With great determination and effort, recently, the authorities have dismantled and handled many lines, groups, and individuals buying, selling, and transporting white death across countries.

Typically, in January 2025, Nghe An Police successfully broke a case, arrested 02 subjects for illegal drug trafficking and transportation, seized a large amount of drugs and many other related evidences.

Previously, through investigation and verification, the authorities identified the ringleader as Mua Ba Vu (born in 1983), residing in Na Ngoi commune, Ky Son district (former Chairman of Na Ngoi commune People's Committee).

This subject took advantage of his familiarity with the area, under the guise of being a local official, colluded with key figures across the border to trade drugs, then transported them to other localities across the country for consumption.

The important link in the chain headed by Vu is Le Hoang Cuong (born 1990), from Hanoi.

With the determination to "block the supply", not allowing subjects to smuggle drugs into the country, at about 7:00 a.m. on January 9, 2025, in the area of ​​Highway 46 in Hung Chinh commune, Vinh city, the Task Force successfully arrested Mua Ba Vu for illegal drug trafficking, seizing 35 kg of synthetic drugs, 4 heroin cakes, 1 car and some other related evidence.

At the same time, in Cua Nam ward, Vinh city, the task force of the Special Investigation Committee arrested Le Hoang Cuong for the act of illegally buying, selling and transporting drugs. At the scene, the authorities seized many other related evidences.

At border gates, criminals also use many sophisticated tricks to deceive authorities such as: hiding drugs on their person, mixing them with other goods when going through immigration procedures or hiding goods on means of transport.

In addition, the border trails located in the border gate wings are also identified as locations that subjects often take advantage of to transport drugs across the border. Therefore, it requires the functional forces to have synchronous and close coordination in border patrol, checking goods entering, exiting, transiting, means of transport, providing information about subjects and activities, contributing to the fight against smuggling and drugs through land border gates.

Colonel Duong Hong Hai - Deputy Commander of Nghe An Border Guard said: The Standing Committee of the Provincial Border Guard Party Committee has developed a specialized resolution related to the organization and construction of a specialized, strong, comprehensive drug and crime prevention and control force of the Provincial Border Guard in terms of expertise, politics, law and technology.

This is to ensure professional sharpness to serve well the fight against drug-related crimes from outside the border into the area early and from afar and prevent them most effectively.

Typically, at the end of 2024, at the Nam Can International Border Gate area (Ky Son), the joint forces of the Department of Drug and Crime Prevention (Border Guard), the Nghe An Provincial Border Guard Command and the Nam Can International Border Gate Customs Branch caught 5 foreigners (including 2 men and 3 women) in the act of illegally transporting drugs.

At the scene, the authorities seized 70 kg of ketamine and a car with a Laotian license plate. A detective participating in the investigation said: Although it is not visible to the naked eye, the subjects used sophisticated tricks such as cutting the gas tank to hide drugs in the main gas tank, cutting the seats, or hiding them in the doors. If we actively research science and technology, it will greatly support the analysis of data for practical application at border gates.

With determination, efforts and synchronous application of professional measures, from the beginning of 2024 to now, Nghe An Border Guard has presided over and coordinated to successfully establish and combat 23 projects, cases and professional plans on drug crimes. Thereby, 25 subjects were arrested and handled, more than 70 kg of crystal meth, nearly 68,000 pink synthetic drug pills, 46.48 grams of heroin and many other related exhibits were seized.

In addition, propaganda work is also focused on by agencies, departments and sectors to raise awareness of the harmful effects of drugs for effective prevention and voluntary drug addiction treatment; at the same time, raise the spirit of vigilance to detect and denounce criminals among the people.

On the other hand, the People's Committee of Nghe An province has also directed the Provincial Police to continue to deploy and expand the Project "Building a clean border commune from drugs" to gradually move Nghe An out of the key complex area of ​​drugs.

International cooperation in drug prevention and control has been strengthened. Accordingly, the police, border guards, customs forces... have been deployed in 3 layers (outside, border areas, inland), creating a solid defense line in drug and crime prevention and control.

Only privatewithin the month 5/ 2025, the authorities have Detected and handled 23 cases, 48 ​​subjects transporting, storing, buying, selling, and organizing illegal use of drugs, seized more than 2 kg of heroin, 2 kg of crystal meth, 43.2 grams and 25,876 synthetic drug pills.

Prevent early, from afar

With the goal of preventing the "supply" of drugs from outside into the province, we are determined not to let Nghe An become a place for smuggling, buying, selling, transporting, and transiting large quantities of drugs domestically and internationally.

Nghe An Provincial People's Committee requests departments, organizations and functional forces to continue to effectively implement the Party and State's directives on drug prevention and control, especially Decision No. 623/QD-TTg dated April 14, 2016 of the Prime Minister approving the National Target Program on Crime Prevention and Control for the 2016-2025 period, with a vision to 2030; the Law on Drug Prevention and Control 2021 and related legal documents.

The Police, Border Guard, Customs and Coast Guard forces proactively grasp, analyze and forecast the situation, organize effective combat against drug crimes, focus on launching peak campaigns to combat and destroy major drug criminals and gangs, complex drug hotspots in the area; attack and eliminate gangs of criminals carrying weapons and organizing illegal drug trafficking in the Vietnam - Laos border area.

At the same time, there are solutions to improve the effectiveness of eliminating illegal drug use venues, especially in business establishments with security and order conditions...

On May 9, 2025, the Provincial People's Committee issued Decision No. 1310/QD-UBND on the establishment of an Inter-sectoral Working Group to coordinate the control of legal activities related to drugs. The Group is responsible for advising, coordinating, and exchanging information between departments, branches, localities, and between the Provincial Steering Committee for Crime Prevention and Control, Social Evils and Building the Movement for the People to Protect National Security with the National Committee for AIDS Prevention and Control, Drug and Prostitution Prevention and Control on the inspection and control of other legal activities related to drugs...

Most recently, in Plan No. 410/KH-UBND to implement the Action Month on Drug Prevention and Control (June) 2005, the People's Committee of Nghe An province requested to enhance the role, responsibility and effectiveness of coordination between all levels and sectors from the province to the grassroots. Thereby, mobilizing the combined strength of the entire political system and the entire population to participate in drug prevention and control.

Strengthening propaganda work, creating a PCMT communication campaign across the province in conjunction with strengthening the work of grasping the situation; Strongly launching the movement of All people protecting national security in conjunction with building, consolidating and replicating advanced models and examples in PCMT; organizing a peak period of attacking and suppressing drug crimes across the province (from June 1 to June 30, 2025); improving the quality and effectiveness of drug rehabilitation, management of addicts, illegal drug users and post-rehabilitation management.

The Provincial People's Committee also requested localities and relevant agencies to strengthen foreign affairs and international cooperation, especially with the Lao PDR in the fight against, prevention and control of drugs; focus on coordinating basic investigations, establishing joint projects to combat and prevent the illegal transportation of drugs across borders, by air and by sea.

Strengthening cooperation in exchanging and sharing information on drug crimes, verifying and arresting drug-wanted subjects... contributing to the goal of "reducing supply, reducing demand and reducing the harmful effects of drugs".
