Results of the inspection of anti-corruption work at the Ministry of Finance
In the past 10 years, the competent authorities of the Ministry of Finance have discovered 71 cases with signs of corruption, economic crimes, and negative acts and transferred them to the investigation agency for investigation and handling.
Inspection Team No. 2 of the Central Steering Committee on Anti-Corruption and Negative Activities (PCTN,TC), led by Ms. Truong Thi Mai - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, Deputy Head of the Steering Committee, has just worked with the Party Committee of the Ministry of Finance to announce the results of the inspection of the work of detecting, transferring, receiving, and handling denunciations and reports of crimes, recommending prosecution of cases with signs of crimes related to corruption, economic activities, negative activities and the work of appraisal and valuation of assets in handling corruption, economic activities, and negative activities cases.

According to the report, over the past 10 years, the Ministry of Finance has advised on the promulgation of 27 laws, 32 Resolutions, 288 Decrees; issued and coordinated the promulgation of 13 Circulars and Joint Circulars.
The competent agencies of the Ministry of Finance have strengthened inspection and examination, detected 71 cases with signs of corruption, economic crimes, and negative acts and transferred them to the investigation agency for investigation and handling; received and handled 191 sources of information about crimes, prosecuted, recommended prosecution, and transferred 164 sources of information about crimes to the investigation agency for handling.
The work of appraisal and asset valuation in resolving corruption, economic and negative cases has received attention and direction, basically meeting task requirements.
The competent agencies of the Ministry of Finance have received 478 decisions requesting appraisal and asset valuation from the agencies conducting the proceedings; issued 333 conclusions on appraisal and asset valuation. The progress and quality of the conclusions on appraisal and valuation basically ensure meeting the requirements of investigation and handling of cases and incidents.
The report also pointed out that, in addition to the achieved results, the Party Committee of the Ministry of Finance still has shortcomings and limitations such as not promptly reviewing, amending, supplementing or recommending amendments, supplements and perfecting mechanisms, policies and laws in a number of sensitive areas, prone to corruption and negativity, under the state management responsibility of the Ministry.
The development and issuance of documents guiding the implementation of forensic examination in the financial sector according to the new provisions of the Law on Forensic Examination are still slow. The detection and handling of violations under the authority of the competent agencies under the Ministry of Finance have not received much attention.
Although the Ministry has conducted many inspections and audits, the number of cases with signs of corruption, economic crimes, and negative behavior discovered and transferred to investigative agencies is still low.
In addition, the management and supervision of cadres and party members at some Party committees, Party organizations and functional agencies are not strict, leading to the violation of Party discipline by some cadres and party members and their criminal liability being prosecuted. The appraisal and valuation of assets to resolve corruption, economic and negative cases have not met the requirements.
Concluding the conference, Head of the Central Organizing Committee Truong Thi Mai requested the Party Committee of the Ministry of Finance to raise awareness and responsibility in leading and directing the work of detecting, transferring, receiving, and handling information on crimes and appraising and valuing assets, meeting the requirements and tasks of fighting against corruption and bribery in the new situation.

Along with that, the Party Committee of the Ministry of Finance regularly inspects and reviews the work of detecting, transferring, receiving, and handling information sources on corruption, economic crimes, and negative acts, and appraising and valuing assets to overcome shortcomings, limitations, and errors; reviews and detects loopholes and inadequacies, promptly amends, supplements, and perfects mechanisms, policies, and laws under the state management responsibility of the Ministry of Finance, especially in areas with high risks of corruption and negative acts, and of public concern.
According to Ms. Truong Thi Mai, the Party Committee of the Ministry of Finance strengthens its role and responsibility in performing state management functions, promotes administrative reform, strengthens inspection and supervision of Party committees and organizations, inspection and examination of specialized agencies to prevent corruption and negativity early and from afar. Timely detect violations, do not let small violations accumulate into major violations; strictly implement the mechanism of directing and coordinating the handling of corruption and negativity violations in accordance with the direction of the Standing Committee of the Central Steering Committee.
At the same time, pay attention to building the Party organization and the team of cadres and Party members, especially the team of cadres holding leadership and management positions and cadres working in preventing and combating corruption and negativity with sufficient qualities, capacity, prestige, and equal to the task.
Ms. Truong Thi Mai also requested the Party Committee of the Ministry of Finance to direct the review, handling, and transfer to competent authorities to handle a number of specific cases, especially complicated cases of public concern./.
