The National Center for Hydro-Meteorological Forecasting said that on the afternoon of November 21, the cold air mass from the North continued to move south and affected the northern provinces from November 23.

Due to the influence of cold air, from the afternoon of November 23, there will be scattered rain in the North and Thanh Hoa. From November 24, there will be rain, moderate rain, heavy rain in some places and scattered thunderstorms in the provinces from Nghe An to Thua Thien - Hue. The wind will change to the northeast at level 3 inland, level 4 - 5 in coastal areas.
From the afternoon of November 23, in the Gulf of Tonkin and the northern East Sea (including the waters of the Hoang Sa archipelago), there will be strong northeast winds of level 6 - 7, gusting to level 8 - 9. The sea will be rough. Waves will be 2 - 4m high.
From the night of November 23, in the Northern provinces, the weather will turn cold, with some mountainous areas experiencing severe cold with the lowest temperature commonly ranging from 14-17 degrees Celsius, mountainous areas 12-15 degrees Celsius, and high mountainous areas with some places below 11 degrees Celsius.
Hanoi area from the night of November 23 will have rain, the weather will turn cold with the lowest temperature commonly 15 - 16 degrees Celsius.
According to experts from the meteorological forecasting agency, this is the second cold spell of the 2016-2017 winter season and has the same intensity as the first cold spell of the winter due to cold air flowing into our country on November 8.
From November 23 to 25, it will be cloudy with rain. On November 26 and 27, it will be sunny, so it will be cold mainly at night and in the morning.
