Conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in January 2022

After listening to reports from relevant departments and branches and discussions at the meeting,Chairman of the Provincial People's Committee Nguyen Duc Trungconclude as follows:

I. Socio-economic situation in January, key tasks and solutions in February 2022

1. Results achieved

- Sectors and levels have strengthened the direction of implementing epidemic prevention measures, especially as the Lunar New Year is approaching; deploying a mobile medical station model in Vinh city and Cua Lo town to manage and care for Covid-19 infected people at home with good results.

- Agricultural, forestry and fishery production: Winter crop planting area is estimated to increase by 0.12%; concentrated forest planting area is estimated to increase by 11.66%, exploited timber output is estimated to increase by 12.3%; total aquatic product output is estimated to increase by 8.15% over the same period in 2021.

- Industrial production: Industrial production index in January 2022 is estimated to increase by 8.66% over the same period in 2021.

- Service sector: Total retail sales of goods are estimated to increase by 39.79%; revenue from accommodation and catering services is estimated to increase by 40.32%; total export turnover is estimated to increase by 4%; transportation revenue is estimated to increase by 10.23% over the same period in 2021.

- State budget revenue is estimated at 1,660 billion VND, reaching 11.1% of the estimate and equal to 96.7% over the same period in 2021; of which, domestic revenue is estimated at 1,500 billion VND, reaching 11% of the estimate and equal to 93.4%; revenue from import-export activities is estimated at 160 billion VND, reaching 12.3% of the estimate and equal to 146.1% over the same period in 2021. Local budget expenditure is estimated at 1,711.1 billion VND, reaching 5.5% of the estimate.

- Investment attraction has achieved positive results: As of January 20, 2022, 07 new projects have been granted, 10 projects have been adjusted; the total newly granted and increased capital is 9,791.86 billion VND. Of which, the adjustment for Goertek's project increased by 400 million USD, bringing the total investment capital of the Project to 500 million USD, currently the FDI project with the largest investment capital scale in the province.

- The cultural - social fields, ensuring social security continue to receive attention, especially the work of preparing conditions for people to celebrate the Lunar New Year of Nham Dan; implementing activities to visit and wish Happy New Year to policy beneficiaries, social protection beneficiaries, poor households, near-poor households... organizing the program "Tet for the poor Spring Nham Dan 2022" achieved many positive results (by January 25, 2022, businesses, organizations, philanthropists... supported and registered to support with an amount of 125.89 billion VND).

- National defense, security and social order and safety continue to be ensured; no outstanding or pressing issues occur in the area.

2. Difficulties and limitations

- The Covid-19 epidemic situation in the area is still complicated, the number of infections tends to increase, in which there are outbreaks with large crowds. A part of the population is negligent and subjective after being vaccinated.

- The weather is quite complicated, affecting agricultural production.

- The situation of trading in counterfeit, fake, poor quality goods,...; illegal transportation of fireworks in the province occurs, especially near Tet.

3. Key tasks and solutions for February 2022

3.1. Continue to be proactive and resolute in implementing measures to prevent and control the Covid-19 epidemic; develop and update scenarios and thoroughly disseminate and urge localities in epidemic prevention and control work appropriate to the situation of each locality.

- Levels and sectors:

+ Strictly implement the directions and instructions of the Central Government, the National Steering Committee and the province on epidemic prevention and control that have been issued.

+ Propaganda, raise people's awareness, strictly and fully comply with 5K regulations. Stop unnecessary mass gatherings.

- The provincial police directed local police to strengthen strict management of population movements and the number of people returning to their hometowns, especially from high-epidemic areas; and restore the activities of community Covid Teams.

- Department of Health:

+ Directing the implementation of Official Dispatch No. 64/CD-TTg dated January 19, 2022 of the Prime Minister on accelerating the completion of Covid-19 vaccination.

+ Direct local medical facilities, especially commune-level medical stations, to supplement plans and measures for Covid-19 prevention and control during Tet. Prepare facilities, equipment, supplies, and supplement on-duty personnel... to be ready to respond to the developments of the epidemic. Research and expand the form of treating Covid-19 infected people at home.

- The Department of Education and Training proactively deploys epidemic prevention and control measures in schools, especially implementing in-person learning after Tet holiday.

3.2. Focus on immediately implementing the main tasks and solutions to implement the socio-economic development plan and state budget estimate for 2022 issued by the Provincial People's Committee in Decision No. 166/QD-UBND dated January 18, 2022.

- Assign the Working Groups established by the Chairman of the Provincial People's Committee in Decision No. 212/QD-UBND dated January 21, 2022 to develop an action plan for implementation. Every quarter, the Working Groups report on their activities at the Provincial People's Committee meeting (assign the Department of Planning and Investment to preside over and summarize).

- Department of Planning and Investment:

+ Take the lead in advising on the implementation of the National Assembly's Resolution on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program immediately after the Government issues instructions.

+ Coordinate with departments and branches to implement documents regulating and guiding the procedures for implementing specific policy mechanisms according to Resolution No. 36/2021/NQ15 of the National Assembly after being approved by the Prime Minister.

+ Preside over the synthesis of the 1-year assessment report on the implementation of the action program to implement the Resolution of the 19th Provincial Party Congress, and report to the Provincial People's Committee in February 2022.

+ Focus on developing a plan to summarize 10 years of implementing Resolution No. 26-NQ/TW of the Politburo, report to the Provincial People's Committee in February 2022.

+ Coordinate with consulting units to focus on completing the draft report on the Provincial Planning for the period 2021-2030, with a vision to 2050, to collect comments.

- Department of Agriculture and Rural Development:

+ Continue to implement the spring crop production plan; direct the work of preventing and controlling diseases on crops and livestock; ensure water sources for production.

+ Prepare conditions for organizing the Spring Tree Planting Festival 2022 to ensure practicality and effectiveness.

- Southeast Economic Zone Management Board:

+ Coordinate with the Ministry of Planning and Investment to submit to the Prime Minister for approval the investment policy of Hoang Mai II Industrial Park Project and Tho Loc Industrial Park.

+ Focus on solutions to support investors who have been granted investment certificates to implement projects (such as Goertek, Everwin, Juteng...), especially conditions on procedures, land... Urgently report on procedures for implementing the construction of Cua Lo deep-water port according to the investor's proposal.

- Department of Tourism: Continue to implement Plan No. 614/KH-UBND dated October 26, 2021 of the Provincial People's Committee on restoring Nghe An tourism activities in the new normal state. Strengthen tourism propaganda and promotion; proactively coordinate with sectors to solve difficulties, especially human resources of the tourism industry; effectively deploy the Nghe An Smart Tourism Information Portal.

3.3. Implement the Central and Provincial Directives on organizing the Lunar New Year 2022 to ensure joy, health, safety and economy.

- Department of Industry and Trade:

+ Closely monitor the situation of price developments, market, supply and demand of goods, especially essential goods and services to serve consumer needs during Tet. Coordinate with market management agencies to strengthen inspection, control, and fight against smuggling, trade fraud, and the production and trading of counterfeit and poor-quality goods.

+ Coordinate with localities to inspect the operating conditions of markets and shopping centers in terms of epidemic prevention and control.

- Department of Labor, War Invalids and Social Affairs

+ Continue to advise on the implementation and completion of policies for meritorious people, social protection beneficiaries, poor and near-poor households, ensuring the correct policies and beneficiaries according to regulations.

+ Coordinate the organization of activities to visit and give Tet gifts to policy beneficiaries.

- Department of Transport: Coordinate the implementation of passenger and cargo transport plans to ensure convenience, smoothness and safety during Tet.

- Department of Health: Strengthen the work of ensuring food safety and hygiene during the Lunar New Year. Pay attention to and take care of the forces that prevent and fight the epidemic during the Lunar New Year.

- Department of Culture and Sports:

+ Pay attention to organizing activities to welcome the New Year, celebrate the Party, and celebrate Spring to ensure solemnity, efficiency, economy, and safety.

+ Temporarily suspend the organization of festivals before, during and after the Lunar New Year (from the first lunar month to the end of the third lunar month). Direct the inspection and supervision of the implementation of epidemic prevention and control measures for cultural and sports activities.

- Department of Information and Communications: Directs press agencies, radio and television stations to strengthen information and propaganda work, especially epidemic prevention work; ensure network safety and smooth communication security to serve Party, State and government agencies at all levels during Tet.

- All levels and sectors: Thoroughly grasp and strictly implement the policy of not using the budget to organize visits, New Year greetings, and gift giving to leaders of agencies and units at all levels; not using public vehicles and assets for personal activities during Tet and festivals. Spend time visiting policy families and poor households.

3.4. Implement the disbursement plan for public investment plans

- For planned capital in 2021:

+ The State Treasury supports procedures to disburse the maximum planned capital.

+ The Department of Transport proactively coordinates with the State Treasury to find solutions to disburse capital for the coastal road project (450 billion VND).

+ The Department of Planning and Investment reviews the capital plans of projects that are not eligible for disbursement by January 31, 2022 to advise on the recovery of remaining funds to arrange for projects, especially key projects that need to focus on accelerating progress.

- For planned capital in 2022:

+ Synchronously and resolutely implement solutions to promote disbursement of public investment capital right from the beginning of the year, especially related to documents and procedures (such as design approval, estimates, implementation of bidding plans, compensation and site clearance, etc.) to implement new projects and new bidding packages.

+ The Department of Planning and Investment shall preside over and be responsible for urging the progress of public investment disbursement, continue to update and report the progress of disbursement every 10 days; request all levels, sectors and investors to develop specific plans, assign monitoring of each project and be responsible for inspection and supervision to ensure progress.

3.5. On budget revenue and expenditure management

- Department of Finance:

+ Direct the synchronous implementation of budget collection solutions according to schedule.

+ Manage state budget expenditures effectively, tightly, and economically, reserving resources for epidemic prevention and control, supporting people, and overcoming the consequences of natural disasters.

3.6. Promote administrative reform; strengthen administrative discipline and order

- Levels and sectors:

+ Assigning Tet duty to protect assets, handle sudden and regular tasks during the Lunar New Year; especially agencies, units and organizations directly responsible for handling tasks related to people, businesses, investors... Immediately after the Tet holiday, urgently focus on work, do not let delays affect the implementation of tasks and production and business activities.

+ Focus on deploying tasks, effectively implementing Decision No. 5165/QD-UBND dated December 30, 2021 of the Provincial People's Committee on the state administrative reform plan of Nghe An province in 2022 with the theme: Focus on digital transformation in state agencies. Continue to promote the responsibility of leaders in directing administrative reform work in agencies and units.

- Department of Home Affairs:

+ Pay attention to monitoring the assessment of indicators related to administrative reform, competitiveness... of the province in 2021.

+ Organize surprise inspection teams to inspect compliance with discipline and administrative order at agencies and units, especially after Tet holiday.

3.8. Ensure national defense, security and social order and safety.

- Provincial Police:

+ Ensure social order and safety in the area, especially during Lunar New Year...

+ Strengthen fire and explosion prevention and control work; promptly detect, prevent and strictly handle all acts of smuggling, transporting and using firecrackers.

+ Patrol, control and strictly handle those who violate laws on traffic safety and order, social evils...

- Provincial Military Command:

+ Maintain strict combat readiness during the Lunar New Year of the Tiger.

+ Prepare well for the 2022 military enlistment ceremony to ensure meeting targets and quality.

+ Preparing for the 2022 provincial defense area exercise.

- Border Guard Command: Coordinate with other forces to strengthen patrols, control, and closely monitor people, vehicles, and goods imported and exported across the border, especially smuggling and illegal entry and exit activities,...

II. Recommendations and proposals

1. On salary payment and benefits for preschool teachers with labor contracts according to Decree No. 06/2018/ND-CP

- Assign the Department of Finance to preside over the issuance of temporary instructions to resolve labor contracts for preschool teachers according to Decree No. 06/2018/ND-CP (until new regulations are available).

- Assign the Provincial State Treasury to support and facilitate payment procedures for preschool teachers with labor contracts according to Decree No. 06/2018/ND-CP.

2. On cement bidding to support localities in building new rural areas

The Department of Agriculture and Rural Development is assigned to proactively work with the Department of Finance to have a suitable plan to have a source of cement to support localities.

3. On the implementation of the High-tech Forestry Zone in the North Central region

Assign the Department of Agriculture and Rural Development to synthesize the implementation situation of the High-tech Forestry Zone in the North Central region, especially the difficulties and problems, and report to the Provincial People's Committee for direction of implementation.

III. Contents under the authority of the Provincial People's Committee

1. Draft Project on export development of Nghe An province for the period 2021-2025

The Provincial People's Committee unanimously approved the draft Project prepared by the Department of Industry and Trade. The Provincial People's Committee Office was assigned to coordinate with the Department of Industry and Trade to complete the draft Project and advise the Provincial People's Committee to promulgate it.

2. Draft Decision promulgating regulations on compensation, support and resettlement when the State reclaims land in Nghe An province

The Provincial People's Committee unanimously approved the draft Decision prepared by the Department of Natural Resources and Environment. The Department of Natural Resources and Environment was assigned to coordinate with the Provincial People's Committee Office to complete the draft Decision and advise the Provincial People's Committee to promulgate it.
