Talking about the issue of listening to people's opinions, the Secretary of the Quy Hop District Party Committee said: "One of the most important, direct and in-depth channels is through attending regular Party cell meetings at the grassroots Party cell. The Standing Committee of the Quy Hop District Party Committee has issued a Decision to establish 8 grassroots steering working groups (with the Standing Committee as the Head of the Group, members of the steering group being district Party Committee members, heads and deputy heads of departments, branches and unions) and promulgating the Working Regulations of these groups. This is the "backbone" regulation to grasp and resolve new situations arising at the grassroots level in the fastest and most effective way".

This is to carry out direct, on-site people's dialogue".
