The weapon Russia is referring to is an electronic jammer, also known as an “electronic bomb,” which is placed in a special suitcase. State-run Russian TV reported that the jamming technology possessed by the country can render all aircraft, warships and missiles useless.
Accordingly, the Russian Electronic Warfare Force (REW) can detect and neutralize all targets from shipboard systems, radars to satellites.
The news report recalled the incident in which a Russian fighter jet circled the US destroyer USS Donald Cook in the Black Sea several times a few years ago and damaged all systems on board.

“You don't need expensive weapons to win, powerful radio-electronic jamming equipment is enough,” a reporter said in the introductory video.
With this new device, REW also has the ability to create an electronic jamming dome over their bases to make them invisible on radar screens.

Russian TV even quoted US General Frank Gorenc as saying: "Russian electronic weapons completely paralyze the functions of US electronic equipment mounted on missiles, aircraft and warships."
The US Navy has not yet responded to Russia's statement.
