ISSUED 48 RESOLUTIONS, PROJECTS, DIRECTIVES

In the opening session, the congress spent time listening to the Executive Committee of the District Party Committee, term XXVI, 2015 - 2020, present the Political Report and the Review Report of the Executive Committee of the District Party Committee, term XXVI, 2015 - 2020.

The reports have clarified that, in the past 5 years, implementing the Resolution of the District Party Congress for the 2015-2020 term, the Resolution of the 18th Provincial Party Congress, the Resolution of the 12th Party Congress, directives and resolutions of the Party at all levels; the Executive Committee and the Standing Committee of the District Party Committee have issued 48 resolutions, projects, directives and programs; 180 plans; 964 notices; 5,240 decisions; 19 instructions, 56 conclusions, 11 circulars to lead socio-economic development, national defense and security, Party building work and the political system...

During the leadership and direction process, the Executive Committee and Standing Committee of the District Party Committee focus on propaganda and mobilization as well as inspection, supervision, removal of obstacles and difficulties, commendation and timely handling of organizations and individuals who are slow to implement or commit violations...

Over the past 5 years, Tuong Duong district's economy has continued to develop quite comprehensively. The average economic growth rate reached 9.4%. Per capita income reached more than 30 million VND/year, an increase of 56.4% compared to 2015. The National Target Program on New Rural Construction has made much progress with 5 communes reaching the finish line. Forest management, protection and development have been effectively implemented, with forest coverage reaching nearly 80%.

The socio-cultural field, especially education and health care, has many positive changes. Poverty reduction, ethnic minority policies in mountainous areas, and hydropower resettlement continue to receive attention; social security is taken care of; the material and spiritual life of the people is increasingly improved.

National defense and security are maintained; border security, order and social safety in the area are stable. The traditional special friendship with localities of Laos that share a common border continues to be consolidated and promoted.

The Party building work is focused on comprehensive leadership and direction by the District Party Executive Committee and the Standing Committee of the District Party Committee in terms of politics, ideology; organization, cadres; mass mobilization; inspection and supervision.

The work of building the government, the Fatherland Front, and people's organizations is also focused on leadership in the direction of innovation, improving the effectiveness and efficiency of operations.

Discussing at the congress, delegates focused on clarifying the achievements as well as lessons learned from leadership and direction in the 2015-2020 term; at the same time, frankly pointed out some shortcomings and limitations, thereby proposing a number of tasks and solutions that need to continue to focus on leadership and direction in the 2020-2025 term.

AWAKENING SELF-RELIANCE AND SELF-MADENESS FOR DEVELOPMENT

Speaking at the congress, on behalf of the Standing Committee of the Provincial Party Committee, comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee praised the spirit of solidarity, creativity, determination to innovate, and efforts to overcome difficulties of the Party Committee and people of Tuong Duong district, organizing the implementation of the Resolution of the 26th District Party Congress with many positive results.

Directing at the congress, in addition to analyzing the favorable factors, difficulties and challenges of Tuong Duong district, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong hoped that the Party Committee and people of all ethnic groups in Tuong Duong district would continue to promote the revolutionary tradition, the spirit of solidarity, dynamism, creativity, self-reliance, self-reliance to overcome all difficulties and challenges, strive to successfully implement the goals and targets set by the 27th District Party Congress, term 2020 - 2025, and soon bring Tuong Duong out of poverty.

To do so, the district Party Committee and government need to carry out planning work well, especially regional, sectoral and field planning; promote administrative reform, create an open environment to promote investment attraction, and lay the foundation for sustainable socio-economic development of the district.

Focus on improving the quality and efficiency of projects that have been and are being invested in the district; at the same time, enhance the role, awareness and responsibility of the staff in managing, investing and constructing projects.

Along with that is the concern of promoting economic development and shifting the economic structure appropriately. Besides focusing on agricultural and rural development, building new rural areas, it is necessary to strengthen links with districts in the region to promote trade and service development, especially community tourism, eco-tourism, and experience tourism...

Take care of developing culture, health care, education, vocational training, job creation, hunger eradication, poverty reduction, and social security; take care of performing well the tasks of national defense and security, maintaining sovereignty and border security.

Regarding Party building work, focus on reorganizing the apparatus in conjunction with innovation and improving the quality of activities of Party committees, authorities, the Fatherland Front and people's organizations.

The Deputy Secretary of the Provincial Party Committee also directed the congress to focus on contributing quality opinions to Party documents; at the same time, wisely select and elect the Executive Committee of the District Party Committee for the 27th term, ensuring the standards, structure, and ability to lead the successful implementation of the Congress Resolution; and elect the Delegation to attend the 19th Provincial Party Congress, term 2020 - 2025.
