To ensure traffic order and safety for the people, the Prime Minister requested the National Traffic Safety Committee, ministries, branches and localities to improve the capacity and quality of passenger transport services to meet people's travel needs.

Require passenger transport business units to strictly comply with the provisions of the law on business and conditions for transport business, ensure technical safety of vehicles in transport activities. Have appropriate passenger transport organization plans, meet people's travel needs, resolutely not let passengers return home for Tet late due to lack of vehicles, minimize delays and cancellations, strictly handle illegal ticket price increases.

At the same time, detect and strictly handle according to the law violations of law enforcement forces in patrolling, controlling and handling violations of traffic order and safety.

In the telegram, the Prime Minister also requested to strengthen patrolling, controlling and strictly handling violations of order and traffic safety on roads, railways and waterways, paying attention to violations that are the direct causes of traffic accidents and traffic jams.

Increase the exploitation and use of data collected from vehicle tracking devices to inspect and handle violations, focusing on passenger cars and container trucks; prevent illegal racing...

The telegram also clearly stated the requirement to promote propaganda and popularize traffic safety laws, especially the regulation that strictly prohibits drivers of vehicles with alcohol concentration in their blood or breath. Popularize safe traffic skills to raise awareness of traffic participants: do not drive if you have consumed alcohol or beer; do not speed or overtake recklessly; do not use drugs, do not carry more people than prescribed; do not use cell phones while driving; wear standard helmets when riding motorbikes, scooters, electric bicycles; fasten seat belts when sitting in cars; stop and observe safety when crossing railways; wear life jackets properly when taking boats; encourage people to use public transport.

Educational institutions should strengthen traffic safety education for students; proactively coordinate with transportation companies to organize the sale of train and bus tickets at schools for students; arrange appropriate time for university and college students to take Tet holiday and return to school, reducing traffic pressure before, during and after Tet.

The next task is to strengthen the inspection of the safety conditions of traffic infrastructure works, promptly repair damaged and landslide-prone road sections caused by rain and floods. Check and review the additional system of painted lines, traffic signs, traffic lights, and reflective warning devices at intersections, road sections with steep slopes, narrow curves, limited visibility, etc. that pose potential traffic safety risks.

Do not let traffic jams occur at toll stations; proactively open barriers to clear vehicles when traffic jams occur; construction and infrastructure maintenance units strengthen guidance, ensure traffic, take timely remedial measures when incidents occur, complete upgrading, repairing and maintaining key traffic routes in the city and return traffic surfaces before January 10, 2020; mobilize local mass organizations to participate in organizing guidance and warning at level crossings and self-opened paths across railways with high risk of traffic accidents.

The Ministry of Health is assigned to direct health departments and medical examination and treatment facilities nationwide to increase medical personnel, vehicles, equipment, medicines and blood to ensure the highest capacity in rescuing traffic accident victims and minimizing human losses in the event of traffic accidents.

The Prime Minister also requested to widely publicize on mass media the hotline number to receive people's feedback on traffic order and safety, and coordinate to promptly resolve and overcome traffic incidents and accidents.

Organize the launch of the Traffic Safety Year 2020 with the theme "If you drink alcohol, do not drive" and ensure traffic order and safety during the Lunar New Year and Spring Festival 2020 in early January 2020, the dispatch stated.
