Along with training party members, screening and handling party members who violate the law, should we "pave the way" for party members who are no longer devoted to the Party...
As the fight against corruption becomes increasingly fierce, there is almost no day that goes by without Party members violating from the commune, district to provincial/city levels, and even the Central level being disciplined and expelled from the Party.
Reality shows that most of the cadres and Party members who have been disciplined in recent times have shown signs of political and moral degradation, the primary cause of which is their own lack of self-cultivation and training, reduced fighting spirit, and forgetting their responsibilities and duties to the Party and the people. Many Party members have not been able to overcome their small egos, succumbing to trivial material temptations, turning themselves into slaves of money and power, leading to corruption, abuse of power, and disunity.
Another reason is that the work of inspection, supervision, and discipline maintenance in many places and at many levels is not regular and rigorous. For many reasons, the Party organization has not been able to manage its Party members, has not had sufficient and necessary measures to manage them, and has loosened the management of Party members.
During the Party Congresses, our Party has repeatedly pondered over this issue. Right from the 7th Mid-Term Conference in 1994, the issue of ideological and moral degradation was mentioned by our Party.
The 4th Central Resolution of the 11th tenure also pointed out that “a significant number of cadres and party members, including those in leadership and management positions, including some senior cadres, have degraded in political ideology, morality, and lifestyle with various manifestations of fading ideals, falling into selfish individualism, opportunism, pragmatism, chasing after fame, money, status, localism, corruption, waste, arbitrariness, lack of principles...”.
At the 12th Congress, the Party emphasized that the risk of ideological, moral and lifestyle degradation among a number of cadres and Party members has not been prevented or pushed back, but is present and in some cases more serious. This is a direct risk leading to the survival of the Party and the regime.
Previously, public opinion was still worried about where "a not small number of degraded cadres and party members" were, and it was difficult to "name and shame". But since the 12th Congress, with the determination of our Party and the Party leader to build and rectify the Party, "a not small number of degraded and degenerate cadres and party members" is no longer a question in public opinion, but has become increasingly apparent. The "not small number" is clearly pointed out to each individual and collective who has committed violations. Anyone, whether incumbent or retired, "big official" or "small official", who has violated the law will be brought to justice carefully, fairly and strictly before the law.
From 2011 to 2017, the entire Party screened and removed 50,938 party members from the Party by deleting their names, of which 38,519 were removed due to violations, not to mention 12,499 party members who were disciplined and expelled from the Party. The screening, screening, and removal of those who are no longer qualified to be party members from the Party has tended to increase, with 6,005 party members in 2011, 7,413 party members in 2013, 6,458 party members in 2015, and 9,822 party members in 2017...
In a recent meeting, the General Secretary and President recalled that in the August Revolution of 1945, the country had a population of 25 million, including 5,000 party members, but the Party led the revolution successfully. Currently, the country has more than 90 million people, including about 5 million party members. The party members are numerous but not strong, precisely because of the quality of party members.
To overcome the current situation of “many but not strong”, it is necessary to first do a good job of training and recruiting Party members to select those who truly have moral qualities, are exemplary leaders, are absolutely loyal to the Party and the country, and are worthy of being truly loyal servants of the people. Party members in the Party organization should have sanctions to manage, especially those in positions of authority, so that the higher the position, the more exemplary they must be.
Second, each Party organization must have Party member management, must do a good job of educating and training Party members, screening and handling Party members who violate the law. Because if this is not done well, the consequences of lax Party member management are very serious, not only losing Party members but more importantly, losing the Party's prestige and the people's trust in the Party.
Along with that, for those whose ideals have faded, who are not enthusiastic about the Party organization, and who feel they cannot meet the Party's requirements, should we "pave the way" for them to voluntarily leave the Party with honor?
Recently, at a meeting to give opinions on the issuance of the Secretariat's Directive on improving the quality of Party membership admission, General Secretary and President Nguyen Phu Trong also pointed out that if the Party is to be strong, first of all, each Party member must be good.
The Politburo has also issued Regulation No. 179-QD/TW on the inspection and supervision of cadre work to enhance the Party's leadership capacity, fighting strength, solidarity, and maintenance of Party discipline and order in cadre work. It clearly stipulates that cadres and party members must regularly self-examine and evaluate their strengths and weaknesses in their work and cultivate and train their moral qualities and lifestyle. The regulation also emphasizes that the Party organization supervises cadre work within the scope of leadership, management, and assigned fields or according to assigned functions and tasks.
The Party's regulations and the direction of the General Secretary and President will certainly make the work of screening and detecting Party members who violate the law more and more effective, so that our Party will become increasingly clean, strong, and worthy of being a loyal servant of the people, as the head of our Party once emphasized, "It is better to have a few but good Party members than a large number but not strong, just in name only..."./.
