Funding for cooking for students in mountainous areas
(Baonghean.vn) - On the afternoon of November 28, the Ethnic Council of the Provincial People's Council conducted an examination of a number of draft Resolutions related to the areas under its responsibility.
Attending the inspection were comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Committee Standing Committee and Hoang Viet Duong - Member of the Provincial Party Executive Committee; representatives of the Provincial People's Committee Office and a number of provincial departments and branches.

At the review, the Provincial Ethnic Committee submitted a draft Resolution stipulating criteria for classifying communes according to the level of difficulty in Nghe An province, as a basis for developing plans and allocating annual capital to extremely disadvantaged communes, border communes, and safe zone communes in the investment scope of Program 135, which is approved annually according to the Prime Minister's decision.

After listening to some delegates discuss and review, study the legal bases, Central documents, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said: According to Resolution No. 100/2015/QH13, dated November 18, 2015 of the National Assembly on approving investment policies for national target programs; Decision No. 551/QD-TTg, dated April 4, 2013 on approving program 135 on supporting infrastructure investment, supporting production development for extremely disadvantaged communes, border communes, safe zone communes, extremely disadvantaged villages and hamlets, regulations on the development of criteria for allocating investment capital from the central budget are under the authority of the Provincial People's Committee and annually reported to the Provincial People's Council. The authority of the Provincial People's Council only decides when it is necessary to use the integrated local budget. Therefore, this issue will be assigned to the Provincial People's Committee to develop criteria to ensure flexible, scientific and fair management among communes in the province.
Agreeing with the direction of comrade Nguyen Xuan Son, Vice Chairman of the Provincial People's Council Hoang Viet Duong suggested that the Provincial Ethnic Committee should advise the Provincial People's Committee to deploy the allocation of investment capital from the central budget according to Decision No. 50/2016/QD-TTg stipulating the criteria for determining extremely disadvantaged villages, communes in ethnic minority and mountainous areas; Decision No. 48/2016/QD-TTg of the Prime Minister stipulating the principles, criteria, and norms for allocating central budget capital.

At the meeting, the Ethnic Committee of the Provincial People's Council also conducted an examination of the draft Resolution regulating the distance and area as the basis for determining students who cannot go to school and return home during the day; the percentage of funding for cooking services for students in ethnic boarding schools and schools that organize centralized cooking for students in Nghe An.
Commenting on the review, basically agreeing with the contents presented by the Department of Education and Training, some delegates also requested the agency to draft the resolution to amend and supplement some sentences to ensure strictness and compliance with the Central Government's regulations on distance, specific terrain suitable for each level of education; and the percentage of allocated funding for cooking for students.

Also this afternoon, the Ethnic Council of the Provincial People's Council also reviewed a number of contents within the assigned areas in the draft resolution to resolve voters' petitions.
