In an effort to build a clean and strong Party organization, Nghe An province has intensified inspection, supervision, and disciplinary work, considering it a "sharp sword" to protect the Party's prestige and strengthen people's trust. With the motto "targeted inspection, broad supervision," the Nghe An Provincial Party Committee has not only promptly detected and prevented violations but also affirmed its determination to combat corruption, providing valuable practical lessons in Party building and protecting the strength of the political system.

Recently, in Nghe An province, a series of serious violations by officials at the provincial, district, and commune levels have been discovered and severely punished.
A typical example is the land management violation in Cua Lo town, where high-ranking local officials abused their positions for personal gain, causing public outrage. Due to this violation, the Standing Committee of the Nghe An Provincial Party Committee decided to expel from the Party the following comrades: Doan Tien Dung - Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Cua Lo town; Nguyen Chi Nguyen - Member of the Town Party Committee, Head of the Justice Department (formerly Head of the Finance and Planning Department), People's Committee of Cua Lo town; and Nguyen Duc Lam - Chairman of the People's Committee of Nghi Tan ward.
Mr. Hoang Hai Dang, a resident of Nghi Huong ward (Cua Lo town), expressed his agreement with the strict disciplinary measures. He emphasized that this disciplinary action contributes to purifying the Party and restoring the people's trust in the Party's leadership role, as well as the strictness of the law.
In the mountainous district of Quỳ Hợp, inspection and supervision work has also yielded noteworthy results in rectifying violations. Trần Đức Lợi, Vice Chairman of the Quỳ Hợp District People's Committee, was expelled from the Party for seriously violating Party regulations and State laws in performing his assigned duties and responsibilities, in the fight against corruption and negative practices; violating regulations on what Party members are not allowed to do and the responsibility of setting an example.
Comrade Cao Duc Trung, Permanent Deputy Secretary of the Quy Hop District Party Committee, emphasized that allowing corruption and negative practices to occur is the responsibility of both the Party organization and the local government, not just an individual. The Party committee and government have learned very deeply from this experience and will continue to review regulations on personnel work, from planning, promotion, and appointment, and especially on officials holding important positions as heads of departments, agencies, and mass organizations.

In Nghia Dan district, many negative incidents were discovered and handled in 2023. Thanks to the strict inspection and supervision of the Provincial Party Committee's Inspection Commission, errant Party organizations and members were severely punished. The District Party Committee's Inspection Commission recommended the recovery of nearly 235 million VND of budget funds misused in construction and regular expenditures. Comrade Nguyen Nam Phuong, Chairman of the Nghia Dan District Party Committee's Inspection Commission, affirmed that the District Party Committee is determined to strictly implement supervision, especially in areas prone to violations.
In Hoang Mai town, a border region of Nghe An province, inspection and supervision work not only focuses on handling violations but also proactively prevents them from occurring early on. In 2022, the Town Party Committee's Inspection Committee discovered and investigated signs of violations at the Quynh Loc Commune Party Committee in land management, construction order, and finance. Based on these findings, the Commune Party Committee quickly reviewed the situation, determined responsibilities, and planned corrective measures, while also strengthening comprehensive management. Thanks to decisive leadership, Quynh Loc recovered misappropriated funds, enforced the demolition of illegal constructions, and successfully dismantled 14 structures encroaching on traffic corridors. Land management was also tightened at the grassroots level, helping the commune effectively prevent new violations.

To ensure effective inspection and supervision and prevent violations from afar, Comrade Ho Sy Tung - Member of the Standing Committee and Chairman of the Inspection Committee of Hoang Mai Town Party Committee - stated: The Inspection Committee of the Town Party Committee has proactively advised the Town Party Committee to issue important directives such as Directive No. 09 on strengthening planning and urban management and Directive No. 10 on accelerating the issuance of land use right certificates. Along with that, the town has strengthened continuous supervision throughout the entire political system, emphasizing the early detection of minor violations to prevent larger ones. Supervision is carried out through reports from all levels, political and social organizations, and working sessions between higher and lower levels, helping to promptly detect and handle signs of violations at the grassroots level. The Inspection Committee of the Town Party Committee always requires clear conclusions so that the inspected entities can thoroughly rectify the issues.
At the quarterly review meeting on inspection and supervision work for the first quarter of 2024, organized by the Central Inspection Committee in Nghe An, the comrade Hoang Van Tra, Deputy Chairman of the Central Inspection Committee, emphasized: “Regular monitoring is crucial to detect early signs of violations by Party organizations and members in sensitive areas and fields prone to corruption and negative practices, such as personnel work, land management, public investment projects, and manifestations of ideological and political degradation, moral decay, and lifestyle issues. At the same time, Party committees and inspection committees at all levels need to strengthen thematic supervision. This is a very important activity, a first step to address any errors and propose corrective measures.”

Under the direction of the Central Committee, the Secretariat, and the Central Inspection Commission, during the 2020-2025 term, the Nghe An Provincial Party Committee focused on comprehensively and effectively directing the work of inspection, supervision, and disciplinary enforcement within the Party. The Standing Committee of the Provincial Party Committee issued Project 13-DA/TU, dated January 4, 2022, on improving the quality and effectiveness of regular supervision by Party committees, Party building departments, the Provincial Party Committee Office, and the Provincial Inspection Commission during the 2021-2025 period.
The entire province inspected and supervised nearly 6,000 Party organizations and more than 9,700 Party members. All violations were handled strictly, with 21 organizations and 2,930 Party members disciplined. Regular and timely inspections and supervision have contributed to building a clean political system, meeting the people's expectations for a strong, serious, and fair leadership apparatus.

Since the beginning of the 13th Party Congress term, the work of inspection, supervision, and disciplinary enforcement within the Party has been strengthened with the motto "handling one case serves as a warning to an entire region and sector," and "no forbidden zones, no exceptions, regardless of who the person is." As a result, 32 officials under the Central Committee's management have been considered for dismissal, retirement, resignation, removal from office, or reassignment to other positions, including 7 Politburo members, 1 Secretariat member, and 10 Central Committee members. This achievement once again affirms the Party's strictness and decisiveness in enforcing discipline, showing no tolerance for any wrongdoing.

The Resolution of the 13th National Congress of the Party set an important goal: "to create a strong transformation in the awareness, responsibility, and political determination of the entire Party regarding Party inspection, supervision, and discipline." From there, the central task throughout the term was clearly defined as "continuing to strengthen Party building and rectification, building a socialist rule of law state and a clean and strong political system." To realize this goal, improving the quality and effectiveness of the Party's inspection and supervision work has become an urgent requirement.

In response to this resolute spirit, during the 2020-2025 term, the Standing Committee of the Nghe An Provincial Party Committee directed Party committees at all levels and the Inspection Committee to seriously implement directives from the Central Committee, while also supplementing and adjusting regulations on Party inspection, supervision, and discipline to ensure strictness and effectiveness. A notable example is Directive No. 28-CT/TU issued by the Provincial Party Committee, which emphasizes the comprehensive leadership role in implementing inspection and supervision conclusions, along with recommendations from audits and inspections – core elements that help improve efficiency, accountability, and transparency throughout the entire political system.
The Standing Committee of the Provincial Party Committee and the Provincial Party Committee maintain a consistent stance: if there are violations or wrongdoings, they will be dealt with strictly and fairly, without exception.

Following this directive, the Standing Committee of the Nghe An Provincial Party Committee and the Provincial Inspection Committee proactively developed an annual inspection and supervision program, directing lower-level Party committees and inspection committees to implement it according to the motto "broad supervision, focused and targeted inspection." Inspection and supervision work focused on areas prone to violations, and prominent and pressing issues of concern to the Central Government and public opinion.
The results of inspections, supervision, and disciplinary actions against Party organizations, officials, and Party members who violate regulations are widely publicized in the mass media, contributing to strengthening the people's trust in the transparency and decisiveness of the Party in rectifying its ranks. At the same time, it creates conditions for the people to monitor and contribute to deterring, correcting, and preventing misconduct by officials, Party members, and civil servants within the political system.

Comrade Pham Trong Hoang, Standing Committee member and Chairman of the Inspection Committee of the Nghe An Provincial Party Committee, stated: The Provincial Party Committee and Party committees at all levels attach importance to and strengthen inspection and supervision work, with the motto "inspection must be targeted, supervision must be broad". Inspection work has focused on the implementation of resolutions, policies, and guidelines of the Party, thereby promptly identifying and addressing shortcomings and inadequacies in policies and their implementation.
Inspection work has also focused on areas prone to negative practices and violations such as leadership, resource and land management, financial and budgetary management, basic construction investment, and personnel work... Through this, violations are detected, warned against, prevented, and promptly handled, strengthening public trust.

Supervision has been expanded across many fields, contents, and subjects, using various forms of supervision. This has enabled timely correction and adjustment of necessary issues, thereby improving the effectiveness of implementing the Party's policies, resolutions, and directives.
Through continuous efforts in inspection and supervision, the Nghe An Provincial Party Committee has demonstrated its determination to build a clean and strong political system that meets the expectations of the people. This result not only strengthens confidence in the Party's integrity but also provides valuable lessons in combating corruption and preventing wrongdoing. The motto "targeted inspection, broad supervision" has helped the Nghe An Provincial Party Committee continue to improve discipline and order, transforming inspection and supervision into a "sharp sword" protecting the Party's prestige.

The inspection and supervision process has also played a crucial role in identifying and resolving bottlenecks and obstacles, helping the Party's resolutions to be effectively implemented in practice. Through inspection and supervision, Party committees at all levels promptly identify shortcomings in the implementation process, thereby proposing appropriate adjustments and overcoming existing problems and limitations. Besides addressing violations, inspection and supervision also facilitates the supplementation and adjustment of policies and directives, helping the Party's resolutions achieve their set goals, while simultaneously enhancing the transparency and trustworthiness of the Party organization in the eyes of the people.
Practical experience shows that the innovation of leadership and governance methods, coupled with Party building and rectification in Nghe An in particular and the whole country in general, has made a significant contribution to national development and enhanced the people's trust. This is a solid foundation for protecting the Party's leadership in the new era – "the era of the Vietnamese nation's resurgence!"
Speaking at the opening session of the 8th Session of the 15th National Assembly, General Secretary To Lam emphasized: “The world is in a period of epochal change, and the country is also standing at a historical threshold to enter a new era, an era of national resurgence. The pressing realities of the country are raising urgent issues that need to be addressed, and the people are waiting and expecting decisions from the Party, the State, and the National Assembly.”
