(Baonghean) - In recent years, with the attention and support of the Party Committee and government, the integration of funding sources and projects from the province and the Central Government, the lives of fishing villagers have changed a lot.

Some resettlement areas for people living along the Lam River have been basically completed, creating conditions for people to settle down on shore and start a new life. However, to continue helping people in fishing villages stabilize their lives, it is necessary to enhance the role of Party committees, authorities, and organizations.

Ensuring the stability of organizations and unions

Previously, Hoa Lam hamlet was known as a small area at the end of Hung Hoa commune (Vinh city) - where fishermen lived. People mainly worked as small-scale fishermen, with unstable income. The hamlet did not have a party cell, and organizations operated loosely. However, with the attention of local authorities and the strengthened political system, the lives of the people in Hoa Lam fishing village have changed a lot.

Ms. Hoang Thi Thuyet - Secretary of the hamlet Party Cell said: Hoa Lam has 60 households and 200 people. Since the Party Cell was established with 5 members, the mass organizations in the hamlet have been operating quite smoothly, with internal solidarity and cohesion. Therefore, the hamlet's movements and activities have improved a lot.

Evidence is that Hoa Lam is a unit that must be relocated and has no policy to mobilize internal resources to build a new rural area. However, in the past 5 years, with the motto "Whatever is beneficial to the people must be done", the Party cell has advised on the construction of a new hamlet cultural house; mobilized people to contribute over 200 million VND to build over 560m of concrete roads in the hamlet according to the new rural criteria; upgraded a residential road that was eroded by a storm with a total value of 120 million VND.

Cultural, artistic and sports movements are maintained and developed. For many years, no one had a third child. The rate of cultural families reached over 92% and sports families reached 86.9%.

Thanks to the movement of exporting labor abroad, along with other jobs besides fishing such as construction, carpentry, etc., the people's economy is quite stable, the average income per capita increased by 15%. It is the unit with the lowest poverty rate in the commune, and is a drug-free area chosen by the Provincial Police to build a model of "peaceful fishing village".

Mr. Tran Cao Cuong - Vice Chairman of Hung Hoa Commune People's Committee said: After the Party cell was established and promoted its "core" role in leadership and direction, mass organizations were consolidated and strengthened, all movements in the fishing village were maintained stable. The Party cell achieved exemplary exemplary Communist Party for 5 consecutive years, mass organizations operated effectively, and achieved excellent titles every year. For example, the Women's Union was commended for implementing the 5 no, 3 clean model, the Farmers' Union was selected as a model to build a "clean drug" model...

In the resettlement area of ​​Dang Son fishing village - Do Luong (including residents of hamlets 6 and 7), when they first moved to resettle, there were less than 70 households. Therefore, they did not meet the conditions to establish a new hamlet according to Circular 04 of the Ministry of Home Affairs (the conditions for establishing a new hamlet in the delta region must have 200 households or more), so even though they had moved to a new place, people still lived in their old place. The situation of "people in one place, living in another" caused difficulties in management and affected the quality of life of branches and organizations.

Mr. Nguyen Cong An - Deputy Head of the Organization Board of Do Luong District Party Committee said: Faced with the above situation, to consolidate the political system in fishing villages, especially in resettlement areas, Do Luong District Party Committee has directed the Party Committee and authorities of Dang Son commune to find solutions to establish party cells and consolidate mass organizations in fishing villages.

And after many efforts, in May 2016, Dang Son Commune Party Committee established party cells in hamlets 6 and 7. Although it was established not long ago, hamlet 6 party cell has 1 party member preparing to be admitted, and hamlet 7 party cell has introduced 1 party member to study for the party position as the Secretary of the Youth Union branch.

Mr. Chu Van Hoa - Head of the Front Committee of Hamlet 6 - one of the households that was given favorable conditions to resettle on the shore, excitedly expressed: "We, the fishermen, have been drifting on the river for generations, making friends with the boat and the river, without a single piece of land to plant our poles. Since 2012, the Party and the State have been interested in creating favorable conditions for us to go ashore, and have been interested in perfecting and consolidating the political system, and participating in mass organizations. We are extremely happy and grateful. Especially since the day the Party cell was established, it has connected the village and neighborhood relationships; led and directed the people to stabilize their lives, strive to eliminate hunger and reduce poverty...".

Coming ashore for stable resettlement from 2007 - 2008 under the project of arranging residents in extremely difficult areas of the Provincial People's Committee, at first, the political system of Ta Lam fishing village in Nam Loc commune (Nam Dan) with 69 households was zero: no party cell, no hamlet executive committee, no association or mass organization.

All policies from top to bottom and the situation of the hamlet are connected through Mr. Nguyen Van Ninh - over 60 years old, a prestigious person in the hamlet "contracted" by the Nam Loc commune government to work as a hamlet chief and is "spontaneously" paid.

At the same time, assign an additional comrade in the Party Committee of the commune to be in charge of directing the point to support. Realizing that the lack of a political system makes the administrative management of the commune government encounter many difficulties, the implementation of policies and mass mobilization work is not synchronized, while the number of households is not enough to establish a new hamlet according to regulations, the Nam Loc commune government has merged households in the resettlement area of ​​the fishing village into hamlet 5. Thanks to that, people's lives have gradually stabilized, people enthusiastically participate in cultural and sports movements and emulation movements at the grassroots level...

Difficulties in party development work

Although the political system has been consolidated and perfected, and Party cells have been established, due to the hardships of life, lack of stable jobs, and lack of land for production, many households, although ashore, still make a living by fishing or working here and there, so state management as well as discovering and nurturing "nuclei" to introduce Party cells in fishing villages still face many difficulties. Many fishing village Party cells are always in a state of struggling to find resources.

Ms. Nguyen Thi Thuyet - Secretary of the Hoa Lam fishing village Party cell (Hung Hoa commune) worries: Currently, the weakest link in the village's political system is the youth union. Most of the children do not go to university or college after finishing school, but go to work abroad, so it is difficult to maintain activities or organize activities, not to mention finding sources of training and recruiting party members. Even the position of village youth union secretary must be strengthened every year.

As for the fishing villages in Dang Son commune (Do Luong), although Party cells have been established, they are mainly reinforced by commune officials and civil servants, even the Party cell secretaries are commune officials, and local resources are very limited. For example, Party cell 6 has 4 Party members, all of whom are reinforced commune officials, not local people. Party cell 7 has 5 Party members, of which 4 are reinforced commune officials.

Ms. Nguyen Thi Thanh Nga - an officer of the Dang Son Commune Party Committee Office, Secretary of Party Cell 7, said: Finding factors to train and recruit party members in fishing villages is very difficult because in addition to the problem of unstable jobs and income, people's capacity, education level and awareness are still limited. Increasing the number of cadres and civil servants to establish party cells is also a temporary solution to lead and direct general movements. Because if the party cell secretary and party members in the party cell are not local people, it will be difficult to closely follow and grasp the situation in the village or promptly handle arising situations...

In some places, the source of competent cadres for associations and unions in fishing villages is also a difficult problem, because there is no land for production, fishing depends a lot on nature and weather, so young people and men in the village focus on working, leaving only the elderly and children at home... making a living so hard that they do not have time and are not very interested in participating in positions in associations and unions.

Currently, in the province, there are still a number of resettlement projects for fishing villages that have been "unfinished" for many years for many reasons, such as the investment project to build infrastructure for the resettlement area to move people from Hoa Lam fishing village out of the disaster area approved in 2013, the resettlement project for fishing villages in Khe Mu, Thanh Thuy and Trieu Duong communes, Thanh Lam commune (Thanh Chuong) since 2010... causing people to always live in a state of waiting, not feeling secure in settling down.

From the above reality, it can be seen that all levels and sectors need to organize surveys and fully assess the current situation to have more positive and timely solutions, ensuring the effective operation of the political system in fishing villages.

In addition, the Party Committee and the government need to develop policies to support vocational training for fishermen in the direction of developing additional jobs, providing guidance on farming and livestock techniques; coordinating training and job search... so that after settling ashore, fishermen can feel secure in developing production, improving their material and spiritual lives, and building a new, more progressive life./.
