(Baonghean.vn) - The working group of the Ministry of Home Affairs believes that shortening the time to handle administrative procedures is necessary, however, "it is necessary to apply science and technology, not support mechanical time reduction, to ensure both time and quality of handling administrative procedures".

In a quick report on the administrative reform (AR) work of Nghe An in the past time, Director of the Department of Home Affairs Dau Van Thanh said that the breakthrough in improving and raising the PAR index is shown in the fact that the Provincial Party Standing Committee and the Provincial People's Committee have organized a pilot implementation of PAR work in 7 units including the departments of Planning and Investment, Construction, Finance, Natural Resources and Environment, Transport and the Office of the Provincial People's Committee, Vinh City People's Committee.

The one-stop mechanism and the interconnected one-stop mechanism have been implemented in 21/21 provincial departments, branches and sectors; 21/21 districts and cities, 480/480 communes, wards and towns. The VNPT IOffice system is operated throughout the province. The total number of regular user accounts reached 12,931.

In order to promote administrative reform, Nghe An province has proposed to the Ministry of Home Affairs and central ministries and branches a number of contents such as: having policies and support regimes for civil servants specializing in administrative reform at all levels to encourage and motivate this team; regularly organizing training courses on expertise, profession, and administrative skills for cadres and civil servants specializing in administrative reform in provinces and cities; promptly issuing specialized or inter-sectoral guidance documents to create favorable conditions for localities in implementing related regulations.

Strengthening the application of science and technology to resolve administrative procedures

At the working session, acknowledging the achievements, the Ministry of Home Affairs delegation frankly pointed out the remaining limitations: There is still a situation of self-imposed cumbersome procedures; the publicization and posting of administrative procedures are still overlapping; the application of information technology is not yet synchronized.

The working group members said that,Shortening the time to process administrative procedures is necessary, however, “it is necessary to apply science and technology, not support mechanical time reduction, to ensure both time and quality of processing administrative procedures”. The working group also proposed that Nghe An province study the establishment of a Public Administration Service Center.

Providing directions and solutions, Director of the Department of Administrative Reform Pham Minh Hung emphasized that administrative reform needs to be sustainable and have links between sectors in the implementation organization.

In the coming time, Nghe An province needs to do a good job of inspection, monitoring, and evaluating effectiveness; increase the application of information technology to speed up the processing of professional work as well as resolve administrative procedures for the people.

At the end of the meeting, Deputy Minister of Home Affairs Nguyen Trong Thua agreed with the report on implementation results and at the same time requested Nghe An province to promote its inherent potential and come up with many ideas and innovations in administrative reform work.

For late applications, the Deputy Minister of Home Affairs requested that a public apology be made to the people. In addition, Comrade Nguyen Trong Thua requested that the province strictly review administrative discipline and re-evaluate the satisfaction of the people and businesses.
