the remaining 4 tasks proposed by the Ministry of Public Security, including: Task of ensuring security and order in border areas and border gates; task of State management of entry and exit; task of ensuring information security and network security; task of ensuring aviation security), the Ministry of Home Affairs requested the Government Steering Committee to give opinions on this content to serve as a basis for perfecting the functions and tasks of the Ministry of Public Security and related ministries and branches.
The results after the organization and streamlining of the 15th Government's apparatus (term 2021-2026) include 14 ministries, 3 ministerial-level agencies (reducing 5 ministries and branches); 5 government agencies (reducing 3 agencies).
The 14 ministries include: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Ministry of Finance; Ministry of Construction; Ministry of Agriculture and Environment; Ministry of Science and Technology; Ministry of Home Affairs; Ministry of Ethnic Minorities and Religions.
3 ministerial-level agencies include: Government Office; Government Inspectorate; State Bank of Vietnam.
5 agencies under the Government include: Vietnam Academy of Science and Technology; Vietnam Academy of Social Sciences; Vietnam Television; Voice of Vietnam; Vietnam News Agency.
