(Baonghean.vn) - On the afternoon of September 16, Nghe An Department of Transport organized a signing ceremony with freight transport businesses, mineral mine owners, and cargo loading and unloading units not to transport or load goods onto oversized or overloaded vehicles.The conference was chaired by comrade Nguyen Que Su - Deputy Director of the Department.

Attending the event were the Office of the Provincial Traffic Safety Committee; Department of Transport Management; Department of Traffic Infrastructure; Department Inspectors; Team leaders of regional Traffic Inspection Teams; and units engaged in transporting goods by car, mineral mine owners, and cargo handling units in the North and Northwest of Nghe An.

Overview of the conference

Recently, the Department of Transport has coordinated with the Provincial Police and People's Committees of districts, cities and towns to implement many measures and solutions to control the load of freight vehicles operating on roads in Nghe An province such as: Putting Mobile Vehicle Load Inspection Station No. 15 into operation; establishing many inspection teams to handle vehicles violating load and size limits... Thanks to that, the situation of cargo vehicles exceeding the load and size limits allowed to operate on roads in the province has decreased by over 90% compared to the time before April 1, 2014.

However, besides some businesses and transport business units that are very conscious about loading and unloading goods onto vehicles, complying with regulations on load and size limits of automobiles, there are still some businesses and units that have not really taken action, for short-term benefits, they still violate regulations on loading and unloading goods onto vehicles, on the size of the vehicle's walls and trunk; when there is a lack of functional forces, they still carry overloaded and oversized goods.

Aiming to completely eliminate the situation of trucks carrying goods exceeding the permitted load and size limits by the end of 2016 under the direction of the Government and the Ministry of Transport, Nghe An Department of Transport organized a signing ceremony of commitment with truck freight transport businesses, mineral mine owners, and cargo loading and unloading units not to carry or load goods onto vehicles that are oversized or oversized.

Speaking at the conference, comrade Nguyen Que Su - Deputy Director of the Department of Transport requested the Department's Inspectorate to strengthen solutions and measures to inspect and control vehicle loads, focusing on inspection, control and handling according to regulations; road management units coordinate effectively with local authorities and functional agencies in the work of protecting road traffic infrastructure.

Enterprises and units, especially some transport enterprises, owners of construction material mines, mineral mines, construction material factories, forest owners, etc., must strictly implement the contents of their commitments to the Department of Transport; educate all officers, employees and drivers of the unit on self-consciousness in complying with the law on transport, especially the regulations on transporting goods by car; coordinate with media agencies and local authorities to propagate and disseminate to other units and enterprises that do not participate in this Conference the provisions of the law on transport, especially the transport of goods by car. Violations will be strictly handled according to the provisions of Decree 46/2016/ND-CP dated May 26, 2016 of the Government.

Commitment content:

1. When operating oversized, overweight cargo vehicles and tracked vehicles on the road, the following regulations must be followed:

a) Have a license to operate oversized, overweight cargo vehicles and tracked vehicles on the road issued by a competent authority.

b) Comply with the regulations stated in the vehicle circulation license.

2. Do not carry goods exceeding the load and size limits allowed by the bridge or road without a circulation permit issued by a competent authority.

3. Do not carry goods exceeding the allowable load stated in the vehicle's Technical Safety and Environmental Protection Inspection Certificate.

4. Do not extend the vehicle's body or arbitrarily modify the vehicle's structure, shape, or size in a manner inconsistent with the manufacturer's design or the modification design approved by a competent authority.

5. Do not assign or allow employees to operate vehicles that violate regulations on transporting oversized or overloaded goods;

6. Always comply with the inspection and control of the authorities on duty.

7. Comply with other relevant legal provisions on transporting goods by car.

8. Responsible for monitoring and supervising the loading of goods on vehicles; responsible and subject to penalties for violations of loading goods exceeding the permitted tonnage (carrying volume) recorded in the Certificate of technical safety inspection and environmental protection of automobiles.
