Attending and directing the Congress were comrades: Nguyen Phu Trong - Politburo member, General Secretary of the Central Executive Committee of the Communist Party of Vietnam; Truong Tan Sang - Politburo member, President, Nguyen Tan Dung - Politburo member, Prime Minister, Chairman of the Central Emulation and Reward Council; Nguyen Sinh Hung - Politburo member, Chairman of the National Assembly. Nguyen Thi Doan - Party Central Committee member, Vice President, First Vice Chairman of the Central Emulation and Reward Council; Nguyen Thien Nhan - Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Emulation and Reward Council.

Patriotic emulation movements have promoted the combined strength of the entire nation, creating momentum to contribute to the successful implementation of goals and tasks of economic, cultural, social, environmental, defense, security, foreign affairs and international integration development.

Our country's socio-economy has achieved important results in all fields: inflation is under control, the macro-economy is basically stable, economic growth is maintained at a fairly high level, strategic breakthroughs and economic restructuring associated with growth model innovation have achieved many initial results.

Cultural and social development, progress and social justice have achieved positive results, people's lives have been improved, national defense and security have been strengthened, foreign affairs and international integration have been promoted and achieved many results, national independence and sovereignty have been maintained, politics and society have been stable, and our country's position in the international arena has been raised.

Notably, the emulation movement "The whole country joins hands to build new rural areas" has been widely and synchronously deployed, with rich content and diverse forms, becoming an effective mass movement, changing the face of the countryside, contributing to improving the lives of farmers, truly becoming the core of patriotic emulation movements in the past 5 years.

Speaking at the congress, General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong congratulated and highly appreciated the achievements that the entire Party, people and army have achieved. In addition, it is necessary to recognize shortcomings such as the emulation movement, although it has developed extensively, is not comprehensive, uniform and continuous; many places are still heavily formalistic and not closely linked to political tasks; some movements have not had a high spreading effect; the work of summarizing and summarizing in some localities and units has not been given due importance, and advanced models have been slow to be discovered and replicated. The number of direct workers who are rewarded is not many... Therefore, it is necessary to seriously draw lessons and take active measures to overcome these limitations and shortcomings.

In the coming time, the patriotic emulation movement needs to focus on carrying out the great task of mobilizing the entire Party, the entire people and the entire army to strive to effectively implement the Party's guidelines and policies, the State's policies and laws; strengthening the building of a clean and strong Party; promoting the strength of the entire nation and socialist democracy; comprehensively and synchronously promoting the renovation process; firmly defending the Fatherland, maintaining a peaceful and stable environment; striving to soon turn our country into a basically modern industrialized country.

Comrade Nguyen Thi Doan - Member of the Party Central Committee, Vice President, First Vice President of the Central Emulation and Reward Council presented a summary report summarizing the patriotic emulation movement and reward work in 5 years (2011-2015), directions and tasks for 2016-2020.

Also on the morning of December 6, at the National Convention Center, a preparatory meeting of the Congress was held, completing preparations for the official opening session. In the afternoon of the same day, a ceremony was held to commend and honor outstanding collectives in the emulation movement “The whole country joins hands to build new rural areas” and an exchange program between advanced models in patriotic emulation movements in the period 2011-2015 with the theme “Fanning for the movement to grow”.

The Prime Minister awarded Certificates of Merit to individuals and collectives with outstanding achievements in the New Rural Construction movement.
