Difficulties in implementing residential housing meeting '3 hard' standards in Nghe An
Criterion No. 09 of the National Criteria for New Rural Construction in the 2021-2025 period remains a challenge in the mountainous areas of Nghe An in particular.
The "villa villages"
Coming to Nghi Van commune, Nghi Loc district, we felt a clear change in the land that had many difficulties in the past. Village roads and alleys have been concreted, clean and beautiful, with rows of green trees and flags. The most impressive thing is the rows of high-rise buildings built close together. This achievement is thanks to the diligence and dynamism in business of the people here. Many local children have actively gone to work far away, exported labor, and sent remittances to contribute to the development of their homeland.

The family of Mr. Pham Van Tuong in Dong hamlet, Nghi Van commune is one of the local households whose children work abroad. Thanks to this source of income, the spacious 4-storey house stands tall in the middle of the village.
Mr. Tuong said: I have 6 children who are all working abroad. Besides developing the family economy, I always teach my children about social issues and contributing to the development of their homeland. Whenever the commune or hamlet mobilizes funds to build new rural areas, expand village roads, upgrade infrastructure, etc., I always take the lead in supporting and promoting for neighbors to join hands in implementing.

Mr. Phan Cong Van - Chairman of Nghi Van Commune People's Committee said: In 2024, the Party Committee and people of Nghi Van Commune will focus on completing the criteria to reach the advanced new rural finish line, in which criterion 09 - "residential housing" is an important basis for assessing changes in people's socio-economic life. Through review, the rate of residential housing in the commune reaches 100% of the standards according to the regulations of the Ministry of Construction. There are no thatched, dilapidated, makeshift houses. Thanks to strong economic development, many people go abroad to work (about 1,500 people), the houses are growing more and more, not only solid but also have beautiful, modern structures with many design styles.

Dien Hanh Commune, Dien Chau District is also one of the "villa communes" in Nghe An. According to statistics, the number of workers working abroad is estimated at about 1,300 - 1,500 people, mainly from countries such as the US, Germany, UK, Canada, Japan, etc.

Mr. Nguyen Manh Ho - Chairman of Dien Hanh Commune People's Committee said: Most of the hamlets in the area have children working far away. People's lives are increasingly prosperous, the face of rural communes has changed completely. People are all united in the activities of building new rural areas, which is a premise for the commune to strive to reach the advanced new rural area goal in 2024.
In Hong Thanh commune, Yen Thanh district, there are currently 1,700 households, of which an estimated 400 households have houses with 2 or more floors, concentrated in Lac Thien and Dong Yen hamlets... The movement to build new rural areas in Hong Thanh commune is a bright spot in Yen Thanh district when in 2015 the commune reached the new rural area, in 2022 it reached the advanced new rural area, both in the top of the province and district. Criterion No. 09 on residential housing has been maintained by Hong Thanh commune for many years, there are no dilapidated, makeshift thatched or bamboo houses in the area.

Currently, many rural areas in the province have many spacious and well-built high-rise buildings. These communes have all completed the program of building new rural areas and advanced new rural areas and the criteria for residential housing have been well implemented. These include Dien Thap commune (Dien Chau); Do Thanh and Son Thanh communes (Yen Thanh); Nghi Thai commune (Nghi Loc)...
Difficulties in mountainous districts
In reality, building decent, solid houses can be easily done in lowland communes when financial conditions allow. However, for mountainous communes, especially in border areas, housing criteria are still a challenge.

Nam Can is a border commune of Ky Son district. After 13 years of implementing the new rural development program, the local appearance has changed. However, the rigid criteria on poor households, people's income and especially residential housing are assessed as very difficult to reach the planned target.
Mr. Lau Ba Chay - Chairman of the Commune People's Committee said: The locality's goal is to reach the NTM target by 2025, but it is very difficult to complete. The majority of local people are Thai, Mong, Kho Mu ethnic groups, living in difficult circumstances, mainly relying on slash-and-burn farming. Currently, the average income per capita of the commune is about 22.5 million VND/year; the poverty rate is still 44%, so it is very difficult to achieve solid housing according to the criteria. Currently, the commune still has hundreds of households without solid housing.
In Que Phong district, up to now, there is only one commune that has reached the NTM finish line, which is Muong Noc commune. All localities are facing difficulties, including criteria for residential housing.
Mr. Bui Van Hien - Vice Chairman of the District People's Committee said: For communes in the highlands, implementing the criteria for residential housing is much more difficult than for communes in the lowlands. The terrain is mainly hills and mountains, along rivers and streams, finding flat land to build houses is very difficult. In addition, people's lives are difficult, resources to build solid houses are not many; not to mention the living habits and traditional housing structures of the ethnic people are also different. Therefore, the district considers this one of the criteria that is very difficult to implement.
"The whole district still has about 710 households facing housing difficulties, spread across the communes. The poverty rate of the whole district is still 34.84%; most of these are households that do not have safe and solid housing according to the criteria," Mr. Bui Van Hien added.

The houses of rural people are increasingly spacious, ensuring criterion No. 09, even many high-rise buildings have sprung up, appearing in many communes that have reached the new rural finish line in the area.
For mountainous districts, this is a difficult criterion, closely linked to the criteria on poor households and per capita income. In the long term, localities, departments and sectors need to have more policies, create livelihoods for people in mountainous areas, integrate programs to support people, increase income for people, from there, people will have resources to repair and build houses to ensure the criteria.

According to the Ministry of Construction's guidance on implementing housing criteria in new rural construction, rural housing must ensure "3 hard" (hard foundation, hard frame, hard roof). In which, hard foundation is the foundation of the house made of materials that increase the hardness of the foundation such as: Cement mortar, sand, reinforced concrete, brick, stone; Hard frame is the frame made of reinforced concrete, iron, steel, brick walls, stone or durable wood; Hard roof is the roof made of reinforced concrete, covered with tiles or other good quality roofing sheets.
In addition, rural housing must meet the minimum area as prescribed: Plain housing must reach 14m2/person or more; Midlands and mountainous areas 10m2/person or more; At the same time, the area of a house must reach a minimum of 30m2 or more and for single-parent households 18m2or more.
