Opening of the 10th Session of the 18th Nghe An Provincial People's Council, term 2021 - 2026

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province; along with comrades in the Provincial Party Committee Standing Committee, delegates of the Provincial People's Council and relevant departments, branches and localities.

At the Session, delegates will review and give opinions on regulations on support content, application form, order and procedures for selecting projects, plans, production options, and selecting ordering units in implementing production development support activities to implement national target programs in Nghe An province; content and level of support for production development in the agricultural sector under the National Target Program on Sustainable Poverty Reduction; content and level of support for using public funds from the central budget to implement the National Target Program on New Rural Development; contributing to speeding up progress and creating initiative for localities to implement national target programs.

At the same time, give opinions on adjusting the 2022 public investment plan from the local budget to reduce the planned targets of 3 projects due to no longer needing capital or not being able to disburse on time and increase the targets for 4 projects with good disbursement rates, helping to speed up the disbursement progress of public investment capital in the province; consider approving the investment policy of the Phan Boi Chau Memorial Project.

The Provincial People's Council will also consider and approve resolutions in the fields of culture and law, including: policies to support the development of grassroots cultural life in Nghe An province; amend and supplement regulations on regular support levels for the positions of Captains and Deputy Captains of Civil Defense Teams and fire prevention and fighting equipment for Civil Defense Teams in Nghe An province for the period 2021 - 2025; regulations on the level of funding allocation from the state budget to ensure the work of drafting legal documents and perfecting the legal system in Nghe An province.

In addition, the meeting will consider and approve a Resolution on the policy of changing forest use to other purposes to implement projects in Nghe An province.

In his opening speech, on behalf of the session's Chairman, Provincial Party Secretary and Chairman of Nghe An Provincial People's Council Thai Thanh Quy requested the Provincial People's Council delegates to uphold their sense of responsibility, promote intelligence, solidarity, democracy, carefully study documents, and contribute quality opinions, as a basis for the Provincial People's Council to consider and decide on contents with high results, meeting the requirements and aspirations of voters and people of the province.
