Survey on granting of land use right certificates, house ownership rights and attached assets
(Baonghean.vn) - On March 19, the Legal Committee of the Provincial People's Council continued to survey the work of granting certificates of land use rights, house ownership rights and assets attached to land at apartment buildings and new urban areas at Hanoi Housing Investment and Development Joint Stock Company 30.
Currently, Hanoi Housing Investment and Development Joint Stock Company 30 is the investor of many apartment and urban projects, such as the high-rise apartment project east of Lenin Avenue; the CT1A Quang Trung apartment project; the high-rise residential area, adjacent to the villas on the South of Nguyen Viet Xuan Street; the high-rise apartment complex in Doi Cung Ward; the project No. 59B, Nguyen Thi Minh Khai Street.... In general, the issuance of certificates of land use rights, house ownership rights and assets attached to land in apartment and urban areas is at a very low rate. Of the total projects that have been implemented with a total number of apartments built and owned by 1,154 units and 393 villas and townhouses, only 98 apartments and townhouses have been granted certificates and 50 households have fulfilled their financial obligations to pay registration tax but have not been granted certificates of ownership rights.

Through the survey, the working group of the Provincial People's Council's Legal Committee noted procedural difficulties regarding the issue of changing the name of the investor from Nghe An Housing Investment and Development Company, now Hanoi Housing Investment and Development Joint Stock Company 30. This is partly due to the constantly changing regulations causing difficulties for investors and owners.

Based on the information collected, the survey team recommends that Hanoi Housing Investment and Development Joint Stock Company 30 continue to coordinate with relevant agencies and home buyers to speed up the issuance of Certificates of Ownership. The team will study and recommend to all levels and sectors to handle the current difficulties in the issuance of Certificates of Ownership.
