Opening of the 8th Session, Nghe An Provincial People's Council, term XVIII, term 2021 - 2026
(Baonghean.vn) - On the afternoon of August 25, in Vinh City, the People's Council of Nghe An province, term XVIII, 2021 - 2026, held the 8th session to decide on a number of investment policies and adjustments to investment policies along with a number of contents under its authority.
Attending the meeting were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; comrades in the Provincial Party Standing Committee; delegates of the Provincial People's Council; leaders of departments, branches and localities.

This is a thematic session to decide on a number of important and urgent issues, meeting the requirements and tasks of socio-economic development of the province, effectively implementing Resolution No. 43 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program; Resolution No. 11 dated January 30, 2022 of the Government on the socio-economic recovery and development program; promptly implementing the Prime Minister's announcement on the list and capital level for tasks and projects under the second phase of the socio-economic recovery and development program...

At this session, the Provincial People's Council considered and approved draft Resolutions related to investment in construction of important transport infrastructure and socio-economic infrastructure projects in the province, including: Investment policy for projects under the Socio-economic Recovery and Development Program in the health sector; Investment policy for public investment projects; adjustment and supplementation of the 2022 public investment plan; adjustment of investment policy for public investment projects; change of land use purpose for rice cultivation according to the provisions of Clause 1, Article 58 of the Land Law to implement investment projects in Nghe An province.
2022 has gone 3/4 of the way, along with the whole country, Nghe An province's socio-economic situation has recovered quickly, with some targets reaching quite high levels such as: Budget revenue in the first 8 months of the year is estimated at over 13,400 billion VND, reaching 89.4% of the estimate assigned by the Provincial People's Council and equal to 108.1% over the same period in 2021. Import-export turnover reached 2.6 billion USD, up 18.7%; tourists reached over 5.5 million arrivals, up 211%; the number of newly licensed projects increased by 24.2%, the total newly licensed capital increased by 36.69%; the number of newly established enterprises increased by 9.53%; enterprises resuming operations, up 17.08% over the same period in 2021.

Speaking at the opening of the session, Secretary of the Provincial Party Committee and Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized: The adoption of the Resolutions at this thematic session contributes significantly to promoting the effectiveness of public investment disbursement; creating more room and momentum for growth in the remaining months of 2022 and the entire term.

The meeting took place at a time when many agencies and units of the province were focusing on civil defense drills and provincial defense zones in 2022. The workload was large and the time was urgent. The meeting chairman requested that the delegates of the Provincial People's Council uphold their sense of responsibility to voters and people, promote democracy and intelligence, focus on research, discussion, contribution of opinions, and voting to pass high-quality reports and draft resolutions.
