When the Party Committee takes part in economic development
(Baonghean) - Under the leadership of Party committees at all levels, many new models and creative approaches in economic development have been gradually implemented, contributing to maximizing the potential, advantages and attracting investment resources in the districts of Western Nghe An. From here, production value has been continuously improved, helping people escape poverty sustainably.
Hprocess of changing economic thinking
On the road leading to Huoi Kha village, where there is the largest cow farm of the Mong community in Huoi Tu commune, comrade Vi Hoe - Secretary of Ky Son District Party Committee told us about the journey of returning home and reclaiming wasteland for economic purposes of the old farmer Denh Dua Cho, a daring thinker and doer of the Mong community here.
In 2000, when life was still difficult, Denh Dua Cho listened to the instigation of bad people and left his homeland to go to Laos because he thought that there was a large area of land there and that the life of immigrants was very prosperous and well-off. Being gullible and always hoping for a better life, Mr. Cho sold all his assets to illegally migrate to Laos with his wife and children.
However, when he arrived in a foreign land, he realized the opposite. Life in the new land was many times more difficult and arduous than in his old homeland. After 3 years of hardship, the whole family packed up and returned home.

Upon receiving the news, the Party Committee of Huoi Tu commune promptly came to encourage Mr. Cho's family, and directly contacted the Youth Volunteer Team 8 to instruct him on techniques for fattening cattle using the semi-grazing method. From the reclaimed area of 5 hectares on Huoi Kha mountain, Mr. Cho was instructed to divide the area to receive elephant grass seeds for planting.
Wherever the grass is good, he borrows capital to breed cows. After more than 10 years of production rotation, Mr. Cho's family's total herd has now reached over 40 cows. The net profit earned after each sale of cows is used to invest in building a spacious barn system so that the livestock will no longer be hungry and cold when winter comes.
With an annual income of up to 150 million VND, Mr. Denh Dua Cho's family has become a typical example in the economic development of the village.
After Mr. Cho’s success, many Mong households in Huoi Tu have begun to abandon the habit of free-range grazing to reclaim land for farms. Thanks to that, the commune’s livestock herd has continuously increased rapidly, to date there are more than 5,000 commercial cows.

The Ky Son District Party Committee has also directed Party committees at all levels to support and guide people in building models of fattening cattle in farms and household economies in 13 communes, focusing on the communes of Huoi Tu, Dooc May, Keng Du, Tay Son, Muong Tip, Muong Ai; a model of breeding Sind crossbred cattle in 4 communes: Chieu Luu, Ta Ca, Huu Kiem, Huu Lap; a model of breeding buffalo in Bao Thang commune and a model of raising goats in 2 communes of Muong Ai and Nam Can.
Realizing that the development of semi-grazing livestock and the elimination of free-range grazing practices have contributed effectively to hunger eradication and poverty reduction for the people, up to now, with the support of the State, ethnic minorities in the whole district have planted more than 700 hectares of elephant grass and VA06 grass to raise buffaloes and cows. Currently, the total herd of cows in the district has always been well maintained over many years with a total herd of over 65,000 heads.

In the coming time, Ky Son district will continue to complete economic goals such as establishing geographical indications, building a collective brand for the product "Ky Son Ginger"; the project of applying scientific and technological advances to build a model of intensive cultivation of taro in Ky Son district and building a model of production and processing of medicinal herbs such as: Gynostemma pentaphyllum, Chinese yam and wild bitter melon in the direction of commodity production.
At the same time, replicate models that have been evaluated as successful and bring high economic efficiency such as intensive investment in improving the capacity to develop production and process Shan snow tea according to VietGAP standards at the 8th Nghe An Youth Volunteer Team (Huoi Tu commune, Ky Son district) and the 10th Nghe An Youth Volunteer Team (Na Ngoi commune, Ky Son district); develop cold-resistant rice varieties with good yield and quality in communes cultivating wet rice; intensive cultivation of high-quality sticky rice variety N97.
To support people with capital to develop production, the Party Committee has mobilized banks to do a good job of credit, meeting people's demand for loans to develop the economy. Currently, the whole Ky Son district has 10,515 households borrowing capital, each household borrows an average of 25.5 million VND. Most people use their capital effectively to develop production, gradually escaping poverty with an average income per capita of nearly 21 million VND/year.

Turn potential into strength
If animal husbandry is the strength of Ky Son district, then industrial crop cultivation, especially tea, has long been considered the main crop for the people of Anh Son district. Standing out in that movement is Hung Son commune, where in recent years, many scientific and technical advances have been applied to tea care and processing to improve production efficiency.
Stopping in front of 2 hectares of lush tea at the foot of Khe Han mountain, Mr. Vo Van Hien - Secretary of the Party Committee of Hung Son commune said that more than 10 years ago, Khe Han was still a barren hill, until Mr. Pham Van Quy brought tea trees to take root here. After many years of cultivation, the tea trees not only brought quite an ideal income to help his family stabilize their lives but also provided him with the premise to expand the scale of production.

In 2016, when JICA launched a program to visit and train on high-tech tea production models, the Party Cell of Hamlet 5 and the local Party Committee proposed to send Mr. Quy to participate. As a Party member with a spirit of overcoming difficulties and eagerness to learn, Mr. Quy became one of the leading factors in the course. From here, he has clearly understood the process of caring for and processing tea using Japanese technology.
After returning from the training course, with the support of JICA, Mr. Quy invested in machinery to establish a tea processing workshop. It is estimated that each year, Mr. Quy's tea processing facility consumes over 20,000 tons of fresh tea buds, becoming a major consumer of fresh tea buds in Hung Son commune.

In Hung Son commune, there are also 4 tea processing factories that consume nearly 80% of the local tea output, helping people solve the output of raw materials. This is the result of the wholehearted efforts of the Party Committee, the government and the people of the commune in investing heavily in developing tea production with priority given to the commune's key industrial crop. Since then, the tea area has increased continuously every year and reached nearly 520 hectares, with an average income per capita of over 43 million VND/year.
It can be seen that, thanks to promoting the role of cadres and party members in economic development, it has created the premise for many mountainous localities to comprehensively and deeply transform their economic structure.
Thanks to that, in the period of 2014-2018, the average growth rate in the Western Nghe An region is estimated at 8.5%, 0.91% higher than the average growth rate of the whole province. The average income per capita in 2018 also increased, estimated at 26.5 million VND; 1.53 times higher than in 2013. The agricultural sector has more and more areas producing raw materials such as sugarcane, tea, rubber, oranges, etc. on a large scale. People's lives are gradually becoming stable and developing sustainably.
