During the 65-year journey of construction and development, the Science and Technology sector of Nghe An has constantly strived to overcome many difficulties and challenges to bring the province's science and technology to many great achievements; affirming its important role in all areas of socio-economic life, making important contributions to the cause of promoting industrialization, modernization and international integration of the province.

On October 25, 1959, Nghe An Science and Technology Dissemination Association was established, marking the birth and becoming the traditional day of Nghe An Science and Technology sector. Since then, the name has changed many times, associated with the functions and tasks of the unit through each period to meet the requirements and tasks in each historical period: From Nghe An Provincial Technical Board (1961); Nghe Tinh Provincial Science and Technology Board (1976); Nghe An Provincial Science and Technology Committee (1991); Department of Science, Technology and Environment (1993) to the present-day Department of Science and Technology of Nghe An (2003).

In the early days of its establishment, with numerous difficulties, lack of technical facilities, a small number of scientific and technical staff, and a lack of experience, the scientific working environment was still limited, but the Association for Popularization of Science and Technology and the Provincial Technical Committee, together with sectors and levels, overcame difficulties, did a good job of propaganda, popularizing scientific knowledge, organizing introductions, visiting models and launching emulation movements to improve techniques in production, contributing significantly to pushing back backward farming practices, building new and more progressive ways of doing business, contributing to the excellent completion of the first 5-year State plan targets.

In 1964, the US imperialists launched a war of destruction by air and naval forces against the North of our country. Scientific and technical activities were then transferred from peacetime to wartime. To meet the requirements of serving the production and combat of the province, the Provincial Technical Committee advocated on the one hand guiding and helping sectors and localities maintain and redirect scientific and technical activities to suit the Party's economic redirection policy, while at the same time coordinating and harmonizing forces to research topics to definitively solve a number of urgent problems for production, combat and immediate life.
On the other hand, promoting preparatory work to serve the post-war technical revolution such as organizing the development of long-term planning and plans, developing scientific and technical potential, organizing the implementation of a number of basic investigations, scientific and technical research and technical management has great and long-term significance for the national economy.

After the Paris Agreement was signed (January 27, 1973), the province's scientific and technical activities focused on the task of overcoming the consequences of war, liberating fields, restoring production facilities in factories, farms, and enterprises to develop production, continue to build in all aspects, and focus on the front line. Scientific and technical activities in the period of 1959-1975 mainly focused on propaganda work, popularizing scientific knowledge, organizing scientific and technical clubs to apply technology to production and life, which actively contributed to stabilizing production and helping to build a solid rear.
After the Great Victory in the Spring of 1975, the country was unified, implementing the policy of the Party and the State, the two provinces of Nghe An and Ha Tinh merged into Nghe Tinh province. On January 28, 1976, the Science and Technology Board of Nghe Tinh province was established and in 1983 it was renamed the Science and Technology Committee of Nghe Tinh.

During the 15 years of becoming a province (1976 - 1991), in the context of the country having just ended the war, scientific and technical activities at this time faced numerous challenges, the economy was unbalanced, unstable, the technical level was low, life was difficult, there was no economic development strategy, the economic management mechanism was still heavily dependent on administrative subsidies, but scientific and technical activities during this period had significant changes and contributions, achieving many important achievements, especially in the early period of implementing the Party's renovation policy (1986 - 1990). Food production has increased significantly over the years, the total food output of Nghe Tinh in 1976 reached 650,000 tons, from 1981 to 1990 it reached an average of 761,000 tons/year, an increase of 17.4% compared to 1975. In particular, focusing on 3 major economic programs: Food Program, Consumer Goods Program and Export Goods Program to create many products to supply society during the period of scarcity of goods.


In 1991, Nghe Tinh province was divided into Nghe An and Ha Tinh, and the Nghe An Provincial Science and Technology Committee was established on August 30, 1991. In November 1993, the Nghe An Science and Technology Committee was transformed into the Department of Science, Technology and Environment, with the additional function of state management of natural resources and the environment.
The province's science, technology and environment activities have clearly developed, especially since the Resolution of the 2nd Central Committee (VIII term) on "Strategic orientation for science and technology development in the period of industrialization and modernization and tasks until 2000", affirming the driving role of science and technology for the cause of industrialization and modernization and the Resolution of the 14th Provincial Party Congress for the term 1996 - 2000. On August 25, 2003, the People's Committee of Nghe An province changed the name of the Department of Science, Technology and Environment to the Department of Science and Technology of Nghe An (Decision No. 3111/QD-UB-TC).

Entering a new stage, when science and technology develop rapidly, globalization and international integration take place strongly in all fields, the world becomes "flat and borderless". Science and technology are increasingly showing themselves to be the "leading national policy, playing a key role in the country's socio-economic development" and are institutionalized in the Platform for national construction (supplemented and developed in 2011), Resolution No. 20-NQ/TW of the 6th Central Conference, 11th tenure (2012), and the Law on Science and Technology in 2013.

Clearly identifying the role of science and technology in the new situation, on September 30, 2024, the Nghe An Provincial Party Committee passed a Resolution on developing science, technology and innovation to 2030, identifying science, technology and innovation to develop steadily, truly becoming the driving force for rapid and sustainable economic growth of the province. These are important orientations, at the same time demonstrating the attention of Party committees at all levels, the government and the whole society to the development of science, technology and innovation.

Over the past 65 years, the Science and Technology sector of Nghe An province has matured in terms of functions, tasks, organizational structure and management mechanism. Regardless of favorable or difficult conditions, peacetime or wartime, the sector has strived to advise and implement policies and guidelines in the field of Science and Technology, contributing significantly to the successful implementation of socio-economic development goals and targets in each period and achieving many achievements: the sector has done a good job of advising on the issuance of many important resolutions, strategies, plans, mechanisms and policies to guide the development of Science and Technology.

State management of science and technology has gradually made breakthrough innovations; management effectiveness and efficiency have been increasingly improved. Awareness and actions of Party committees at all levels, authorities, socio-political organizations, business communities and people on the role of science and technology have changed positively. The contributions of science and technology are reflected in all areas and have a focus and key points, meeting practical requirements.

In addition, science and technology still has limitations: The leadership, direction, management and operation roles of Party committees and authorities in some localities regarding science and technology activities are still limited. The organization, number of employees and facilities of science and technology public service units are facing many difficulties. State budget funding for science and technology activities is much lower than the regulations.
Along with that, the application and development of science and technology are not commensurate with the potential and strengths. Research and development activities in institutes, schools and enterprises have not really been promoted. The transfer and commercialization of research results are not much. The speed of technological innovation in enterprises is still slow. Specific policies have not been issued to promote the development of the science and technology market and innovative start-up activities. There is a lack of experts and highly qualified human resources in the fields of science and technology and innovation.

In the 5 viewpoints of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, it is determined to "create a breakthrough in science and technology development". In order for "Science, technology and innovation to develop steadily, truly becoming a driving force for rapid and sustainable economic growth", in the coming time, Nghe An's science and technology sector will focus on a number of key tasks:
First,Innovate state management to meet the new context, perfect mechanisms and policies to unleash resources to promote scientific, technological and innovation development.
Monday,Enhance the potential of science, technology and innovation to ensure the demand for human resources in management and career activities of science and technology. Develop infrastructure of science, technology and innovation to ensure the ability to absorb, master, develop and transfer advanced technologies. Gradually form and develop strong research groups in some key development areas of the province. Develop a network to connect talents, attract the participation and contributions of the community of scientists from Nghe An at home and abroad.

Tuesday,Strengthening research, application of science and technology, promoting innovation with focus to serve breakthroughs, key points of socio-economic development of the province.
Wednesday,Promote the development of the science, technology and innovation market. Encourage the strong development of science and technology enterprises and innovative start-ups; form science and technology service organizations.
Thursday,Promote international cooperation and linkage in science, technology and innovation.

Resolution 39-NQ-TW dated July 18, 2023 of the Politburo on the development of Nghe An, identifies Nghe An as the center of the North Central region in terms of science and technology. With that orientation, inheriting and promoting the achieved results and lessons learned from the past journey, the science and technology sector of Nghe An province is determined to successfully carry out science and technology tasks, continue to promote innovation and strongly apply science and technology in life and production, truly becoming a driving force for socio-economic development, contributing to the development of the homeland.
In recognition of its achievements over the past 65 years, Nghe An Department of Science and Technology was awarded the First Class Labor Medal (2019), Second Class Labor Medal (2009) by the President; Certificate of Merit by the Prime Minister (2010); Emulation Flag of the Prime Minister in 2013; Minister of Science and Technology, Chairman of Nghe An Provincial People's Committee awarded many Certificates of Merit to collectives and individuals.
