The recent implementation of administrative unit rearrangement steps shows that the entire political system in Nghe An has performed well from the stage of building scientific and effective plans, creating high consensus among cadres and people of all walks of life.
In addition to the achieved results, this work has revealed shortcomings and limitations. That is, some district-level Party committees and authorities have not really paid attention to directing and guiding commune-level Party committees and authorities; have not focused on propagating and mobilizing people to implement major policies and consider it as the task of the commune level. This has led to 6 units achieving a relatively low consensus rate compared to the general level of the whole province during the process of collecting voters' opinions.

In particular, some localities have proposed in writing to rename administrative units after the reorganization after the Master Plan has been submitted to the Provincial Party Committee and Provincial People's Committee for approval. Some localities have proposed mechanical and forced ways of naming administrative units, creating mixed public opinions. The most typical are the reactions of the people such as the plan to name administrative units when merging two communes: Quynh Hau and Quynh Doi of Quynh Luu district.
According to the initial plan proposed by the People's Committee of Quynh Luu district after the administrative unit arrangement, the two communes: Quynh Doi and Quynh Hau were expected to be named Quynh Doi commune. However, during the implementation process, the majority of people in Quynh Hau commune did not agree on the name of Quynh Doi commune, while the majority of people in Quynh Doi commune also wanted to keep the name Quynh Doi commune. During the implementation, Quynh Luu district also planned some new names such as Doi Hau, Quynh Phu, Quynh Huong, Quynh An to name the new administrative unit. However, public opinion did not agree with the above names. In particular, when the district planned to name the new commune Doi Hau, it created a wave of reactions from officials and people, including leaders of different periods, intellectuals and scholars inside and outside the province.

Many opinions suggest that it is necessary to continue studying the specific factors of the two communes of Quynh Doi and Quynh Hau to select and develop more suitable plans in the next phase. Therefore, the Provincial Steering Committee for Administrative Unit Arrangement has decided not to proceed with the arrangement of these two localities in the period of 2023 - 2025.
Regarding the above issue, the Steering Committee for the arrangement of commune-level administrative units of Quynh Luu district explained that one of the reasons is that the district and commune have not yet fully assessed and predicted the nature, level of difficulty and complexity in the arrangement of the two communes. The leadership and direction of the Party Committee, government, sectors and organizations of the two localities have not been good at times.
Directly reporting to the Provincial Party Committee Standing Committee, Quynh Luu District Party Committee Secretary Hoang Danh Lai - Head of the Steering Committee for the arrangement of commune-level administrative units of the district said: The district has organized a review from the Steering Committee, the District Party Committee Standing Committee, the District Working Group and the Party Executive Committee, the Steering Committee for the arrangement of administrative units of the two communes of Quynh Doi and Quynh Hau. Thereby, clearly identifying subjective and objective causes and drawing experience right from the leadership and direction; especially the propaganda and mobilization work to seek consensus from cadres and party members in the most appropriate way.

Director of the Department of Home Affairs Nguyen Viet Hung, when answering questions from the Provincial People's Council delegates about the work of arranging administrative units at the recent 21st Session, said: First of all, we must focus on propaganda and mobilization so that people understand the policies. Currently, Nghe An is waiting for the Standing Committee to review and issue a Resolution on the arrangement of administrative units at district and commune levels for the period 2023 - 2025 in the province for implementation. Meanwhile, the time requirement is extremely urgent.
Recently, at the question and answer program at the 36th Session of the National Assembly Standing Committee held on August 21, Minister of Home Affairs Pham Thi Thanh Tra said: The arrangement of administrative units at district and commune levels in the period of 2023 - 2025 must be completed before October 2024 so that localities can prepare to organize Party Congresses at all levels for the term 2025 - 2030; towards the 14th National Party Congress, in which the grassroots level will implement in the first quarter of 2025.

Thus, the actual time to carry out the entire administrative unit arrangement process is only about 2 months. The requirement for all levels of the province is to carry out a huge amount of work including: Perfecting the organizational structure of agencies and organizations in the political system in the newly formed administrative units after the arrangement; Arranging and resolving policies for cadres, civil servants and public employees, ensuring the right subjects, publicity, transparency, compliance with the Party's guidelines and policies, and legal regulations;
Review, adjust, and update land use planning and plans to serve the rearrangement and handling of headquarters; balance and arrange budget sources to invest in repairing, renovating, and upgrading working headquarters, serving the operations of administrative units formed after the rearrangement in accordance with the planning and actual conditions of the locality; Create favorable conditions for businesses and people in converting documents due to changes from the rearrangement of administrative units; ...

Speaking at the 21st Session of the 18th Provincial People's Council, Secretary of the Provincial Party Committee, Chairman of the Nghe An Provincial People's Council Thai Thanh Quy emphasized: The results of developing and submitting the project to the Central Government are only the first step, the important issue is the organization of implementation after the projects are approved. With that nature, first of all, continue to actively carry out propaganda work with appropriate content, forms, methods, means, and forces, promote the spirit of setting an example in propaganda so that cadres, party members and people of all walks of life understand, unify, and support the policy of arranging administrative units.
The arrangement of administrative units is a major and very important policy of our Party and State. This is a difficult and complicated task, requiring great political determination and the participation of the entire political system from the province to the grassroots level; at the same time, it must be done methodically, strictly, scientifically, ensuring "people's satisfaction". From there, continue to carry out the assigned tasks, ensuring the right progress in the arrangement of administrative units in the period of 2023-2025.
