Survey on piloting new organizational model and concurrent positions in Nghe An

On the morning of April 5, the Central Organizing Committee's working delegation led by Mr. Tran Hoang Hoi - Deputy Head of the Organization and Regulations Department, Central Organizing Committee, had a working session with Nghe An Provincial Party Committee on the survey of the pilot implementation of a new organizational model and concurrent holding of positions.

STREAMLINED SYSTEM

Implementing the Central's policy, based on the proposals of localities and units, the Standing Committee of Nghe An Provincial Party Committee issued Notice No. 1516-TB/TU, dated February 13, 2019, approving the project to reorganize the apparatus, streamline the payroll and restructure the staff, civil servants and public employees of localities, agencies and units.

Accordingly, Nghe An province is piloting organizational models, including: Party Committee Office to serve all advisory and support agencies of the Provincial Party Committee; piloting the merger of the Party Committee's Organization Board with the Department of Home Affairs in Hoang Mai town. Piloting concurrent positions includes: Head of the Party Committee's Organization Board is also Head of the Department of Home Affairs in 2 localities: Vinh City and Con Cuong District.

The Chairman of the Party Committee's Inspection Committee is also the Chief Inspector at the district level in 4 localities: Vinh City, Dien Chau, Con Cuong, and Ky Son districts; the Head of the Party Committee's Mass Mobilization Committee is also the Chairman of the Fatherland Front Committee at the district level in 17/21 districts, cities, and towns; the Head of the Party Committee's Propaganda Committee is also the Director of the Political Center in 21/21 district, city, and town Party Committees.

Through the pilot implementation process, after 3 years of implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee on organizational restructuring. In particular, piloting a number of models of concurrent positions and piloting organizational consolidation shows that: The organizational structure of agencies in the political system has been gradually streamlined; functions, tasks, powers and working relationships of agencies and units have been supplemented and improved.

Some pilot models that have been boldly deployed by units have initially shown effectiveness, creating cohesion, coordination, and more harmony and efficiency, avoiding overlap and duplication in performing tasks; the apparatus of advisory and support agencies for Party committees and state agencies has gradually improved in quality and efficiency, creating a comprehensive and unified strength, ensuring a streamlined apparatus and effective operation.

However, the pilot implementation still faces many difficulties in leadership, management, and evaluation of task performance, including some contents that have not been clearly defined: Authority and responsibility of assigned staff, heads of agencies after the merger; development and implementation of operating mechanisms and work handling processes of agencies after the merger.

Implementation of regimes and policies for cadres, civil servants and public employees of the agencies after the merger; management and use of assets, working means and budget of the agencies after the merger.

SPECIFIC REGULATIONS AND GUIDELINES ARE COMING SOON

Based on the assessment of advantages, limitations, shortcomings, and problems during the implementation process, Nghe An province has proposed to the survey team to continue piloting the model of merging the Organization - Internal Affairs agencies and not yet replicating it; continue to pilot, not yet replicating the model of the Head of the Party Committee's Organization Board being the Head of the District-level Internal Affairs Department to have time to research and evaluate thoroughly before making a decision.

It is recommended that the Central Committee promptly summarize, evaluate, and draw lessons to direct the unified implementation of the office model serving the Party Committee and the advisory agencies assisting the Provincial Party Committee. The Provincial Party Committee Standing Committee proposed to expand and unify the implementation of the model of the Head of the Party Committee's Propaganda Department concurrently being the Director of the District-level Political Center.

Based on analysis and evaluation, the Provincial Party Standing Committee proposed that Nghe An continue to pilot the model of the Head of the Party Committee's Mass Mobilization Committee concurrently being the Chairman of the Fatherland Front Committee at the district level in the province. Continue to pilot, but not replicate the model of the Head of the Party Committee's Inspection Committee concurrently being the Chief Inspector at the district level to have time to study and evaluate carefully before deciding.

At the same time, the Standing Committee of Nghe An Provincial Party Committee recommended and proposed the Politburo and the Secretariat to soon issue regulations on management of organizational apparatus and payroll; on functions and tasks to replace old regulations that are no longer suitable after merging, converting organizational apparatus and streamlining payroll according to Resolution 18,19-NQ/TW.

Organize a preliminary review of the implementation of pilot models on organizational and apparatus arrangement to have a unified conclusion on the replication of effective models or adjust and terminate them if they are ineffective.

Concluding the working session, comrade Tran Hoang Hoi - Deputy Director in charge of the Department of Organization and Regulations, Central Organizing Committee acknowledged Nghe An's efforts in implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee in the province.

The working delegation of the Central Organizing Committee appreciated the initiative, creativity and flexibility of Nghe An province in piloting the new organizational model and concurrently holding positions.

Deputy Director in charge of the Department of Organization and Regulations, Central Organizing Committee Tran Hoang Hoi highly appreciated the contents of the recommendations and proposals of Nghe An province at the working session as appropriate and accurate; accepting the recommendations of the province, the Survey Team will synthesize and report specifically to the leaders of the Central Organizing Committee, on that basis, submit to the Politburo, Secretariat, and Central Executive Committee of the Party in the coming time./.
