Tu "bragged" that he knew many officials in the Department of Internal Affairs so he could "run" into the state payroll at a "soft" price.

On May 11, the Hanoi People's Court opened a trial and sentenced defendant Pham Thi Tu (54 years old, residing in Quoc Oai, Hanoi) to 12 years in prison for fraud and appropriation of property and 2 years in prison for forging seals and documents of agencies and organizations. The total sentence is 14 years in prison.

According to the prosecution, taking advantage of her acquaintances, Pham Thi Tu used deceitful tricks to appropriate money from many people. Accordingly, Tu "bragged" that she knew many officials in the Department of Internal Affairs, so she could "run" to become a state official in the civil service education sector at a "soft" price, only from 100 - 170 million VND/place.

At the end of 2013, Tu knew that Ms. Nguyen Thi Q. (25 years old, living in Thach That, Hanoi) was teaching on contract at an elementary school. Tu "advertised" that there was a position for a state civil servant in the education sector, without having to take an exam, but only needed to spend 100 million VND.

Trusting and in need of "running" a job, Ms. Q. gave Tu 100 million VND. After receiving the money, the subject used part of this money to bribe and forge decisions on the official appointment of Ms. Q. to the civil service.

However, after many days of holding the decision in hand but still not seeing any job transfer, suspecting that she had been scammed, Ms. Q. reported it to the police.

During the investigation, the police clarified that from May 2013 until his arrest, with the same method, Tu had appropriated from 5 other victims an amount of up to 700 million VND.
