Results of the Working Group to promote administrative reform and improve the investment environment in Nghe An

(Baonghean.vn) - Some results of the activities of the Working Group established under Decision No. 2416/QD-UBND on promoting administrative reform, improving the investment and business environment and foreign investment cooperation in the province to solve related issues.

The Office of the Provincial People's Committee - the Standing Agency of the Working Group has directed the Provincial Public Administration Service Center to continue reviewing and proposing solutions to improve the quality of services for organizations and citizens of state agencies and cadres, civil servants and public employees. Strengthen propaganda, guidance and support for people and businesses to submit documents online and use public postal services effectively.

During the month, the Center received and processed 29,886 applications, of which 24,566 were newly received and 5,320 were transferred from the previous period, specifically:

+ Cases resolved: 18,612 cases, of which 17,144 cases were resolved on time or before deadline (99.11%); 1,468 cases were resolved after deadline (0.89%);

+ Files under processing: 5,378 files; files awaiting additional information: 71 files; files returned or withdrawn by people and businesses: 114 files;

+ The number of records received via online public services at levels 3 and 4 is: 3,356 records, accounting for 17.5%, the units with the largest number of records received online include the Departments of Industry and Trade (1,427/1,682, accounting for 84.8%); Planning and Investment (820/998, accounting for 82.1%); Finance (132/136, accounting for 97.1%);

+ Number of times using public postal services: 10,019 times, including home submission and return of results services;

Continue to coordinate with departments, branches and sectors with administrative procedures implemented at the Provincial Public Administration Service Center to review and compile statistics on administrative procedures under their jurisdiction to link the digitization of records, documents and results of administrative procedure settlement with the process of receiving and processing administrative procedures at the Provincial Public Administration Service Center.

Relevant departments and branches have also achieved many positive results, in which, as of February 15, 2022, the Department of Planning and Investment has presided over and coordinated with departments and branches to advise on new issuance (approval of investment policy/issuance of investment registration certificates) for 25 projects with a total registered investment capital of VND 2,090.78 billion (accounting for 89.29% of the number of projects and 81.96% of the total investment); adjusted 20 projects, of which the investment capital of 07 projects was adjusted, increasing by VND 2,733.32 billion...

Regarding the key tasks of April 2022, departments, branches, district-level People's Committees, and commune-level People's Committees continue to implement the Provincial People's Committee's Plans: Review and evaluate administrative procedures; provide online public services at level 4 on the Nghe An provincial public service portal to review and abolish unnecessary, illegal and unreasonable administrative procedures, which are barriers causing difficulties for business activities of enterprises and people; Continue to reform administrative procedures in the direction of proposing simplification, reducing time and implementation costs, especially administrative procedures related to people and businesses, focusing on a number of key areas: Investment, land, construction, natural resources and environment, tax, customs, health...;

Effectively deploy solutions so that 100% of administrative procedure settlement records under authority are carried out through the public service portal, the provincial electronic one-stop information system and publicize the level of people's satisfaction when using online public services; the rate of administrative procedure settlement records carried out in the level 4 electronic environment reaches 30% or more.

Departments, branches and units, according to their functions and tasks, proactively synthesize recommendations from organizations and individuals according to their assigned functions and tasks to promptly handle them within their authority; promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on matters beyond their authority for timely consideration, resolution and removal of obstacles and difficulties for organizations and individuals...
