This approach created many positive changes, improved the quality of the youth union meetings, promoted the movement and attracted grassroots youth union members to participate. Through understanding the situation and evaluating the implementation of the Youth Union activities at the commune and hamlet levels in the area, Hung Nguyen District Youth Union found that there were still many shortcomings that needed to be adjusted promptly. Among them, several issues emerged such as the Youth Union activities in some hamlets were not strong, even moderate or not operating in a systematic manner; the number of Youth Union members was thin and unstable; the capacity of Youth Union cadres at some bases was still weak and needed further training and development...
For example, the Youth Union of Hamlet 6 (Hung Dao Commune), the Youth Union of Grades 6 and 16 (Hung Nguyen Town) only has 3 or 5 members/branch. The Youth Unions with a few dozen members often "change" because most of them study far from home or work far away, only occasionally coming back to participate in activities. Moreover, the Youth Union staff is also unstable, there are cases where people have just joined as Youth Union branch secretaries for a few months and then quit because they found jobs in other localities.
Therefore, although the “number” on the list is a few dozen people, in reality, not many can participate in regular activities. In addition, many youth unions do not have a place to hold activities, so they have to borrow the house of the youth union secretary or the house of a youth union member in the youth union as a meeting place, such as the Youth Union of Hamlet 4 (Hung Yen Bac Commune), the Youth Union of Hamlet 9A (Hung Trung Commune)...

Stemming from these realities, it leads to a situation where union members lack enthusiasm to participate in union activities, or in other words, grassroots union organizations, mostly in residential areas, have not attracted or gathered union members and young people to participate, or do not know how to build activities in both content and form.
Frankly acknowledging the above shortcomings, Secretary of Hung Nguyen District Youth Union, Cao Anh Duc said: At the end of 2015, the Standing Committee of Hung Nguyen District Youth Union issued a plan to send members of the District Youth Union Executive Committee to attend activities with the Youth Union branches of the blocks and hamlets. Thereby, it creates conditions for the higher-level Youth Union cadres to monitor and grasp the situation at the grassroots level in order to advise and propose more practical programs and policies; at the same time, guide and foster skills and methods of operation to orient and improve the quality of the grassroots Youth Union movement, especially how to conduct an effective and meaningful Youth Union branch meeting.

The Youth Union of Hamlet 17 (Hung Thang Commune) has more than 30 members on the list, but most of them are students or working far away. The Youth Union Secretary himself is a worker in Bac Vinh Industrial Park. Therefore, each meeting has only about 10 participants, mainly high school students residing in the hamlet. Therefore, before 2015, the Youth Union had sporadic activities, sometimes only meeting once every 2 or 3 months, mainly when there was a program that the higher-level Youth Union met to implement and disseminate.
Moreover, at the meetings, after assigning tasks, many people are often not enthusiastic about participating, or feel hesitant because the members of the Youth Union rarely have the opportunity to interact and discuss common work, so the Youth Union movement of the hamlet is always in a state of stagnation. However, according to the Secretary of the Youth Union of Hamlet 17, Tran Duc Thang, "Since the District Youth Union cadres came to attend the activities, the quality and atmosphere of the activities have changed a lot."
Having attended the activities of the Youth Union of Hamlet 17, Hung Thang Commune 4 times, Mr. Nguyen Canh Thanh - Deputy Secretary of the Hung Nguyen District Youth Union assessed: "Through attending the activities, we realized that the grassroots Youth Union members, especially the Youth Union Secretaries, still lack many skills that need to be trained, especially how to organize an effective Youth Union meeting. Directly attending the activities, our cadres guided the Youth Union of Hamlet 17 on how to build content and implement a methodical and effective meeting."

Therefore, from a grassroots Youth Union organization that operated without any highlights and was scattered, now the Youth Union of Hamlet 17, Hung Thang Commune has truly become a place to connect and attract youth union members, not only in the hamlet to enthusiastically participate but also to cooperate with other Youth Union branches to organize many meaningful and useful activities. And those activities are enthusiastically awaited by the youth union members, such as: raising funds by collecting scrap, scrap, selling fresh flowers; in addition, participating with other local organizations to clean up trash to keep the environment clean in the hamlet; lighting candles to pay tribute to martyrs; organizing to help families of union members and youth when there are happy or sad occasions. In addition, the Youth Union of Hamlet 17, Hung Thang Commune, also formed a sisterhood with the Youth Union of Hamlet 3, Hung Loi Commune to help and learn from each other in cultural and artistic activities such as football, the Golden Bell competition, organizing the Mid-Autumn Festival, practicing the Team ritual... Therefore, not only improving the quality of activities of the Youth Union of Hamlet 17, but also helping to spread the movement to other Youth Unions.

Through visits to the grassroots, Hung Nguyen District Youth Union cadres not only have the opportunity to propagate to youth union members the Party's policies and the State's laws, and implement movements launched by the higher-level Youth Union, but also have the opportunity to learn, grasp, and answer the thoughts and aspirations of the union members. For example, the time when District Youth Union cadres attended a meeting with the Youth Union of Hamlet 3, Hung Nhan Commune, union member Pham Danh Quy said that he needed to borrow capital to develop production but had not found a source and support. At that time, District Youth Union cadres provided information and guided Quy through the procedures to borrow capital from the District Social Policy Bank under the "guarantee" of the District Youth Union, because this is the authorized unit of this bank.
The district union also sent an official dispatch to the Hung Nhan commune government to give priority to union members and young people in the area to rent land for production development. Pham Danh Quy was excited: "The government has created conditions for me to rent 3 hectares of alluvial land in the area for cultivation and livestock raising. Up to now, on the land that Quy has rented for many years, there is a herd of 8 cows in the breeding season, many varieties of plants have been planted, promising to bring high efficiency."
From the beginning of 2016 to now, members of the Executive Committee of Hung Nguyen District Youth Union have attended activities with 60/250 Youth Union branches of the whole district. It is expected that in 2017, they will increase and attend activities with all remaining Youth Union branches; at the same time, the Executive Committee of the Youth Union of communes will also send cadres to attend activities with Youth Union branches of hamlets.
