On the morning of June 22, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee attended and gave a speech at the regular meeting of the Provincial People's Committee in June 2021. MANY INNOVATIVE THINKING IN MANAGEMENT

At the important conference to assess the socio-economic development situation, national defense and security work in June and the first 6 months of the year, as well as orientations for the coming time, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee gave an important speech, reviewing the situation in the past half year and pointing out some major orientations for the coming time.

The Provincial Party Secretary analyzed that 2021 is the first year to implement the Resolution of the Party Congresses at all levels, and at the same time carry out the extremely important task of great political significance, which is the election of deputies to the National Assembly and People's Councils at all levels for the 2021-2026 term.

However, the fourth wave of Covid-19 pandemic affected the whole country with very fast and complicated developments, including Nghe An. Although there were forecasts and preparations in advance, in early May, especially in mid-June, cases of infection in the community appeared and developed very quickly.

According to the Provincial Party Secretary, Covid-19 cases in the community are a test for the management, direction, and operation of the Party Committee, government, and the entire political system at all levels in the province.

In that context, the management work has been drastic, focused, key, closely following the scenario built from the beginning of the year with 12 task groups, 145 specific tasks. The Provincial People's Committee has established 5 working groups led by Vice Chairmen of the Provincial People's Committee to regularly review, inspect, urge, and remind implementation.

The province is really determined, focused, and key in implementing the year of promoting the responsibility of leaders in handling administrative procedures according to the motto "fast, correct, effective" which has brought about practical results. The Provincial Party Secretary assessed that the spirit of consulting has changed from the direction of "explaining, justifying" to the direction of "solution and resolving" is very correct; thereby overcoming the disease of pushing, beating around the bush, and not daring to advise.

The spirit of focus and key points is also reflected in the process of preparing for the new phase of public investment in the province, which is no longer scattered. Specifically, in this phase, for newly started projects, there are only 26 projects with central capital, 126 projects with local capital; in addition, 60 projects with central capital and 172 projects with local capital are transferred according to regulations (of which, 106 projects with local capital have been transferred in 2021).

The number of projects has decreased by 65% ​​in the new phase, which has contributed to a significant increase in investment per project. In the structure of public investment capital in the new phase, the province also allocated nearly 50% to implement 12 key projects.

The Provincial Party Secretary also assessed that the province has made great efforts in preventing and fighting the epidemic and has now mastered the Covid-19 epidemic situation. Thereby, he shared the difficulties and hardships of the forces of the health sector, the police... who have been working hard on the front lines during the past time.

Summarizing the results achieved, comrade Thai Thanh Quy emphasized: From that effort, the province has achieved very special results in socio-economic development in the first 6 months of the year, and at the same time successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

Nghe An: GRDP growth rate in the first 6 months of the year ranked 14th/63 nationwide

(Baonghean.vn) - Despite many difficulties due to the impact of the Covid-19 epidemic, the province's GRDP growth rate in the first 6 months of the year is still estimated at 7.58%/scenario 7.61%; ranked 2nd in the North Central region, ranked 14th out of 63 provinces and centrally-run cities.

“The provincial political system is operating relatively well, meeting developments, requirements and demands in the first 6 months of the year; at the same time, the spirit of solidarity and unity is promoted; thinking in management has many innovations and changes,” the Provincial Party Secretary concluded.

TOP AND BOTTOM MUST BE UNCONSISTENT

In the last 6 months of this year, comrade Thai Thanh Quy assessed that the situation still has many challenges, such as the complicated developments of natural disasters and epidemics, of which the biggest and most urgent challenge is the Covid-19 epidemic; economic activities are forecast to be difficult due to the epidemic, the prices of raw materials and some types of goods are increasing. In addition, the province is preparing to carry out a number of major tasks such as the provincial defense zone drill; focusing on disbursing public investment capital.

Therefore, the Provincial Party Secretary emphasized that the work of preventing and fighting the Covid-19 epidemic must continue to be implemented in the spirit of: "Timely, drastic, synchronous and relying on people's strength".

However, from the reality of the recent confusion in some localities, the head of the Provincial Party Committee noted that it is necessary to review the epidemic prevention and control scenario; to be prepared so that when a situation occurs, one is not passive or confused but must handle it quickly and promptly.

The Provincial Party Secretary pointed out: The head of the Party Committee must take responsibility and not leave the work of preventing and fighting the Covid-19 epidemic to the government.

“Government is action, but the policy, spirit, and guiding measures must come from the head of the Party Committee,” said Comrade Thai Thanh Quy, and requested that Party Committees at all levels assign each comrade in the Standing Committee and Party Executive Committee to be in charge of directing each specific area; in any area where there is confusion, the comrade in charge of the Standing Committee or Executive Committee must take responsibility. In addition, the entire political system must join hands in preventing and fighting the epidemic.

The police force in the whole province must continue to be the pioneer in investigating and tracing the Covid-19 epidemic. In addition to professional measures, the police force must coordinate with relevant functional agencies, combine the use of technology to serve the tracing, consolidate documents and fight against those who make false statements; implement as the Central's viewpoint thoroughly, consider the investigation and tracing as a case to mobilize professional departments to implement.

Along with that, communication information on Covid-19 prevention and control must be accurate, timely, concise, clear, ensuring procedures, avoiding information disruption, affecting people's psychology and ideology.

Regarding socio-economic development in the last 6 months of the year, especially in the difficult context, Provincial Party Secretary Thai Thanh Quy pointed out that it is necessary to be united, united, synchronized, and have the same goals.

Director of Nghe An Department of Health: '40 - 50 households set up a Covid-19 tracing team in the community'

“The top and the bottom must work together; if the top moves but the bottom does not move, the task cannot be completed; if the bottom encounters difficulties and obstacles and the top does not resolve them, the task cannot be completed,” the head of the Provincial Party Committee analyzed. The province’s viewpoint is to resolutely not change or adjust this year’s development goals; it is necessary to review and find solutions, “in difficult times, ingenuity emerges” to complete the set goals.

The Provincial Party Secretary also emphasized the need to be “persistent, steadfast and resolute. Specifically, persistently implement, stick to groups of solutions, be creative in achieving the goals; persistently implement methods that have been proven to be correct, effective, and accurate in the process of performing tasks, and have been recognized by the people. Finally, we must be resolute, that is, anyone who goes against methods that have been proven effective must be reminded, and if they continue to recur, we will monitor, inspect, check, and resolutely handle them. Along with that, we must proactively change our thinking and approach to maximize the resources of the Central Government and other resources to effectively serve the development process.
