The congress took place with the theme: "Improving the leadership capacity and fighting strength of the Party Committee, building a strong political system; promoting the strength of great solidarity among ethnic groups, taking care of socio-economic development, ensuring national defense, security, and foreign affairs; determined to build Ky Son district to soon escape poverty and develop sustainably" with the participation of 228 official delegates, representing more than 5,688 Party members of the District Party Committee, representing the intelligence, political mettle, will, belief and solidarity strength of the entire Party Committee.

“With the responsibility before the Party Committee and the people, the Congress promotes the spirit of: Solidarity - Democracy - Discipline - Innovation - Development, we deeply believe that each delegate and the entire Congress will uphold the spirit of responsibility, promote democracy, concentrate intelligence, maintain discipline, well implement the program and the proposed contents; meet the trust and aspirations of the cadres, party members and people of the district for the leadership of the Party Committee in the coming time”, Comrade Vi Hoe - Member of the Provincial Party Committee Executive Committee, Secretary of the Ky Son District Party Committee delivered the opening speech of the Congress.

In the program, the Congress reviewed and evaluated the implementation of the Resolution of the 22nd District Party Congress, term 2015 - 2020, pointed out advantages, disadvantages, causes and drew lessons; proposed directions, goals, tasks and solutions for the term 2020 - 2025.

Accordingly, in the last term, the district's economy has grown, with an average growth rate of 5.55% in the period from 2016 to 2020 (estimated at 5.7% in 2020). Infrastructure and technical facilities have been gradually invested in, with an estimated per capita income of 23 million VND in 2020.

Total budget revenue in the area in the period of 2016 - 2020 is estimated at more than 96.5 billion VND (average of 19,308 billion VND), estimated revenue in the area in 2020 is estimated at 17 billion VND.

Culture and society have developed, and poverty reduction has achieved quite high results. The poverty rate has decreased from 60.24% in 2016 to 46.11% now. The district has also focused on developing a culture imbued with ethnic identity, and social security has been ensured. National defense and security have been maintained; foreign affairs have been focused on. Party building and the political system have been consolidated and strengthened.

In the 2020 - 2025 term, the Party Committee of Ky Son district sets the general goal as follows: Strengthening the great solidarity bloc of ethnic groups; improving the leadership capacity and fighting strength of the Party Committee, building a strong Party and political system; promoting democracy, the combined strength of socio-economic development, ensuring national defense, security, and foreign affairs; implementing social security well; effectively promoting the potential advantages of the district, striving to build Ky Son to soon escape poverty and develop sustainably.

In which, some basic indicators such as: The average growth rate of production value (2010 price) in 5 years reached 6% - 7%. Total budget revenue in the area reached: 25 billion VND/year. Average income per capita reached 35 - 40 million VND/person/year.

The district also aims to have 3 more communes achieving new rural status and 30 more villages achieving new rural standards. The poverty rate by 2025 will decrease to 29 - 32% (reduction: 3 - 3.5%/year).

Ky Son is a mountainous district, the western border of Nghe An province with a natural area of ​​209,484 ha; bordering 4 districts, belonging to 3 provinces of the Lao People's Democratic Republic with a border of 203,409 km. The whole district has 21 communes and towns with a total population of 79,430 people, with 5 ethnic minorities living together. The district Party Committee has 47 grassroots party organizations (including 21 commune and town party committees; 6 agency party committees and 20 grassroots party cells under the District Party Committee), with 317 party cells under the grassroots party committees with 5,688 party members).
