(Baonghean.vn) - The Government has just issued a Decree on the development and management of social housing, which stipulates conditions for preferential loans to buy or rent social housing; build new or renovate and repair houses for living.

According to the provisions of the Decree, subjects eligible for preferential loans to buy, rent, hire-purchase social housing; build new or renovate, repair houses for residence include: people with revolutionary contributions; low-income people, poor and near-poor households in urban areas; workers working in enterprises inside and outside industrial parks; officers, professional non-commissioned officers, technical non-commissioned officers, professional soldiers, workers in agencies and units of the People's Public Security and the People's Army; cadres, civil servants and public employees according to the provisions of the law on cadres, civil servants and public employees.

With a minimum loan term of 15 years, the maximum loan amount is equal to 80% of the contract value for buying, renting, or leasing a house; 70% of the estimated value or loan plan in case of new construction or renovation or repair of a house, with preferential loan capital at the Bank for Social Policies... borrowers have been supported by the state in both interest rates and loan terms.

According to the list of procedures and conditions for borrowing capital, many people who are eligible for support are confused, because there are more than 10 conditions that must be satisfied to be considered a valid loan application. Among them, the condition: "having sufficient documents as prescribed" is unclear. Or the condition of having a Certificate of land use rights, house ownership rights and other assets attached to land in the locality where permanent residence is registered; having a design, estimate or cost calculation plan according to the provisions of the law on construction... also "puzzles" borrowers. Because many people who rent or buy houses in other areas other than their place of residence will have a hard time applying for this procedure at their place of residence, in addition, many real estate project investors do not have complete procedures for tenants and buyers when they have not paid in full, creating a situation of "pushing" conditions for people who need to buy or rent social housing.

The requirement is that the documents guiding the implementation of the Decree need to thoroughly resolve and simplify administrative procedures... to truly help remove difficulties and obstacles for both project investors, lenders and borrowers while implementing this humane policy into practice.
