Part 1: Overcoming the situation of 'resolutions are good but implementation is difficult in every way'
The Party’s resolutions are the “compass” in leading local development, but making those decisions “come to life” is a big challenge. In Nghe An, since the beginning of the 2020-2025 term, the province has innovated the way resolutions are built and implemented, emphasizing science, practicality, and focusing on important “coordinates”.

The Party’s resolutions are the “compass” in leading local development, but making those decisions “come to life” is a big challenge. In Nghe An, since the beginning of the 2020-2025 term, the province has innovated the way resolutions are built and implemented, emphasizing science, practicality, and focusing on important “coordinates”.

Assessing the difficulties and weaknesses in the process of building and implementing the Party's resolutions, the late General Secretary Nguyen Phu Trong once said: "The resolution is really good/ It seems that implementation is still difficult in many ways". The document of the Congress of Nghe An Provincial Party Committee for the 2020 - 2025 term also pointed out: "The implementation of a number of programs, plans and projects to implement directives and resolutions is still slow, with low quality and efficiency".

To overcome this situation and prepare for the 2020-2025 term, the Nghe An Provincial Party Committee clearly identified that the new term is "a milestone marking an important transitional stage, with a longer-term vision in the development process according to the Party's innovation policy"; the core requirement is to create outstanding development to overcome challenges and backwardness. To do so, the Resolution of the new term must be truly high-quality and scientific; identify the context, opportunities, and challenges, and set out appropriate goals and solutions that are strategic, breakthrough, and practical. Because, once the wrong policies and guidelines are set out, they will not only hinder the development process, but also affect the role, prestige, and leadership capacity of the Party organization.
A typical example of this method is the process of building the Political Report and Resolution at the Provincial Party Congress for the 2020-2025 term. In addition to fully implementing the processes, procedures, discussions, and democratic comments throughout the Provincial Party Committee, the draft Political Report was also sent to 52 central departments, ministries, branches, and agencies for comments; 56 former provincial leaders were asked for comments; and opinions were collected from scientists, dignitaries, intellectuals, and the people.

The Standing Committee of Nghe An Provincial Party Committee also coordinated with the Ho Chi Minh National Academy of Politics to organize a Seminar to collect opinions from a number of experts and scientists from the Academy, the Central Theoretical Council, and the Vietnam Academy of Social Sciences; worked with the province's Socio-Economic Advisory Groups with members including many leading experts nationwide such as: Former Minister of Trade Truong Dinh Tuyen; Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute...; organized work and collected opinions from a number of experts who are "writers" in the Editorial Board of the Socio-Economic Subcommittee of the 13th National Party Congress; coordinated with the Association of Compatriots in Hanoi to organize a Conference to collect opinions from Politburo members, former Politburo members, Party Central Committee members, former Party Central Committee members who are from Nghe An and former Standing members of the Provincial Party Committee.
The Provincial Fatherland Front Party Committee organized a meeting to collect comments and feedback on the draft Political Report with the participation of Advisory Councils, including many dignitaries, intellectuals, former officials, leaders and managers of the province's sectors. The Provincial Party Committee's Propaganda Department organized a conference to collect comments from scientists, dignitaries, intellectuals and artists.

Through the working sessions, the comments helped Nghe An more clearly identify the remaining shortcomings, and at the same time opened up important perceptions for the province's development journey. Comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, especially noted that Nghe An needs to "remove" the term-based mindset regarding the orientation and strategy of socio-economic development; have a long-term vision to propose appropriate policies, roadmaps, and steps in the context of the country as a whole. “When we build the orientation for socio-economic development, the political system; ensure national defense and security for the term, it is not only for that term, but we must also have a vision to work with the whole country to achieve two goals: by 2030, we will celebrate the 100th anniversary of the founding of the Party and by 2045, we will celebrate the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam,” Comrade Nguyen Xuan Thang emphasized.
Former Minister of Trade Truong Dinh Tuyen expressed the need to "focus on key points" in planning, organizing implementation, and allocating resources. He suggested the need to soon expand Vinh city through merging with Cua Lo; strongly decentralize and create special mechanisms for Thai Hoa town and Hoang Mai town to develop more strongly and sustainably. Dr. Nguyen Sy Dung - former Deputy Head of the National Assembly Office also commented: It is necessary to spread the sense of responsibility and determination to develop of the provincial leaders to the entire political system; the key is to create a "push" for administrative reform, to remove the situation of "open provinces, tight departments, gentle communes, and powerless districts".

With such thorough and thorough preparation, the Political Report and Resolution of the Congress of Nghe An Provincial Party Committee for the 2020-2025 term have expressed very new, breakthrough and long-term visionary viewpoints, which is that it is impossible to "arrange horizontally and advance together" in the conditions of a province with the largest area in the country; on the contrary, focusing on proposing and advising the Central Government to issue specific mechanisms and policies; the province prioritizes the allocation of resources in a focused and key direction, issues specific mechanisms and policies with key localities; determined to create breakthroughs in a number of fields and regions, especially in strategic infrastructure, investment attraction, administrative reform, etc.

“Persistently implementing the sustainable development orientation, while determined to create breakthroughs in a number of key areas and sectors. Economic development is associated with social progress and equity, and environmental protection”, the Resolution of the Provincial Party Congress for the 2020-2025 term clearly stated.
The article "Continuing to innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage" dated September 16, 2024 by General Secretary To Lam mentioned one of the very important issues which is to innovate the promulgation, dissemination and implementation of Party resolutions: "Resolutions of Party committees and organizations at all levels must be concise, easy to understand, easy to remember, easy to absorb and easy to implement; must correctly and accurately identify the requirements, tasks, paths and methods of development of the country, of the nation, of each locality, each ministry and branch; must have vision, scientific nature, practicality, practicality and feasibility; create excitement, trust, expectation and motivation to urge the actions of cadres, Party members, economic sectors, enterprises and people to implement the Party's Resolution".


In fact, there are resolutions that are issued very elaborately and scientifically, with very good goals and targets, but they "refuse to be put into practice". This comes from the lack of focus and key points in the approach, identifying sectors, fields, and localities to issue resolutions, leading to the fact that everywhere we see the leadership resolutions of the Party organization, but the resources for implementation are not pointed out.
Grasping that reality, Nghe An determined that the issuance of resolutions by the Provincial Party Committee and the Provincial Party Standing Committee does not need to be large in quantity, but more importantly, it must be of quality, focusing on sectors, fields, and localities that are important "coordinates", have widespread influence, and need closer leadership to create breakthroughs.
Right from the beginning of the term, at the Conference to study, disseminate and implement the Resolution of the Provincial Party Congress for the 2020-2025 term organized by Nghe An Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized: The province's development perspective during the term is to persistently implement the orientation of sustainable development; determined to create breakthroughs in a number of key areas and areas.

Taking Do Luong as an example, the gateway district of Western Nghe An is the priority "coordinate" to build one of the six urban centers of Nghe An according to Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045. To concretize this viewpoint, the Standing Committee of the Provincial Party Committee has agreed on the goal of building Do Luong into a town by 2030.
Secretary of the Do Luong District Party Committee Bui Duy Dong said: To achieve that goal, in addition to the locality's internal strength, the district needs support, assistance and close, specific direction from the province. The Standing Committee of the Nghe An Provincial Party Committee issued Resolution No. 15-NQ/TU, dated May 19, 2024 on building and developing Do Luong district until 2030, with a vision to 2045.

Along with Do Luong, in the 2020 - 2025 term, the Provincial Party Standing Committee also issued a separate resolution on the construction and development of Vinh City, Thai Hoa Town and soon Dien Chau District and Hoang Mai Town. These are localities in the Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, all agreeing on the goals and visions of forming urban centers in Nghe An.
With the above viewpoint, in the 2020-2025 term, the Provincial Party Executive Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee issued 16 resolutions, 89 programs, 18 regulations, 56 provisions, and 34 projects to comprehensively lead and direct all fields.

The above resolutions are the political basis, carrying the mission of "lighting the way" for all levels and sectors to concentrate their efforts to implement the set goals, and the responsibility and role first and foremost belong to the Party Committees at all levels in those localities.
In addition, from the policy of the Party Committee, the People's Council and the Provincial People's Committee will be responsible for concretizing it through the issuance of mechanisms, policies, and prioritizing resources for implementation. This is a very new point in Nghe An in this term.
Specifically, in the resolutions issued by the Provincial Party Standing Committee for localities, the Party Committee of the Provincial People's Committee is assigned to lead the Provincial People's Committee to issue programs and implementation plans; develop a number of specific mechanisms and policies to prioritize the development of related localities and submit them to the Provincial People's Council for consideration and promulgation. The Party Delegation of the Provincial People's Council leads the Provincial People's Council to consider and supplement a number of specific mechanisms and policies to implement the goals, tasks and solutions in the resolutions.

Not only the focus and key points in issuing the resolution, but also the development of the action program to implement the resolution clearly shows that spirit. The action program of the Provincial Party Executive Committee to implement the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 has a more concise content structure than previous terms, with only 21 programs and projects, linked to implementation resources. These are driving forces, when implemented, will have a strong impact, influence the development areas, change and transform the situation of the province.
During his lifetime, President Ho Chi Minh emphasized: “The quality of resolutions must be closely linked to reality, receive support from the people and be implemented resolutely”. Nghe An, with its innovative approach, not only focuses on issuing scientific and practical resolutions but also attaches importance to implementation, turning resolutions into real driving forces for local development.
