According to the investigation report of the Ky Son district police, around March 2017, Moong Thi Oanh (born in 1987), residing in Cha Lan village, Huu Lap commune, Ky Son and her biological mother Moong Thi Hien, lured and took Ms. Luong Thi M., from the same Ky Son district, to China to sell the fetus, because at that time Ms. M. was 8 months pregnant.

After Ms. M. gave birth, Oanh and her Chinese husband sold the child for 150,000 yuan (Chinese currency). 10 days later, Oanh took Ms. Hien and Ms. M. back to Vietnam, and gave Ms. M. 4 million VND in cash. A few months later, Ms. Hien came to M.'s house and gave her another 6 million VND, for a total of 10 million VND in 2 payments.
Pursuant to Article 41, Article 165 and Article 179 of the Penal Code, the investigation police agency of Ky Son District Police has issued a decision to prosecute the accused, prosecute the case against Moong Thi Oanh for the crime of "Organizing others to flee abroad", and at the same time issued an order prohibiting Moong Thi Oanh from leaving her place of residence, because she is currently 6 months pregnant.
